Scenic Bvwavs Manaeement Plan: The committee is waiting for the final draft of the full report on the
Scenic Byways Management Plan. It is still necessary to have the next town-wide meeting for public
input and information. This may be scheduled for early December. Presentations will also eventually be
made to the Town Board, East En? Transportation Committee, and Albany.
Moore's Woods: No progress has been made on the RFP for the trail through Moore's Woods. $10,000
is the amount now under consideration. The committee would like to issue the RFP for Moore's Woods
and for the LIRR off-road bicycle routes at the same time.
East End Transportation Committee: Valerie reported that the DOT has been invited to come for a
"walk-through" of SouthoId Town to identify dangerous traffic spots. Therefore, we need a list of all
these places to develop an itinerary for the visit. There will be two components to consider:
1. Aspects of the road in terms of speeding, traffic lights, stop and slow signs, bottlenecks, etc.
2. Physical road conditions such as shoulders (or lack thereof), curb cuts, sight lines, etc.
The list must give specific locations of the problems and should also take into consideration special
events such as car shows, festivals, large concerts, winery events and the like.
The next several meetings of the EETC will be held in Riverhead to encourage more
participation by Riverhead in the discussions of current and potential regional traffic problems.
Historic Re-investment Proposal: This is a new project intended to encourage use, re-use, and
restoration of old, historic, or landmark buildings throughout the town, particularly in the hamlets. This
idea was prompted by the recent increase of new "Morton" buildings going up on the edges of hamlets
around town. Up to 25% in tax credits from the Federal government is available for a business property
that has a local landmark or historic designation. There may also be a possibility of an abatement in
taxes for renovation of an old building, even if just the facade is kept as it was. It is therefore necessary
to update the list of old or historic buildings that may be eligible to be raised to landmark status. To
encourage re-investment in old existing buildings, there must be incentives for people to use them. This
proposal will be included in the Sceuic Corridor Management Plan.
Other Business: Doug Murphy of Eagle's Neck Paddling Co. has joined the Transportation Committee
as a new member.
Materials handed out at this meeting included: the minutes of the July 27, 1998 meeting; a memo
from Dunn Engineering Associates with notes on a meeting held at Town Hall July 23, 1998; NY
Metropolitan Transportation Council Land Useffransportation Connection (LandTran) Sustainable
Development Study Scope of Work Outline; from the Snffolk Co DPW a copy of the SOS for design
and reconstruction of Rte 48, Middle Road, from Horton Lane to Main Street Greenport; and an article
from Streets & Highways entitled "Slow ride: calming traffic"
The next meeting will be Monday, November 23, 8 AM at Southold Town Hall.
