Present: Mike Acebo, Neboysha Brashich, Bob Brown, Margaret Brown, Kevin Christy,
Bernie Jacobson, Barbara Michelson, Merle Wiggin, Valerie Scopaz
Neb showed a VCR tape demonstrating successful "Rails To Trails" ventures in other parts of the country. The
tape and a book entitled Secrets of Successful Rail- Trails were sent by Fuss and O'Neill, Inc., Consulting
Engineers. The tape is on loan, but may be purchased, and the book is a complimentary gift for the library of the
Transportation Committee.
A discussion of the signs for the bicycle loops resulted in the decision to prepare detailed lists of sign needs for
each loop as soon as the sign material from the DOT arrives. Neb, Barbara, Mike and Margaret will work on this.
Each loop will be prepared as a separate entity. It is expected that 3M Company will do the actual work, and their
prices are as follows:
12"x IS" - $30 plus an additional $15 if the sign is reflective
!S"x 24" - $40 plus an additional $10 if the sign is reflective
The pole for each sign will cost $10
A meeting with Highway Superintendent Ray Jacobs will be scheduled as soon as possible so that the work orders
can be processed, and plans made for the Highway Department to install the signs.
David Glass of DOT recommended that the remaining $16,000 of the $50,000 (being provided by the Town to
secure the $250,000 grant under Phases I & II) be formally requested and formally voted by Resolution of the
Town Board as soon as possible. The deadline for submission of the Seaview Trails proposal is December 22,
1995. Neb has an appointment on the Town Board Agenda to make this request tomorrow (Tuesday, Nov.ll) at
9AM. A one page explanation regarding the sources of the additional $65,000 (in in-kind services as well as
other public and private donations of materials and property) to secure the second $250,000 grant under Phase III
needs to be attached to the document. Neb and Margaret will put this together.
Neb reported that he talked to Bob Lazaro of the LIRR. Mr. Lazaro made a presentation to his immediate
supervisor about the trip to Southold October 25. This report was then forwarded to the president of the railroad.
Mr. Lazaro will notify Neb when a meeting with Mayor KapelI and the president can be scheduled.
It is expected that the Transportation Committee will be asked to meet with the new Town Board sometime during
the first of the year. A summary of the projects and progress of the committee will be prepared. It would be
useful to mention various groups the committee has worked with such as the Village of Greenport, the LIRR,
Department of Transportation, Department of State, the DEC, the British Trust for Conservation Volunteers, the
National Park Service, and others.
The Traffic Study scope of services has been approved by the DOT In a letter to Neb, they said they are seeking
funds and setting up a bidding procedure for the consultant.
The East End Seaport and Marine Foundation will re-apply for the Marine Railway funding. The Town of
Southold is a sponsor. It would help to have a letter of support from the Transportation Committee. Merle will
speak to both Tom Wickham and Supervisor-elect Jean Cochran.
Bernie Jacobson reported that last Saturday (Nov. IS) the Group for the South Fork held a 1/2 day ''Traffic
Calming Symposium" in Southampton. Kevin McDonald chaired the meeting. Jun Sochi, Director of Regional
Design Project of The Regional Plan Association of New York Ci ty spoke on altemati ves for traffic calming.
Robert Duffy, Southampton Town Director of Land Management discussed Southampton's plans for future traffic
needs and how the town plans to address traffic calming. The idea behind traffic calming is to try to make streets
usable for more than simply moving cars rapidly through them. There are many options and Bernie will bring a
detailed report to the next meeting.
Valerie will bring information from the meeting she and Neb attended in New London Oct. 16.
The next meeting will be Monday, December 11, at 4PM in Southold Town Hall.
