Present: Glynnis Berry, Neboysha Brashich, Bob Brown, Margaret Brown, Dwayne
Early, Frank Field, Barbara Heaney, Barbara Michelson, Valerie Scopaz
In the beginning.of September, Neb Brashich appeared before the Town Board to
request a resolution to temporarily finance the improvements which will be reimbursed
by ISTEA Grant money. The resolution was passed.
He discussed ways of making up the money shortfall between what Southold Town
applied for under ISTEA and the amount granted. An Environmental Protection Fund
grant under the Maritime Improvement Program of DOS could replace 80% of the
kayak launch money, with Southold Town supplying the rest with cash and in kind
contribution. Steve Ridler suggested Town go for smaller amount to build a prototype.
Communications equipment ($25,000 not funded under ISTEA) might come from
Southold Town Capital Improvement Budget.
The L1RR provided the revised plans for Southold and Mattituck train stations which
incorporate the agreed upon changes. STTC will write letter accepting plans and
reserving the right to make improvements to the plaza, etc. in the future. ST will need
to negotiate with North Fork Bank about parking area in Mattituck, and will explain
ultimate vision for plaza -at station at that time. The lease agreement for parking field in
Southold owned by North Fork Bank is being prepared.
Greenport RR station plans have stalled. When Greenport meets with L1RR again the
easements along tracks in the village will again be raised.
The East End Transportation Council will meet on Oct.3rd on Shelter Island. Suffolk
County Transportation Dept. Bus Division will discuss routes and future plans. Bob
Brown will attend for Sunrise Bus Co. Hampton Jitney has been asked to attend. The
coordination of bus and train service will be discussed.
The National Park Service visit should take place in early October with three or four of
their people (a designer, an engineer, and the two original visitors) expected. STTC
needs to form a subcommittee to work with them. Duane Early wiU work to organize -
the meeting and invite the appropriate people from Greenport Village to be on the
subcommittee.
Greenport is starting to build a trail on Moore's Lane. The Village has enough money
to build a trail six feet wide; an eight foot wide trail would have been preferred, but the
cash shortfall is $6,000. The purpose of the trail is to get bikers and joggers out of the
road.
Margaret Brown, Victor Brown and Glynnis Berry worked on the trail brochure, and
Margaret and Glynnis presented a multi-panel prototype. Southold Town may acquire
computer equipment enabling production of needed maps in house.
Margaret will call Paul Kreiling to track progress of trail head signs and get color
samples.
Next meeting will be in Town Hall on Wednesday, October 16th at 4:00 PM.
