Southold Transportation Committee Southold Town Hall - 4 PM Minutes - November 8, 1994 Present: Mike Acebo, Bob Bayley, Neboysha Brashich, Bob Brown, Margaret Brown, Victor Brown, Gail Horton, Barbara Michelson, Merlon Wiggin Neb reviewed a recent communique (dated] 1/8/94) to Supervisor Wickham and the Town Board regarding the need to select and enter into contract with a consultant to prepare a "scope of services" leading to a fornlal Request for Proposal engaging a consulting engineer to do a traffic study. The firm proposed for this first step is Dunn Engineering Associates at a cost of $3200. In keeping with the new meeting format, Neb entertained reports from the various committees that have been established: Trails (Bob Bavlev, Victor Brown, Barbara Michelson): Neb has talked to Melissa Spiro of the Planning Department, and she is willing to sit on this committee. Victor reported on a conversation with Melissa regarding railroad rights-of-way. There are some places that are wide enough and long enough to make attractive trails. Valerie and Victor attended a meeting in Hauppauge and found that the DOT is eager to spend money on this idea. The committee would like to see a trail from the Southold station to the Mattituck station (approx. 8 miles) and will do more research on widths of rights-of-way and private property to be traversed. Mike Acebo gave the committee a copy of a 1974 County Resolution and Plan for bicycle routes all over Suffolk County, including Southold. A suggestion was made that the committee meet with people on the South Fork where this has already been successfully implemented. The DOT proposes a bicycle route from the blinking light in Greenport (Porky's) to the railroad station, but the exact location is still unknown. The committee has designed a scenic bicycle route 8 1/2 miles long, with only a short stretch on Rte. 25, called "The Bayview Circle". It starts at the Southold railroad station and proceeds into the Village on Young's Ave, across Rte. 25, through Calves Neck, around Bayview and back to the station. Users will be encouraged to follow it in only one direction (north to south) because it is safer leaving Main Bayview Road from this direction. The committee will look into necessary improvements, mainly signs to identify the route and perhaps scenic or historic sites. A suggestion was made to invite the schools to help in identifying landmarks as part of their "History of Southold" curriculum. (In grade 4) Ideally, a brochure with a map of the route would be available at the train station and other places convenient to visitors. It should include the four elements of our overall focus: Historic, Cultural, Scenic, Agricultural. Journal (Barbara, Margaret): The corrected journal will go to the printer at the end of this week or early next. Letters of thanks will accompany the journal when it is sent out to the advertisers and a synopsis of the Symposium will accompany the journal to all participants and also to Shelley Mastran. Thank you letters will also go to the President of the L1RR (Bob Lazarro), the RR Museum, the Seaport Museum, and the Greenport American Legion. We may need to pay the Legion for use of heat and electricity. The goal for this mailing is by Thanksgiving or immediately after, depending on the availability of all necessary materials. Traffic Study Committee (Bob Brown, Victor Brown, Merle Wiggin): Merle brought in a revision to the Draft of Town of Southold Scenic Byway Work Specifications addressing his specific concerns for traffic safety. Neb will call Albany and try to get this into the traffic study. Neb suggested the committee merge "Preliminary Listing of Information Required to be Provided by Transportation Plan: Southold Town" prepared by Valerie, and "Issues and Rationale for Traffic Study" prepared by Neb and Margaret. This new document could then be sent to Walter Dunn Assoc. (if Town Board approves their appointment) as an introduction to the traffic needs of Southold Town. "Super Committee" (Neb, Gail, Margaret): Will set up a meeting to do a final report consisting of a merger of all the "car reports" from the Symposium.
