Minutes ~ July 6, 1994
Southold Town Hall ~ 4PM
Present: Mike Acebo, Neboysha Brashich, Robert Brown, Christa Brown, Margaret Brown,
Victor Brown, Gail Horton, Barbara Michelson, Merle Wiggin, and Joe Lizewski
Discussed the report sent by Mark Kulewicz of AAA. It was felt that it defines the traffic
problems facing the North Fork fairly comprehensively. Local bus service is more frequent and
available than reported in the AAA paper, and there is a public transit service now, but we need to
look into better coordination of schedules.
The discussion moved on to ferry traffic. It was suggested that to slow, or regulate, the traffic
from the ferry, a stop light tbat counts cars and stops traffic after a certain preset number has
passed would lessen the overall impact.
A discussion of possible bicycle lanes in Greenport left placement of lanes unresolved, but it was
thought that First and Third Streets might be better than Main and Front Streets. Better signs and
road striping are needed to designate real bicycle paths on Routes 48 and 25, and also on other
roads. A suggestion was made to put bicycle lockers on First Street so that people could safely
leave their bicycles to sightsee and shop.
In making recommendations for the Traffic Study, we need to identify specific issues and give
justification for each issue. The following are some suggested components for the Study:
* Routing of traffic for more efficient and less degrading entry and egress of the
North Fork;
* How do we channel traffic flow to have the least negative impact on local
quality of life;
* Bicycle lanes and signs;
* Signage for pedestrians, bicycles, traffic safety, and directions;
* Safety issues:
Enforcement ~ examine patterns of enforcement, including rate of
accidents, location, OWl
Education ~ bicycle rules~of~the~road awareness, scenic routes,
pedestrian crossing zones, etc.
Speed on resurfaced road ~ enforce limits
* Traffic controls ~ stop lights, pedestrian crossings;
* Better off~street parking;
* Commuter/ride sharing
* Identify present traffic patterns and directions from which traffic comes;
* Mass transit ~ loops, scheduling, connectors;
The DOT has proposed a plan to figure out traffic problems in Greenport ~ changing streets,
closing streets, more pedestrian~only space. Mr. Costello has this proposal.
The Browns will bring the shuttle~loop proposals they have made to the next meeti ng.
Traffic circles were discussed. There was once one at the intersection of Main Street and the
North Road (at Porky's). It was excellent, but the DOT removed it. Should it be reinstated?
We need to start focusing on how we will delineate work on the scenic byway corridor study.
The next meeting will be Tuesday, July 19 at the Southold Town Hall.
