Southold Transportation Committee Southold Town Hall Conference Room February 15, 1995 Present: Neboysha Brashich, Margaret Brown, Victor Brown, Rich Caggiano, Barbara Michelson, Merle Wiggin The minutes were approved as read. General Information: The Superintendent of Utilities in Greenporl, Jack Becht, has been asked by the Greenporl Village Board to set up a meeting with DOT to review plans that the Department has for Route 25 in Greenport. The DOT will be asked by the Southold Transportation Committee to upgrade the crosswalks in Greenport Village before June 15 in order to be in safe condition for the increase d traffic during the Americas Sail '95 celebration. The Dunne Associates Scope of Services will be faxed to Town Hall on Tuesday Feb. 21. On Thursday, Feb. 16, Neb, Supervisor Wickham, and Ruth Oliva will meet with the new Secretary of State Alex Treadwell to raise transportation concerns with particular interest on the funding grant. Trails Subcommillee: The Trails Subcommillee met with Southold Town Highway Department Superintendent Ray Jacobs. He is very interested in the trails project. Town engineer Jamie Richter was asked to cost out the trails., Jacobs may be able to find savings that will stretch the funds available. Improving the road shoulders could be addressed as a safety measure. Jacobs reminded the commillee that some attention needs to be paid to Fishers Island. The subcommittee will plan a trip to investigate the possibility of trails on the island. The subcommillee plans to meet with the Town Parks and Recreation Committee Chair Jean Cochran with regard to the County park at Orient Point. Neb pointed out the need for clear and specific planning by the trails subcommillee. Each section of the Trails project needs to have a write-up describing the route, specifically identified cost factors; and a map. The project needs to be divided into distinct phases with Phase I including: Narrow River Road in Orient Kayak Tr~il and staging area on the Orient Causeway Moore's Woods in Greenport The Bayview Loop in Southold Soundview Avenue in Southold and Peconic Mallituck to Cutchogue along L1RR (this may wait until Phase II) Mike suggested that bronze directional and historic landmark signs could be funded as memorials to people through some organizations (Historical Societies, civic groups). Victor reported that a possible link from Soundview Avenue to Oregon Road exists on the power line right of way beginning across Mill Lane in Peconic. Victor allended the Greenport Village Board meeting 2/14195 and reported that the Board unanimously passed a resolution for the subcommillee to go ahead with plans to design improved trails in Moore's Woods. Mter meeting with the Tree Committee, they will report back to the Village. They will also arrange a meeting with Karl Beard of the Nationiil Park Service and Steve Ridler of the DOS. Other business: Representation on other boards and commillees: * Victor is representing the Transportation Commillee on the Rte. 58 Advisory Commillee. While Riverhead will not be included in our Traffic Study, it is necessary to maintain a liaison with Riverhead because our traffic will be impacted as it passes through Riverhead; * Neb represents us on the Southold Town Promotion Commillee * Victor represents us on the Shellfish Advisory Commillee * Mike and Merle are on the BID in Greenport and on the America Sail '95 management commillee Our next meeting will be Wednesday, March J at4PM, Town Hall Conference Room.
