Glynnis Berry, Bob Brown, Margaret Brown, Victor Brown, Frank Field, Bernie Jacobson, Barbara Michelson, Valerie Scopaz Grant Neb reported that the Seaview Trails DOT gnint agreement was re-worked and sent to Albany. It is now before the Comptroller General of the State of New York. With his approval, the funds will be reI eased. Bicycle Trails Barbara M. and Margaret have finished designating the sign positions for the Bayview Loop and the New Suffolk-Oregon Road Loop (starting at the Mattituck train station). A meeting will be scheduled with Highway Superintendent Ray Jacobs to give him copies of these specifications. Margaret will follow up on the "dot" signs and trail head signs with Paul Kreiling. It was suggested that we order only one set of dots to start with and make sure they work well. Scenic Byways Neb reported that the Scenic Byways project is about to start again. An agreement has been reached between DOT and DOS for funding. In March of 1996 Neb sent a letter describing the "in kind" buy-in that the Town would provide. They have now agreed and will move ahead. Steve Ridler has brought our project some public attention and there are 36 companies now interested in working with us. DOS has agreed to Ridler's services without cost to work with us. Moore's Woods Mayor Dave Kapell met with Neb to draw up a list of names for a meeting in February with the National Park Service. The ideas resulting from that meeting will be addressed by a Park Service architect and the preliminary design will then be posted for public comment. East End Transportation Council Neb and Valerie will attend the Wednesday meeting of the East End Mayors and Supervisors. As Council chair, Valerie will address the group, outlining recommendations for ferries, air transit, trails and a coordinated road network. They will also recommend that the group (EESM) be represented in the Integrated Capacity and Mobility Study. Specific recommendations to EESM will be: Rail Service: * ESSM, as a body, should continue to make recommendations to the MTA even when a problem affects only one town; * They should lobby against station closings; and even if a station is to be closed that it be "mothballed" and not dismantled; * Encourage that stations be relocated closer to business districts and other transportation sources' * Encourage a pilot prqject for the summer of 1997 to improve train schedules and frequency; * Press to maximize use of the dual locomotives to the East End; * Urge an increase in the number of express runs from Manhattan to Riverhead; * Push for improved station design with more services such as water, telephone, and computer hook-ups, permit outside vendors to meet trains, more readily schedule information; * Encourage a public/private partnership to improve service; * Recommend that ESSM seek state and federal fundinllto provide light rail service on the East End, possibly run by another authority; Bus Transit: * Suggest ESSM establish a dialogue with the County on bus transit needs; * Work toward better coordinated county and private bus scheduling and routing; design schedules for seasons of the year including "feeder bus" * Urge better and more frequent publication of routes, fares, and schedules; * Encourage planning of placement and design of bus stops to be more efficient at large businesses and subdivisions; * Explore maintenance responsibility issues for shelters - public/private; . . * ESSM needs to become a more important part of the budget design and funding use in terms of public transportation, and should lobby for representation. * ESSM should be aware of the need for a more coordinated, safety-oriented five-town taxi service. Furthermore, ESSM needs to obtain support and cooperation for a pilot project using minibus service to make intermodallinks to marinas, wineries and other businesses, especially on the North Fork. And bus routes to the LI McArtbur/lslip Airport and the Ronkokoma train station should be encouraged. The next meeting will be Monday, March 3, 1997, 8:30AM at Southold Town Hall.
