Southold Transportation Committee Southold Town Hall June 12, 1996 Present: Neboysha Brashich, Margaret Brown, Victor Brown, Bernie Jacobsen, Barbara Michelson, Valerie Scopaz Reoort from Neb: We have received letters: 1) dated May 30, 1996 from the NY'S Department of Transportation stating that our application for funding for the Seaview Trails has been recommended for funding. Harry Tenenbaum, Regional Transportation Enhancements Project Manager will be in contact with out committee. This letter also reminded us that any work done prior to the FHW A authorization is at our own expense (and not refundable). 2) dated May 30, 1996 from the Rural New York Grant Program reporting that we have been turned down for the Kayak Proposal. 3) from David Fasser, Director of the Landscape Architecture Bureau, reo the Scenic Byway Management Plan. says he is aware of our plans but cannot act as long as we are still involved with the Department of State. He (and we) will ask DOS to release us to the Dar. Sign RepOrt: Neb and Margaret have finished the sign inventory for the bicycle trails. They met with Ray Jacobs and gave him copies of the final list. We also have a list of the actual signs he has and will compare lists to find if any more need to be ordered. Railroad Stations: Valerie reported that she and Dick Ward met with representatives of the LIRR. They felt the design was very poor, with no apparent opportunity to make changes. They reported this to Supervisor Cochran and asked her to take a harder line at the next East End Supervisors meeting. She did, and suggested that all 5 towns work together. The next meeting was May 15 in Riverhead and Neb and Valerie attended. At the next meeting on June 26, the 5 supervisors will recommend that there be a 120 day moratorium before work begins. Jet Skis: Victor Brown has been doing research on regulations for jet skis. He has talked to Ray Van Etten about excessive noise, but it was felt that this is not a feasible enforcement device because it is too difficult to standardize levels. The question of licensing was raised and will be investigated. Supervisor Cochran stopped in during this discussion and reported that jet ski concerns were aired at the last Town Board meeting, and the subject is now in code committee. We may submit a memo of concerns to that committee. Neb will use much of w hat Barbara Michelson presented in her memo on the subject, as well as some of Shelter Island's wording from their code. Neb's concerns are twofold: protecting water trails (for kayaks) and general water safety. Supervisor Cochran has been appointed to the State Historic Maritime Committee and to the Historic Maritime Trails on the Water Committee. Other Business: Neb has authorized $1000 to be paid to Paul Kreiling for the work he has done on signs. Neb has talked to Dwayne Early about setting up a group to meet on planning for the National Park Service, and will try to have a report for our next meeting. Valerie explained about a group in Connecticut that is dealing with the impact of the casinos in the surrounding area. She will try to get Southold included on this committee.
