ESTHER & ERIC MUEHLBAUER/LEAH K. INDELMAN :'. On motion made by Trustee Bednoski seconded by Trustee Cochran it was RESOLVED to APPROVE the application of Esther & Eric Muehtbauer/Leah K. Indelman to. construct a catwalk, ramp and floating dock all in accordance with the detailed specifications as Presented in the originating application, on East Creek, lot opposite house on 790 Fleet- wood Road, Cutchogue, New York. Board of Trustees February 27, 1984 ESTHER & ERIC MUEHLBAUER/LEAH Ki INDELMAN-WETLAND APPLICATION ~180 On motion made by Trustee Bednoski seconded by Trustee Cochran it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland ~pplication ~180 to construct a catwalk, ramp and floating dock all in accordance with the detailed specifications as presented in the originating application, on East Creek, lot opposite house on 790 Fleetwood Road, Cutchogue, New York. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Kujawski, Trustee Bedenoski JOSEPH DUGGAN On motion made by Trustee Bredemeyer seconded by Trustee Bednoski it was RESOLVED to APPROVE the application of Joseph Duggan to construct a timber ramp, bulkhead with return, ramp and floating docks and to dredge and backfill in Dawn Lagoon, Snug Harbor Road, Greenport all in accordance with the detailed specifications as presented in the application. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Kujawski, Trustee Bednoski JOSEPH DUGGAN-WETLAND APPLICATION ~161 On motion made by Trustee Bredemeyer seconded by Trustee B~dnoski it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Appli- cation #161 to construct a timber ramp, bulkhead with return, ramp and floating docks and to dredge and backfill in Dawn Lagoon, Snug Harbor Road, Greenport all in accordance with the detailed specifications as presented in the application. Vote of Board: Ayes: Trustee Smithr Trustee Bredemeyer, Trustee Cochran, Trustee Kujawski, Trustee Bednoski PAUL KELLEY-WETLAND APPLICATION #161 On motion made by Trustee Cochran seconded by Trustee Bredemeyer it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Appli- cation 9181 to replace a.timber bulkhead and backfill, Great Peconic Bay, Mattituck, with the recommendation that the bulkhead is replaced in place ...... . Vote of Board: Ayes: Trustee Smith, Trustee' Br'~demeyer, Trustee Cochran, Trustee Kujawski, Trustee Bednoski Mr. Kelley had an application before the Trustees for the above- referenced project, seeing that the project lies on the Peconic Bay, the trustees have no jurisdiction. RALPH M. GOLDEN On motion made by Trustee Kujawski seconded by Trustee Cochran it was RESOLVED to TABLE the application of Ralph M. Golden for a moorinq in Richmond Creek, until a letter of permission is received from Mrs. Wortis stating that Mr. Golden can use her property as access to get to his boat. -'~Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran Trustee Bednoski, Trustee Kujawski A letter is to be sent to Mr. Golden advising him of same. Page 3. Board of Trustees February 27, 1984 ANDREW J. TATAR On motion made by Trustee Bredemeyer seconded by Trustee Kujawski it was RESOLVED to APPROVE the application of Andrew J. Tatar to place an offshore stake with pulley line to onshore stake in Hallocks Bay, Orient. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Bednoski, Trustee Kujawski JOSEPH FISCHETTI On motion made by Trustee Kujawski seconded by Trustee Cochran it was RESOLVED to APPROVE the application of Joseph Fischetti to construct a retaining wall with return, fixed dock, ramp, float and finger floats, in Arshamogue Pond, Southold, all in accordance with the detailed specifications as presented in the originating application. Vote of Board: Ayes: Trustee Smith, Trustee Bedenoski, Trustee Cochran, Trustee Kujawski JOSEPH FISCHETTI-WETLAND APPLICATION ~183 On motion made by Trustee Kujawski Seconded by Trustee Cochran it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Application #183 to construct a retaining wall with return, fixed dock, ramp, float and finger floats, in Arshamogue Pond, Southold~ all in .... accordance with the detailed specifications as presented in the origional application. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Kujawski, Trustee Bednoski HARRY BEATON On motion made by Trustee Smith seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the application of Harry Beaton to place an offshore mooring in Goose Creek, Southold with the provision that the boat is kept out of the channel and does not impede navigation or interfere with other boats in the area. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Kujawski, Trustee Bednoski HELEN B. CASE-WETLAND APPLICATION ~182 On motion made by Trustee Smith seconded by Trustee Bednoski it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Application 9182 to place broken concrete from the Bridge above the high water mark, New Suffolk Ave., Cutchogue, Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Kujawski, Trustee Bednoski BERTRAM W. WALKER On mOtion made by Trustee Kujawski seconded by Trustee Cochran it was RESOLVED to APPROVE the application of Bertram W. Walker to replace 15' of bulkhead on the North side and 15' on the West Side in Brushes Creek, Laurel, all in accordance with the detailed specifications as presented in the originating application. Board of Trustees February 27, 1984 JO~N BRAIDER On motion made by Trustee Smith seconded by Trustee Cochran it was RESOLVED to TABLE the application of John Braider to place a dock, ramp and float in Gull Pond, Greenport, until next month and wait until the wetland application comes in. BARKER On motion made by Trustee Kujawski seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the application of Lois W. Barker to place an offshore stake with pulley line to onshore stake in Deep Hole Creek, Mattituck. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Cochran, Trustee Bednoski, Trustee Kujawski DANIEL SILVERMA~ & DR. EDWARD CARTNICK ~On motion made by Trustee Bredemeyer seconded by Trustee Cochran it was RESOLVED to APPROVE the application of Daniel Silverman and Dr. Edward ~Cartnick to construct a timber dock consisting of a fixed elevated catwalk, hinged ramp and two floats secured by four timber pilings, and to dredge~in Wunneweta Pond, Nassau Point, Cutchogue with the provision that the length of the boat be limited to 30 ft. and that the dock be moved over 10 to 15 ft. to the east so that it is not encroaching on the property line to the west. Mr. Silverman asked the Board if the length of the boat could be changed to 32 ft. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Bednoski, Trustee Cochran No: Trustee Kujawski DANIEL SILVERMAN & Dr. EDWARD-CARTNICK-WETLAND APPLICATION 175 On motion made by Trustee Bredemeyer seconded by Trustee Coch~an it was RESOLVED to recommend to the Town Board APPROVAL of the Wetland Appli- cation ~175 for Dr. Edward Cartnick and Daniel Silverman to construct a timber dock consisting of a fixed elevated catwalk, hinged ramp and two floats secured by four timber Pilings, and to dredge in Wunneweta Pond, Nassau Point, Cutchogue with the provision that the length of the boat be limited to 30 ft. and that the dock be moved over 10 to 15 ft. to the east so that it is not encroaching on the property line to the west. Vote of Board: Ayes: Trustee Smith, Trustee Bredemeyer, Trustee Bednoski, Trustee Cochran No: Trustee Kujawski Guy Germano, Esq. appeared before the Board on behalf of Mr. Silverman and Dr. Edward Cartnick. This application had been denied without prejudice on October 11, 1983, resubmitted on November 30, 1983 and as currently before the Board represents several modifications over the previous application. 1) Smaller dock, 4 x 10 catwalk, 4 x 12 ramp leading to an "L" configeration of (2) 16 x 6 floats secured by timber pilings, in order to have enough water depth they propose to dredge Within the basin. Page 5. Board of Trustees February 27, 1984 A letter was received from Geraghty & Miller, Inc, ground water consultants, with reference to the fresh water resources. Dr. Samuels described the dredging portion of the project. He stated that the dredging will improve the water quality of the pond. There will be greater title flushing and in time improve the aquatic life in the pond. President Smith asked Mr. Germano if Mr. Silverman would replace any vegetation on the upland where, say a crane crawled or a road had to be made for trucks to get in to discourage ruM-off to get into the pond. Mr. Germano stated that Mr. Silverman has made an agreement with~Dr. Cartnick that the area would be restored. Mr. Steve Angel, Esq. appeared before the board on behalf of Mr. Techet, an adjoining property owner. Mr. Angel spoke about the project and addressed concerns regarding the project. Mr. Angel spoke specifically about Mr. Techet's fear that the dredging may alter the fresh-water flow Characteristics in the area. Mr. Gardner, who lives in the area, appeared before the board to discuss the project also. ~fte~.'~i.~l~nghty discussion with the Board and those present the aforementioned resolution was approved. A general discussion was held in reference to the application of Augustus Fink, to construct a catwalk, ramp and float dock with three finger docks at Dryad's Basin in Southold. Mr. Smith, agent for Augustus Fink advised the Board that he wished to withdraw the application before the Board. The Trustees advised Mr. Smith that a letter from Mr. Fink, requesting to withdraw the application, would be necessary. On motion made by Trustee Cochran seconded by Trustee Bredemeyer it was RESOLVED to TABLE the application of Augustus Fink, to construct a catwalk, ramp and float dock with three finger docks at Dryad's Basin in Southold, until the next month. Vote of Board: Ayes: Trustee Smith, Trustee-Cochran, Trustee Bednoski, Trustee Kujawski ALBERT MONTOYA, M.D. On motion made by Trustee Smith seconded by Trustee Cochran it was RESOLVED to APPROVE the application of Albert~Montoya to secure a permit for a ramp and float dock in Cedar Beach Creek, under the Grandfather Clause, all in accordance with the detailed specifications as presented in the application. Vote of Board: Ayes: Trustee Smith, Trustee Cochran, Trustee Bednoski, Trustee Kujawski PETER ECO On motion made by Trustee Smith seconded by Trustee Cochran it was RESOLVED to APPROVE the application of Peter Eco to secure a permit for a ramp and float dock in Cedar Beach Creek, under the Grand- father Clause, all in accordance with the detailed specifications as presented in the application. Vote of Board: Ayes: Trustee Smith, Trustee Cochran, Trustee Bednoski, Trustee Kujawski Page 6. Board of Trustees February 27, 1984 Mr. Allen P. VanName from Matt-A-Mar Marina appeared before the Board to discuss a tentative project to construct a single floating dock, parallel~o the existing retaining Wall, below the low water.line with a single access ramp, catwalk. 3.ft2 above the marsh, with a ramp to the float. There was some discussion on the proposed project. ~rUstee Kujawski asked the secretary to research the minutes pertaining to t~e retaining wall. Mr. VanName stated'that th~s floating dock would be used for mooring dinghies. A letter is to be sent to Mr. David Newton, Cooperative Extension Agent, advising him that the Trustees will attend the Spring Workshop on the State Environment~I Quality Review Act, to be held in River- head on April 9, 1984. ~: ~..~ There was discussion held, with reference to the Trustees declaring Lead Agency on their applications. It was decided that the Board will look into the matter further, before making a decision. The Trustees received a letter from Mr. William Bond stating that upon the expiration of his mooring permit he would like to-turn the permit over to Mr. Raymond Jacobs and therefore the following resolution was offered: On motion made by Trustee Smith seconded by Trustee Cochran it was RESOLVED that mooring Permit 1316, mooring 429, upon its' expiration, shall be transferred to Mr. Raymond L. Jacobs who shall renew said permit and continue to utilize. __~ote of Board: Ayes: Trustee Smith, Trustee Cochran, Trustee ~Bednoski, Trustee Kujawski r~ - On motion made by Trustee Bredemeyer Seconded by Trustee Kujawski it was Resolved that the Trustees are in favor of the adoption of a measured bag for the harvest of scallops.
