Bicycle Trails: Margarel will chee-k with Panl Kreiling 10 find 0111 when the first set of "dot" signs will be finished. Neb reported thai we need to meet wilh Mr. LaRocca or the Long Island Railroad on establishing bicycle palhs alongside the railroad tracks in Mallituck/Cnlehoglle and Greenport. Barbara Michelson and Margaret Brown have realized that at beaches where yisitors are inviled 10 "Park and Cycle" Ihey willnced parking permits. A way needs 10 be devised solhat they can park legally and conveniently and nol be ticketed. Neb suggesled that Ihere be no fee. He also suggested that Barbara and Margaret go to Ibe nexl Town Board meeting 10 discuss Ihis issue aud identify all the sites where Ihe problem exists. Barbara Heauey will also work on Ihis. Sccnic Byways: Neb reporled thallhe granl is aboullo be approved. 35 consulting organizations have already expressed an interest in this project. A letler needs 1.0 go out by April 15. Margaret will help wilh Ibis Icller. Valerie and Neb met with Wayne Ugolik regarding the Traffic Slndy. Bus Transportation: Bob Brown reported Ihal our efforls 10 have more people use mass transil is handicapped by the fact thai some places, snch as Tanger Mall, refuse to allow buses to enler the mall to drop off and pick up passengers. Kayak Launch: Regarding a possible prolotype kayak launch site in Greenport at the end of Sandy Beae-h Road, Glynis has contacled an archilet't to landscape Ihe area. We may be able 10 get the work done locally at uo cost. Lon!! Ferry Traffic: Bernie Jacobsen reporled that the North Ferry Company will do a traffic study to discover Ihe origiu aud dcslinatiou of thc riders. lulerviews will he coudut'tcd on Ihe ferry liuc. Southold Town Transportation Committee Southold Town Hall April 7, 1997 Present: Neboysha Brashich, Glynis Berry, Bob Brown, Margaret Brown, Frank Field, Barbara Heaney, Bernie Jacobson, Barbara Michelson Karl Beard of NPS contacted STTC: NPS wants to come back to Greenport on April 30th. Karl Beard wrote Mayor Kapell to suggest Greenport apply for a grant for a wetland trail in Moore's Woods. Barbara Heaney will find out whether Greenport did apply and, if so, will get a copy of the application. Harrv Tannenbaum of NYSDOT called to inform STTC that the IST=:A funds for trails have been fullv authorized. First trails are movina forward: Trail marker signs for first route expected in two to four weeks. Ray Jacobs called to inquire about type of bike racks and whether he should order them. Steve Ridler (DOS) offered to get maps to Victor Brown. When maps are completed, trail head sign work can proceed. Problems still exist with regard to parking at town beaches for out of town cyclists and kayakers; Margaret and Barbara Michelson will appear at next town board work session to discuss. Thomas Oelerich, regional traffic engineer at NYSDOT, responded to STTC request for permission to install a handful of signs on route 25 in Mattituck, writing "NYSDOT will conduct a study in time." Neb will call him to see if this can be speeded up. Work on Phase 2 will beain: STTC needs to invite out Mr. Larocca of L1RR to discuss LlRR grant of rights of way along train tracks in Mattituck (part of route from Depot Lane to Mill Lane) and Greenport (from Silvermere to railroad station). ~FP for consultant to assist with off-road trails will go out. STTC will have to study implementing Southold's portion of Moore's Woods plan. DOS funds are available to landscape kayak launch in Greenport. Jim McMahon thinks a local landscaper will do job as pro bono. STTC received a $2500 proposal from landscape architect recommended by Glynnis for plan and supervision. DOT will give full areen light to scenic bvwavs oroiect in two weeks: By mid-April contract inviting bids on contract for byways study should be sent out. Valerie Scooaz and Neb met with Wavne Uaolik. head of Deoartment of Travel Demand Manaaement at DOT and with Richard Smoltz. head olanner for DOT. when thev attended the recent meetina of East End Transoortation Council: DOT has agreed to fold Southold and Shelter Island into integrated capacity study already underway, in lieu of $1 million study for Southold Town that had been promised and scrapped. STTC members may sit in on study; Valerie has been promised an important role. In this way, hopefully, the unique ST concerns articulated in the original scope of services will continue to be considered. Glynis will write a memo to help direct Southold portion of the study to accommodate our concerns. EETC will comolete its reoort to mavors and suoervisors on Aoril 28: A copy will be given to STTe. . . On April 8. Neb will attend a conference of the future of ISTEA fundino: Federal legislation is up for renewal in September. Bob Brown is tryino to schedule a meetinq to coordinate public transportation into Tanoer mall: Tanger management is resisting efforts to get pUblic transportation inside. L1RR representatives want to come to East End to discuss schedulino. North Ferry is doinq its own studv on orioins and destinations of its users: Study will be done over spring and summer of '97.
