Southold Town Transportation Committee Southold Town Hall Septem ber 11, 1995 PRESENT: NE80YSHA BRASHICH, MIKE ACEBO, BOB BROWN, MARGARET BROWN, DUANE EARLY, BARBARA MICHELSON, RAY VAN ETTEN The minutes of the August 29th meeting were approved as read. The meeting began with a progress report from Neb: Mike Acebo had prepared a proposal for a grant from the DOS for $20,000 for a kayak launch facility at Beach Road (Sterling Basin). The grant would require a match of in kind services (time & effort) and would tie in with other DOS grants pending for Greenport Harbor Management ($50,000 study) and Greenport Harbor Wallk. Greenport owns the launch site so no permits are required; money if granted will go for restrooms, landscaping and parking. Neb talked with Steve Ridler. Steve showed the Seaview Trails proposal (prepared for DOT) to the waterfront revitalization section at DOS. They were impressed and may be able to offer some help, possibly giving us a trail consultant. Neb will be meeting with Steve on this. Meanwhile, Steve had bad news about the scenic byways project. The Comptroller for NYS has given new instructions which are upsetting relations with DOT. DOS may have to find $65,000 to fund the study directly. Steve Ridler !!mY be leaving to take a new position. Neb met with Ray Jacobs and a representative of the 3M Corporation to discuss trail signs. The 3M rep. will review inventory and give a cost estimate. 3M will attempt to use graphic representations instead of words wherever feasible. If the estimate is below $10,000, competitive bidding is unnecessary. Dunne Associates (Dick Strand) asked the Committee to embellish the town vision statement on the scope of services document. Neb and Margaret will attend to this. Neb sent a response from the Committee to SCSR. Barbara and Mike attended a meeting about alternate ferry sites. Riverhead is very anxious to be home to a non vehicular ferry. Greenport seems to be willing to be a candidate as well. A linking of Riverhead and Greenport via engine 39 (the restored train) was proposed. Both towns hope that ultimately Connecticut residents will use the ferry to visit the North Fork, instead of all flow being to Foxwoods. Bob reported that in its last week, the train to the ferry had 60 or 70 passengers per trip. Cross Sound Ferry helped to promote the Maritime Festival to attract Connecticut residents. Bernie Jacobs sent his C. V. with a request to join the Transportation Committee. This matter will be discussed by the Town Board. Neb called the National Parks Service for a status report on the Moore's Woods grant application. Carl Beard is on vacation. Ray said that he had sent letters to various politicians (Acompora, Pataki, Lavalle, Forbes, etc.) asking for their support on the Moore's Woods project. Members discussed possible arrangements for housing park volunteers from U.K. if the grant is in place. Ray agreed to investigate. Duane approached the Nature Conservancy about the possibility of their acquiring wetlands adjoining Moore's Woods to the South. At present the land is privately owned. The NC response was that although the parcel sounded small, they might be interested. Duane will follow up with inventory of the parcels and owners so the NC can consider. If the southern property were acquired, there would be a complete green belt. Neb asked how the DOT will be putting the bike path in Greenport Village. Ray will asks Mayor Kapell. Duane reported on efforts of Greenport VIC. Their efforts are focused on cleaning up and local parks. Longer term, they are planning improvements to Carpenter St. to emphasize the historic features. Members are also hoping to put up osprey nests, install benches and picnic tables and renovate the Greenhill Cemetery area. Neb suggested Duane identify related needs for Moore's Woods.
