DATED: JANUARY 31, 1985 by: Henry P. Smith, President
Board of Town Trustees
Trustee Smith: Thank you. we also have proof of publication in

an affidavit that this was posted on the Town Clerk's Bulletin Board.
The first public hearing is in the m~tte~ of E.N. Richards to

and to place a mooring piling off the southwest corner of the
float on property located at Salt~Lake Village, Mattitu6k.~
Are there any comments in regard to this application?
Mr. Roy HaJe: Eh-COnsultants, Inc. on behalf of E.N. Richards.
The application has been modified, since it's original application
to you, as a result of Mr. Richards discussion wi~h~Frank. We-~have
now submitted the application, as you have read it, and I believe

satisfies the concerns that you had raised before. It should
Rave no adverse effect upon navigation or the environment, and
therefore;~we urge your approval.
Trustee Kujawski: May I ask a question?
Trustee Smith: Sure.
Trustee Kujawski: Is there a reason why the ramp and dock are
following the contour of the old dock? In other words rather
than it being perpendicular to the bulkhead, it is at an angle?
Mr. Haje: I think it is more for ease of moving the boat in
and out than anything else. I think this way it will be easier
to get the boat in, when he is coming in from East. Outside of
that I don't know of any Other reason.
Trustee Ku]awski: There is a sandbar that is washed up against
the bulkhead. I just think austically, it would look much nicer
if it was perpendicular with the bulkhead. Also, the ramp does
it have e~ough torque on it?
Mr. Haje: That's the way he wants it.
Trustee Smith: Is there anyone else who wishes ~o be heard?
No comment. Then I will close this hearing.
Hearing Closed at 8:04 P.M.

In the matter of the application of Martin and Florence Gellman
to ~repair-and extend an existing dock~ and to place removeable
ramp and~ fi0ats with pilings on property located at Meday Ave.
Mattituck. Is there anyone wishing to comment on this application?
Mr. Martin Gellma~'£ I would like to establish that there has been
questiOn-abOut the~ registration of the dock. I took over the
property in May of 1984, and the dock was existing, at the end of
it there was no ramp. When the dock existed there were a number
of floats on the beach. When I spoke to'M~s. Pfifferling~ upon
getting the application, she said they were classed the year before
~oard of Trustees
Public Hearing - F~b. 27, 1985
Page 2. - Martin & Florence Gellman
There was a survey done,~ of all docks by some students who
were hired by the Town, and the dock was not registered
as existing. It has been there about 20 years. I hava no
proof that it was there, except that seeing it is%here.
I now have some navigation charts, by Nohah dated 1981,
although the detail was small, it shows an existing dock.
I lust want to establish that it was there. I made an
application to extend it, in floats, I wanted .to apply
properly. There were docks, and pil~s in the creek,as far back as 81.
Trustee Smith: You said you bought the place in 19847
Mr. Gellman: Yes.
Trustee Smith: Do you think that when this place was up for
sale these docks were taken out for the winter and never put
back in?
Mr. Gellman: There is a ramp on the beach, no piles or
existing docks in the water, but there are 2-16'floats, plus
a 8' x 16' float. I don't know the configuration, but my
application indicates, what I imagine exactalty how these
floats may have existed. I spoken to some neighbors and they
said maybe 15 years ago someone had the dock out and this
was the configuration. As I said they did exist.
Trustee Kujawski: I think we met.
l~r. Gellman~: You were out, and you saw the ramp~
Trustee Kujawski: We talked a little about it. I explained that
one of the problems, at that time, the property line, it's
right on the property line with your neighbor. We were going
to change the configeration to an "L" configeration going back
into Mr. Gellman's property. I would like the record to show
this.
Trustee Smith: Okay. Is there any one else who wishes to
come before the board in regard to this application? No response.
Then I will close this hearing.

Mr. Newman: An application was submitted and suggestions made,
which we agreed to. Subsequently we have received our DEC permit
and the Army Core permit was isSued in May. We have met all the
requirements that were placed on the permit, and we hope that
you will look favorably on the application. Any questions.
Trustee Smith: N~. I don't have any questions.
Trustee Kujawski: No. Just everything we had discussed that day.
Your not going for the dock out...
Mr. Newman: The additional ramp and dock has been removed from
the bulkhead at this time. We have no need for that mooring.
I think this will be an improvement to the environment, because
of the circulation of the water.
Trustee Smith: Does any one else have anything to say.
Dr. Samuels: I think that was a marvelous presentation.
It's just indicative of the imput of the Town Trustees.

is deteriorated- in spots. We would propose to put in as close
in front as possible, but within 18" and add returns on both
sides to the adjacent bulkheads, which are also deteriorated.
The addition of the returns will secure the property on the
subject parcel. If you have any questions t '11 be happy to answer.

Roy Haje: No not that I know of.
Trustee Kujawski: I don'.t think we own the bottom there.
Mr. Ha]e: I think the preferred method of this would be in
front.
Trustee Bredemeyer: We were concerned that it would be done in
the least harmful manner. It would be done in that fashion.
We weren~t_~sure, in the state of repair it was in, if it could
be constructed 18" in front, without the whole thing slopping into
