Southold Transportation Committee
Southold Town Hall
December 12, 1995
Present: Mike Acebo, Neboysha Brashich, Margaret Brown, Kevin Christy, Bernie Jacobson,
Valerie Scopaz; Steve Ridler, DOS
Grant Neb attended the Town Board work session Tuesday, November II, 1995 and formally
requested the final $16,000 of the $.50,000 being used to secure the $250,000 DOT grant. Bya
vote of 6-0, a resolution was passed authorizing this amount.
A revised application for the Seaview Trails grant has been prepared to update the
amounts of money to be raised locally, plus documentation of support for the proposal. Neb
added "Appendix E" to the Phase II! portion to show the non-Federal share of contributions
which equal a total of $65,000. Neb also sent a letter to David Glass of DOT expressing the
committee's hopes that the project will be approved and that Mr. Glass will be our spokesman
during the deliberations.
Si!!ns Neb and Margaret met with Ray Jacobs December 4 to discuss the signs for the four
bicycle trails. Mr. Jacobs will prepare a purchase order for the 3M Corporation. He also
indicated that his department will be able to do a substantial amount of the work in preparing the
signs, and the highway department will install all the signs on Town roads. Any signs destined
for state or county roads will require approval from those entities. They, the county in particular,
may also wish to provide the signs.
Kevin and Mike will look at the Causeway and New Suffolk Beach to decide on the
correct views to be placed on the large directional signs at those sites. Bernie mentioned that
similar signs in Montauk were paid for by private donors. He will bring a brochure describing
this opportunity. Mike suggested that the signs be used to memorialize baymen who have been
lost at sea.
Steve Ridler suggested that the Kaplan Fund Rural New York Grant of $5000 might be
available to help make signs or to hire a graphic artist. Mike will follow through with Steve.
Kayaks Steve Ridler suggested that the kayak proposal be resubmitted "as is" when the notice
for submittals comes up again.
Tax Exemptions Bernie Jacobsen reported that Fred Thiele has proposed legislation to exempt
ferry companies from sales taxes on things they buy in the course of running their businesses.
This already exists for other modes of public transportation and intra-state ferries. This
legislation would affect the Shelter Island and Fire Island ferries. Neb suggested that we ask the
Town Board for a Resolution of support for this proposal. The cost savings (about $50,000 per
year) would delay a fare increase on the North Ferry for another year. Since many Southold
residents work on Shelter Island and the South Fork, there would be a direct advantage for
Southold.
Bernie distributed a report from the Traffic Calming Symposium he attended 11/18/95.
The next meeting will be Wednesday, January 17, 1996 at 4PM in Southold Town Hall.
Respectfully submitted,
Margaret H. Brown
