HomeMy WebLinkAbout03/28/1995 Southtd Transportation Committe' Southold Town Hail Conference Room March 28, 1995 Present: Mike Acebo, Bob Bayley, Neboysha Brashich, Bob Brown, Margaret Brown, Rich Caggiano, Barbara Michelson, Merle Wiggin, and Valerie Scopaz The minutes of the March 15 meeting were approved as read. Neb has made an appointment to meet before the Town Board work session with Dunn Engineering at 9:30 PM April 4. Neb reported on a meeting he attended in Yaphank with Stephen G. Hayduk, Commissioner of the Suffolk County Department of Public Works and representatives of DOT and DEC conceming improving stormwater drainage on Route 48 into the Mattituck Inlet. There is apparently $800,000 in DOT funding to do a comprehensive study of Suffolk County drainage problems and this problem will be included. The study is expected to take two years and the County is not eager to do anything with the Route 48 problem before that. The County Legislature must vote to make any improvements a priority issue. but no one is optimistic that this will occur. Steve Ridler reported from Albany that there is no news on the Scenic Byways Grant except that it is being held up by the Pataki budget squeeze. Committee Makeup: Bob Bayley has submitted a letter of resignation from the Transportation Committee stating personal reasons. He offered to act as a consultant from time to time, particularly in the area of developing trail maps. Neb asked him to be available until the Trails Subcommittee (TSC) makes its presentation to the Town Board, and he agreed to do this. Neb asked Mike Acebo to step into Bob's place and to act as spokesperson for the TSC. Gail Horton has indicated that she is no longer on the Transportation Committee. The Committee will seek permission from the Town Board to find replacements for these positions. Rich Caggiano reported that the Village of Greenport will cease to fund his position in Greenport, and thus he will no longer represent Greenport at our meetings. Trails Subcommittee: The discussion began with a statement from Bob Bayley that two important things must be addressed: I) It is important to know who is the chair of the TSC and who is tracking all the various components being worked on. Presently, there is no clear sense of order. Victor, Barbara and Mike are on the subcommittee. Bob will continue to help with mapping and other details. Barbara will assume the duties of chairman/coordinator, and Mike will make the public presentations. Ralph William's has offered to help with the text of historic documents, markers,. and educational signs. 2) There is so much technical data regarding the trails that progress will be bogged down unless the overall concept it kept very clear. Perhaps we should think of the trails as one system with many parts. Rich brought copies of the minutes of the Greenport Village Board meeting at which the motion was made to allow the TSC to pursue a study of improved trails in Moore's Woods. This is the equivalent of a resolution. The TSC will meet with the Greenport Village Tree Committee at their next regular meeting. The subcommittee is nearly ready to make its progress report to the Town Board. Specific cost factors can be derived for two sections - Bayview Loop and Narrow River Road - but the CUlchogue section still needs to be surveyed and mapped. Neb, Margaret, and Jamie Richter will make arrangements to walk the CUlchogue/New Suffolk segment and Barbara will set this up. Contact still must be made with the URR in terms of the proposed trail along railroad right of way, and a small section through the Wickham Farm requires approval from the Wickham family. Sign makers have been identified and will be contacted to determine costs of informational signs and trail markers. Neb suggested that we think of an evocative name for the trails system and then design appropriate markers. Another meeting needs to be set up with Jean Cochran of the Town Parks and Open Space Committee to discuss beach and road~nd accessibility for inclusion on trail maps.
