Southold Town Hall Conference Room
March 15, 1995
Present: Bob Bayley, Neboysha Brashich, Margaret Brown, Victor Brown, Rich Caggiano,
Barbara Michelson, Valerie Scopaz, and Pam Babcock from CAST
The minutes of the March 7 were approved as read.
Bob Bayley moved that we join the Tri-State Transportation Campaign, an organization which is
attempting to find solutions to New York metropolitan transportation problems. Margaret
seconded the motion and it passed unanimously. Neb will talk to them about inviting a
representative to come out and meet with us.
Neb is meeting on Tuesday, March 28 with Suffolk County Department of Public Works
Commissioner Stephen G. Hayduk, the DOT, and representatives of the Southold Town
Highway Department to discuss the stormwater runoff problems on Route 48 as they effect
Mattituck Inlet.
The Trails Subcommittee presented a draft "Proposal for Biking, Hiking, and Kayaking Trails in
Southold Town" for input from the Transportation Committee (TC) with the intention of bringing
it to a Town Board work session as soon as possible. Valerie suggested that the subcommittee
take an inter-active position in the presentation, encouraging input from the Board Members.
The Trails SubCommittee will plan to meet with the Greenport Tree Committee at their
next meeting on Tuesday, March 28, as a preliminary step in moving ahead with the Moore's
Woods segment of the trails project. Victor was still waiting to receive the written Resolution
from the Greenport Village Board supporting the project.
Neb reported that ISTEA funding may be drying up. Therefore, we should meet with
Town Board in April to discuss trails project, and also should meet with David Glass. In making
their presentation to the Town Board, the subcommittee should be prepared to explain fairly
precisely how the $50,000 would be used. Neb met with Town Engineer Jamie Richter before
today's meeting and Richter explained how Sound view A venue can be improved for bicycle
safety. He wants to work with the committee and has ideas of how the work can be done causing
the least disturbance to the surrounding area and save as much money as possible. He will
propose this idea to Highway Superintendent Ray Jacobs.
Victor stated that the subcommittee needs more assistance from the larger committee, and
all present agreed to help. Victor will prepare an Action Plan, including a time frame by which
elements will be accomplished, to discuss at the next meeting.
Suffolk County has offered the Town control and maintenance responsibilities of Cedar Beach.
Valerie will try to get a ball park estimate of the costs involved. This may be of interest to the
Trails Subcommittee because it is on the Bayview Bicycle Loop and if restroom facilities
become available there they would be indicated on the trails map. As far as the County Park at
Orient Point is concerned, it was generally felt by the TC that anything we plan for that area
should be deferred at least until Phase II.
Our next regular meeting will be Tuesday, March 28 at 4PM, Town Hall Conference Room.
