Southold Transportation Committee
Southold Town Hall Conference Room
January 24, 1995
Present: Mike Acebo, Bob Bayley, Neboysha Brashich, Margaret Brown, Victor Brown, Rich Caggiano,
Barbara Michelson, Merle Wiggin, Valerie Scopaz; guests Joe Gold, Jean Cochran
Neb read a letter from Long Island Rail Road President Thomas F. Prendergast in response to our letter of
thanks for their assistance during the Transportation Symposium. Neb also reported that he is trying to
reach Bob Lazaro of the L1RR with regard to an improved shelter at the Southold train station. He will
also raise the possibility of using the railroad right-of-way in Mattituck for an off road bicycle trail.
Neb has been in touch with the British Trust for Conservation Volunteers concerning the possibility of
their working on trails in Moore's Woods this summer. They are enthusiastic. However, Rich Caggiano
reported that the Village of Greenport probably will not be able to make a commitment of support for the
idea until they have a detailed, specific proposal, and that may not be available until after the February
deadline for BTCV.
Bob Bayley made a presentation of the proposed trail system for the benefit of our guests Jean Cochran,
chair of the Parks, Beaches, and Recreation Committee, and Joe Gold, chair of the Open Space
Committee. Discussion of bicycle (and other) trails resulted in the revelation by Jean Cochran that some
Southold beaches would be off-limits to cyclists and hikers because they are in Park Districts. South
Harbor Beach is one specific example. She suggested Peconic Dunes as a possible place to house the
BTCV volunteers, if that project should gain viability. Joe Gold mentioned that the Open Space
Committee has purchased development rights of the Fort Corchaug property, and of Hummels Pond.
These two sites may be of interest with regard to trail development.
Neb has received a packet of information from Steve Ridler of DOS regarding National Park Service's
Rivers and Trails and Conservation Assistance Program. The Trails Committee will call and invite Karl
Beard, the NY Field Office Director, to meet with us. Steve Ridler will also be invited. The focus of this
group is on greenways. We may be able to interest them in beaches also. They are already involved with
the Paumonok Trail project. Valerie suggested that we contact the Boy Scouts to do trail work. Local
participation is important.
The Trails Committee will appear at a Greenport Village work session to explain our overall view of trails
with specific interest in Moore's Woods. The committee will discuss the possibility of National Park
Service assistance in trail design, with the clear understanding that the final design will be subject to
Greenport's approval. The next Greenport Village work session is February 9, 1995. The committee will
try to be prepared to make a presentation at this meeting. Neb will contact Mayor Kapell for a space on
the agenda. The tentative schedule to go before the Southold Town Board is early March.
Merle will speak to the Southold Police Department with regard to a regular column in the local papers on
road safety. He reported that Greenport will look into the repair of the bus shelter.
Neb will try to arrange a meeting with the DOT planner and Route 25 project manager in the near future
to discuss all the work proposed for Rte. 25. Safety concerns that are of particular interest: cross walks in
downtown Greenport, shoulder markings, speed limits throughout and especially in vulnerable places
such as the Orient causeway. Victor suggested that signs at the Town borders state "Traffic Laws are
Strictly Enforced", and a sign be placed near Porky's letting people know the distance/time to the Orient
ferry while observing the speed limits. Also, it was suggested that the "End of Reduced Speed" sign in
Mattituck be removed.
David Glass will be invited to come out and walk our trails in the Spring.
Gail Horton may have to resign from the Transportation Committee because of time conflicts.
We have not heard from Dunne Associates, but will invite Walter Dunne to our next meeting.
Please note ERROR: The minutes of the last meeting were incorrectly dated January 10. The date should
be corrected to January 17.
Our next meeting will be Tuesday, January 31 at 4PM, Town Hall-Conference Room
Respectfully submitted,
Margaret Brown
