Southold Transportation Committee Southold Town Hall- 4 PM Minutes - November 22, 1994 Present: Mike Acebo, Neboysha Brashich, Margaret Brown, Victor Brown, Merlon Wiggin, Valerie Scopaz, Rich Caggiano Rich Caggiano will represent the Village of Greenport and will report on the meeting regarding the Southold Town Traffic Study. Neb reported that a State Trooper spent the day today clocking traffic speeds on Rte. 25 from Greenport to Orient. Neb will check on the results. He also reported that Supervisor Tom Wickham has been in touch with the DOT regarding road striping on the incomplete resurfacing of Rte. 25. DOT has promised to have it done by mid-December. Neb will try to set up a meeting with Highway Supervisor Ray Jacobs. Traffic Study The town attorney, Laurie Dowd, is drafting a contract for the scope of work to be done by Walter Dunn Engineering Assoc. for the Traffic Study. Merle spoke with Walter Dunn and felt that he intended to do business as usual DOT-style. Merle assured him that we want the study to address specific needs of Southold Town. Merle also reported on a meeting resulting from the Greenport Merchants Committee monthly meeting at which they discussed Ferry Traffic, Congestion of Front and Main Streets, Parking, Hub Facilities, Pedestrian Friendliness, Alternate Methods lof transportation], and Facilities for Bicycles. Over the years there has been discussion of making parking on one side of the street only. Rich Caggiano will try to find a copy of the 1989 DOT Study of Greenport. Neb read a letter from Mrs. Merlon Wiggin pointing out two deficiencies in our local transportation. The first was about the bus stop on First Street in Greenport. The shelter has broken windows which have gone unrepaired for over one year. Also, the bus schedule is not as good and the service has become very poor - up to 1/2 hour late sometimes. The second item is in regard to a new passing lane on Rte. 25 near their home in East Marion. There is now a large puddle (when it rains) on what has become a passing lane, where the bus drops Mrs. Wiggin at her stop. The committee agreed that both these issues need to be addressed. The draft for the Corridor Management Program preliminary scope of work has been approved. Neb will send it to Albany with our changes. Recreational Trails Committee By mid-January should have in hand a plan for exactly how the $50, 000 will be used in designing and developing trails to present to the Town Board; need to set up a meeting with the Town Board. The Committee also needs to draw up a plan for using the $250, 000 as the next phase of the trails project. Committee should come up with names of people to consult with on successful trail development, including David Glass of DOT and the Group for the South Fork. Barbara walked from Depot Lane in Cutchogue to Southold and reported that it is not very attractive as a scenic trail. Also, the right-of-way is very narrow and the location is not worth pursuing as a trail in her estimation. Victor reported that the railroad right-of-way does not take in the farm road on the trail from Mattituck station to Depot Lane. The committee would have to do considerable research to find out if the land owners would give scenic easements along this route. Valerie suggested that the committee should do all the preliminary work on the trails and her office will get specific documents on easements, ownerships, etc. The overall committee emphasized that the first Bicycle Routes that are set up should be as simple and uncomplicated to achieve as possible, so that we can show immediate results. There should be one in MattitucklCutchogue, one in Southold, and one in Orient to start. .... . . Supervisor Wickham stopped in to report that funding for bicycle trails is safe. He met with Tom Twomey and found that DOT has found other funding. He also reported that the towns will have to design the methods for storm-water abatement and runoff mitigation, but money to engineer and pay for them will be available. Everything is still on track. Tom Wickham also expressed concern that the Traffic Study may be more controversial than we expect, and that we should be prepared for obstacles along the way. Barbara reported that the Journal should be ready any time now. We need letters of thanks to the L1RR President, the Legion, and both the Maritime and Railroad Museums.
