HomeMy WebLinkAbout08/16/1994 .. . - . . Southold Transportation Committee Minutes -August 16, 1994 Present: M. Acebo, N. Brashich, M. Brown, B. Brown, V. Brown, B. Michelson, V. Scopaz Supervisor Tom Wickham invited 3-4 members of the committee to participate at some point in his Wednesday Night television show, held once each month. The one hour show consists of approximately 30 minutes of talk by the participants and 30 minutes of telephone call-ins. He will let us know enough in advance so that we are prepared. Neb will attend a meeting at the Department of Transportation on Tuesday, August 23. Supervisor Wickham received notice of a meeting of the New York Metropolitan Transportation Council to be held August 25 in Hauppauge. The agenda will include Bicycle and Sidewalk Alternatives to transportation, as well as Maintenance. Neb suggested that Victor Brown represent us at this meeting, and Valerie Scopaz may also attend. It was suggested that Town Highway Superintendent, Ray Jacobs, also be informed of this meeting and Valerie will send him a memo inviting his participation. A copy of a letter by Rep. Pat Acampora to John Kuzloski was sent to John Rusch asking for delineated bike lanes and off road bicycle paths. There may have been a response from Commissioner Egan; will look into this. Valerie distributed a copy of an article discussing city lighting problems and ways of handling them. The Town Board will also receive copies. The committee will read this article and be prepared to discuss it at the next meeting. Victor Brown read parts of a letter from Bob Bayley, who is in Montana this summer. Bob reported that lack of regulations has resulted in clutter in development, and unattractive roadsides in some places. Report on two field trips to look at our roadways in terms of their scenic, historic, agricultural, and open space attributes: Mike Acebo suggested that there be one main route through town, with special scenic loops on the sides, based on the historic, scenic value, and that they be identified on maps with different colors for their interest. Barbara Michelson reported the need to have information to accompany the routes, with roadside signs or writing on the maps. Gail Horton added a wealth of historic details during the trips, and the committee recognized the value of making this information available for our visitors. Valerie suggested that we should try to bet a rule-of-thumb idea of how much it will cost per mile to plan the bicycle routes, and then figure out how much we will be able to accomplish with the $250,000. There may be a low-budget approach such as "No Parking" on one side of the street with a solid line marked with As to indicate bicycle routes, as a start on a trial basis. Could ask the Boy Scouts to do improvement projects and possibly design a bicycle station or put up trail markers. Also, should try to get community and youth involvement,. ..! ~ ..... . . Perhaps we should think more in terms of existing roads, instead of trying to get easements across properties, at least as a start. The rail road has quite a lot of property around some stations. Could this be used for parking for cars or bicycles? Maybe schools could be used for parking, at least during the summer, and there may be other under-utilized space. Discussion of how to deal with the part of Route 25 between Laurel and Love Lane in Mattituck, in terms of appearance and bicycle/pedestrian safety. Valerie pointed out that we need to keep in touch with the Village of Greenport, so that our planning ideas are well received. Perhaps send Mayor Kapell copies of our minutes.. We need to put in for a budget for the Transportation Committee for next year for such things as printing, travel expenses, meetings and seminars, film, phone calls, mailings, educational materials. The request is due September 1, but we need to meet with Supervisor Wickham and Mr. Cushman before that. At our next meeting, we will work with the big map and identify agricultural, scenic, historic, and open space areas which we feel are important. Also need to discuss the symposium at our next meeting: How to plan discussions, timing of them, who talks, when to send out announcements, etc. The next meeting will be Tuesday, August 23 at 4PM in Town Hall.
