Southold Transportation Committee Southold Town Hall March 5, 1996 Present: Mike Acebo, Neboysha Brashich, Margaret Brown, Robert Brown, Victor Brown, Dwayne Early, Bernie Jacobsen, Barbara Michelson, Ray VanEtten, Merlon Wiggin, Valerie Scopaz; Paul Kreiling, guest Sign ReDOrl: Paul Kreiling, graphic artist, presented his proposals and prices for bicycle route signs, including trail head signs. route markers, and arrows. A question was raised about placement of the arrow signs as to whether they could be included on the round trail marker signs. The answer was that it would be more costly to have to print different arrows for different directions, and he suggested that reflective stick-on arrows might be used instead The life expectancy of signs made of baked aluminum is about 5 years although some colors would be likely to fade. Vinyl signs would last about 2 years. It will take approximately six weeks from placing the sign order to delivery of the finished product. Neb suggested that we travel each trail and see exactly where each sign sbould be placed. Mr. Kreiling also showed us a possible design (but no cost)for a brochure which would open to about II" x 17". During the discussion of the brochure, he suggested the possibility of selling advertising to offset the cost of printing. Farm stands, bike shops, B&Bs, and restaurants might be interested. It was pointed out that the brochure should be of a size and design that would be convenient for bicyclists to use easily. Kreiling will give us a cost estimate for the brochure. We will ask Mr. Kreiling to give design ideas for the New Suffolk pedestal sign based on the suggested map and wording supplied by the New Suffolk Civic Association. The trails subcommittee needs to decide on the type of signage needed for various places along Rte 48. ReDOrl from Neb: Neb and Supervisor Cochran are scheduled to meet with DOT Regional Director Petrou in Hauppauge to discuss the status of the three projects slated for Southold Town. They will meet with the County Department of Public Works in Yaphank on March 13 to discuss trail signage for Route 48. They will also discuss the storm water runoff problems from Love Lane into the Mattituck Inlet. Valerie has made some suggestions on our RFP for Phase II. Neb suggested that he and Margaret redraft the RFP according to Valerie's suggestions. The committee agreed. Fiscal '95 ISTEA funding has been set aside in Albany and reserved for Southold, but how the $10,000 is to be granted still must be worked out. The DOT is eager to work with us and would like us to be their "guinea pig", We should support legislation in Albany for crosswalks. Valerie will ask that crosswalks be put on the agenda for the Code Committee, and Mike and Merle will do the same with the Greenport Village Board. A two-part resolution was suggested: I) ...to support the safety of pedestrians 2) ...to allow individual localities put safety markers in the most heavily used and dangerous crosswalks Transoortation Committee Mandate: Our mandate from the Southold Town Board expires April 5, 1996. Neb will meet with the Town Board March 19 to renew our mandate,and those committee members who wish to continue on the Transportation Committee must notify Town Clerk Judy Terry. Reoort from GreenDOrl: Dwayne Early has sent Neb a copy of the minutes from the 2-day Consortium of business people and residents in Greenport, devoted to figuring out ways to improve Greenport. He also reported that the Greenport Village Board has allocated $2000 to draw up a scope of services as to how to use and manage the area known as the Greenport Transportation Center. between 3rd and 4th streets to Wiggin Street on the south. The Village is working on Moore's Woods. They have reached a settlement with DEC in which the Village will pay back the DEC with in-kind services of physical labor to clean up the woods. They have also allocated $10,000 in real dollars to be used in Moore's Woods in some way. They will work with the Southold Transportation Committee and the National Park Service to develop a management plan and scope of services. Dwayne has spoken to Carl Baird at the National Park Service. Ray VanEtten reported that the "Operation Shape Up" crew has been cleaning up trails from north to south along Moore's Lane. Bob Brown reported that the enclosure around the bus stop on First Street will be repaired as soon as the weather improves. Brown and the Village will each pay half of the cost.
