Smith Trustee John Bednoski Trustee John'Bred'emeyer Trustee Frank Kujawski Miss Lori Brooks Miss Deborah Shalvey Ilene Pfifferling, Secretary Miss Brooks and Miss Shalvey met with the Board to discuss the creek survey and inventory that will be conducted this summer. They advised'the Board that they will start with Wickham's Creek and continue Eastward. REGULAR MEETING 7:30 P'.M; A regular meeting of the Board of Town Trustees was held on Thursday, June 28, 1984 at the Town Hall, Main Road, Southold. Present: President Henry P. Smith', Trustee John Bednoski, Trustee John Bredemeyer, Trustee Frank Kujawski, Bay Constable Donald Dzenkowski, Councilwoman Jean W. Cochran, Secretary, Ilene Pfifferling. President Smith called the meeting to order. On motion made by Trustee Bednoski seconded by Trustee Bredemeyer and carried the minutes of the May 24, 1984 meeting were APPROVED. On motion made by Trustee Bredemeyer seconded by Trustee Kuja~ski and carried the August mooring renewals were APPROVED. On motion made by Trustee Smith seconded by Trustee Bredemeyer and carried The next regular meeting of The Board will be held on Wednesday,. July 18, 1984 at.7:30 P.M. Inspections will be made on Tuesday, July 17, 1984. Board of Town Trustees -2- June 28, 1984 On motion made by Trustee Smith seconded by Trustee Bredemeyer and carried it was RESOLVED that the following Resoluiion be entered into the permanent records of the Board of Town Trustees. WHEREAS: Jean W. Cochran has faithfully served the Town of Southold as a member of the Board of Southold Town Trustees:~ from January 1, 1984 through May 28~ 1984, and WHEREAS: Jean W. Cochran gave generously of her time and talents in her faithful service to the Town of Southold residents during her time as Southold Town Trustee, and WHEREAS: Her record of fine service to the Town and its people deserves the sincere gratitude of ihose with whom and for whom she served, now, therefore, be it RESOLVED that the Board of S.ou-thold Town Trustees hereby expresses its appreciation to Jean W. Cochran for her unselfish and whole- hearted cooperation on behalf of the Town, and extends their best wishes for success in her new position as Southold Town Councilwoman. On'motion made-by Trustee Br'~demey~r s~onde~ by Tr~st~e B~dnbski it was RESOLVED to APPROVE the mooring application for Mike Reich place an offshore mooring in Narrow River, Orient, with the provision that the boat is kept out of the channel and not ~o' interfere with the public ramp. Vote of Board: Ayes: All CARMINE PASTORE On motion made by Trustee Kujawski seconded by Trustee Bredemeyer it was ....... RESOLVED to APPROVE the Grandfather Application submit.ted~.by Carmine Pastore ~or a permit for a dock in East Creek, Cutchogue. Vote of Board: Ayes: All . ~ There was a~ discussion held relative to..the~bove-referert°ed application. The Trustees would encourage Mr. Pastore ~to.~ebnild the entire structure for safety reasons. They would also recommend that the catwalk be elevated over the marsh. Board of Town Trustees -3- June 28, 1984 CARMINE PASTORE On motion made by Trustee Smith seconded by Trustee Kujawski it was RESOLVED to APPROVE the mooring application for Carmine Pastore to place an of. fshore mooring in East Creek, with the provision that the location of the mooring is changed to the opposite shore. The boat must be kept out of the channe~ and not to impede navigation. Vote of Board: Ayes: All WUNNEWETA POND ASSOCIATION On motion made by Trustee Smith seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the application for the Wunneweta Pond Association submitted by Frederick J. Bruce to maintenance dredge at the entrance to Wunneweta Pond, as per application.~submitted. Vote of Board: Ayes: ~.All GERALD S. WELLS On motion made by Trustee Kujawski seconded by Trustee Bednoski it was RESOLVED to APPROVE the mooring application of Gerald S. Wells To place an offshore mooring in Mud Creek, with the provision that the boat does not swing into any other boat or impede navigation. Vote of Board: Ayes: All ANTHONY TAMBURRINO - WETLAND APPLICATION NO. 202 It was the opinion of the Board of Trustees that a Wetland Permit was not necessary for the proposed work To be done at 85 Watersedge Way, Bay Haven, Sout~hold. The proposed bulkhead is actually a retaining wall to be placed above the OHWM. CHESTER BEGLEY On motion made by Trustee Bredemeyer seconde~ by Trustee Kujawski it was RESOLVED To APPROVE the mooring application for Chester Begley to place an offshore Stlake With pulley line in Narrow River, Orient. Vote of Board: Ayes: All GEORGE SWEENY -.~ETLAND APPLICATION NO. 200 On motion made by Trustee :Bredemeyer seconded by Trustee Kujawski'it was RESOLVED to amend the recommendation to the Town Board on the Wetland Application No~ 20~..for George Sween~ to include that the proposed bulkhead construction w~ll permanently, and in perpetuity, destroy the wetland fringe by proposing to fill in'behind, and being right in the wetland zone directly contradicts Section 97.28 of the Wetland Ordinance under "Standards," A. Adversely affect the Wetlands of the Town~ Vote of Board: Ayes: All The Trustees discussed ~heir taking over the Wetland Permits. Their main concern is to establish a more u~iform: way to determine when a Wetland Permit is necessary. Board of Town Trustees -4- June 28, 1984 ANTHONY BARUCCO On motion made by Trustee Smith seconded by Trustee. Bredemeyer it was RESOLVED ~o approve the request of Anthony Barucco to move his boat to the location of mooring no. 431 in James Creek. Vote of Board: Ayes: Ail On motion made by Trustee Smith seconded by Trustee Bredemeyer it was RESOLVED to forward to the Town Board for possible adoption a Local_.Law to regulate housebarges and residential houseboats by inserting a new Article IV in Chapter 32 of the Southold Town .Code. Vote of Board: Ayes: Ail JAMES KREH On motion made by Trustee Smith seconded by Trustee Bredemeyer it was RESOLVED to amend the recommendation to the Town Board for the Wetland Application of James Kreh to approve the dredging in accordance with the DEC's permit to dredge. Vote of Board: Ayes: Trustee Smith, Trustee. Bredemeyer, Trustee Kujawski Nay: Trustee Bednoski Trustee Bredemeyer gave a presentation of his draft to change the Shellfish [Ordinance] Chapter 77 Codes Of Southold Town bythe use of a Measured Bag for taking Scallops for commercial purposes. On motion made by Trustee Bredemeyer seconded by Trustee Bednoski-it.was RESOLVED to forward to the Town Attorney for preparation:~ a local law to amend Article II of'Chapter 77 of the Town Code [Taking Shellfish]. Copy of same is to be forwarded to the Town Board for their review. Vote of Board: Ayes: All The Board reviewed off-agenda items: 1. Martin Trent's letter objecting to the sub-division of property on Narrow River Road, Orient. 2. Attorney Irving L. Price, Jr.'s letter relative to the Israel matter in Gull Pond. 3. Letter from Thomas E. Samuels relative to the bulkhead for Thornton Smith in Mattituck. 4. Letter from Marvin A. Rauch requesting a Quit Claim deed to property in Gull Pond. Trustee Smith appointed Trustee Bredemeyer to the position of Vice- President of the Board. On motion made by Trustee Kujawski seconded by Trustee Bednoski it was RESOLVED that this meeting be and hereby is adjourned, there being no further business to come before the Board.
