The minutes of the July 18 meeting, were approved as read.

available to the Town Board and an appointment will be made for the Transportation Committee to meet
with the Town Board at their next work session to discuss the entire packet.
Scenic Deshmation of Route 25 was discussed. Neb reported that Supervisor Wickham believes we
should renew our efforts to achieve scenic designation, particularly along the segment from the blinker
light in Greenport to the ferry. A Scenic Designation would give the Town more control over the use of
the road.
Ferrv Traffic ,with specific emphasis on the volume of traffic generated by the new high speed ferry, was
discussed in detail. Several different factors were considered: parking problems, traffic volume, a
possible change of port for the passenger ferry, a traffic count, a destination survey of ferry passengers,
and the newly formed Orient task force known as Southold Citizens for Safer Roads.
Merle Wiggin has attended two task force meetings and reported that they plan to go before the
Town Board with the following requests:
1. Request a new site plan for Cross Sound Ferry (CSF) property;
2. Do a traffic count and study and SEQRA review of traffic impact on Rte. 25;
3. Moratorium on any zoning change at ferry landing;
4. CSF be accountable to all laws of Town including zoning;
5. Town police take more positive action in enforcing speed limit;
6. Traffic light to space out traffic leaving ferry;
7. Passage of regulations for noise and lighting control.
Also, the task force will seek legal counsel to work on this, and they plan to go to NYSDOT to ask that
road shoulders be marked "No Parking", the entire route be designated 40 mph zone, and no passing from
blinker light in Greenport to the ferry.
Stanley Mickus and Mr. McMurray of CSF have expressed interest in helping to mitigate the
impact of additional traffic by seeking a lower speed limit, establishing alternate parking west of
Greenport, and a traffic light at Rte. 25 and Village Lane to break up traffic.
Whether the passenger goes to Greenport or stays in Orient will have a major impact on future
planning. There may be interest in Greenport and on the part of CSF to establish a passenger port in the
Village. Parking would still need to be dealt with, but the proximity of the train and bus service makes
this an attractive alternative. There may also be a positive impact on Village business.
The consensus was that the Transportation Committee must follow its Charter from the Town
Board. The Committee will be in contact with the task force but will not adopt their agenda inclusively.
The Transportation Committee may offer to help the task force with some of their objectives. The
following proposals for Transportation Committee activities will be made to the Town Board:
1. A one-site count of traffic volume based on DOT methodology;
2. A count of driveways entering Rte. 25 along the 8 miles from Greenport to Orient;
3. Work with CSF to determine destinations of passengers crossing to and from Connecticut;
4. Renew efforts to seek scenic byway status for Rte. 25;
5. Investigate making Greenport the port for the high speed ferry;
6. Possibly have a writing campaign to encourage CSF to go to South Fork.
In other business, the Moore's Woods Resolution was adopted by the Greenport Village Board July 20,
1995.
Our next regular meeting will be Tuesday, August 15, 1995 at 4PM in Town Hall.
