The regular meeting of the Board of Town Trustees was held on March 27, 1986 at the Town Hail, main Road, Southold. President Smith opened the meeting at 7:30 P.M. Present were: President Henry P. Smith Vice President John Bredemeyer Trustee Ellen M. Larsen Trustee Philiip J. Goubeaud Trustee Albert Krupski Don Dzenkowski, Bay Constable Clerk Ilene Pfifferling Trustee Smith advised that the field inspections will be hele on April 17th to commence at 1:00 P.M. and that the next regular meeting will be held on April 24, 1986 at 7:30 P,M. Moved by Trustee Bredemeyer seconded by Trustee Larsen it was RESOLVED to APPROVE the MAY 1986 mooring renewals. Vote of Board: Ayes: Ail This resolution was declared duly adopted. Trustee Smith gave the monthly report for February 1986 as follows: Application fees $40.00, Dock & Ramp Fees $400.00, Wetland Applications $1000.00 Wetland Inspections $15.00, Mooring Renewal Fees $110.00 for a total amount of $1565.50 which has been submitted to the Supervisor's Office to be placed in the general fund. Notice of Complete Application for Charles Witzke, Pres., Albertson Marine, Main Road, Southold, New York to install 563' of timber bulkhead to replace existing faile~ structures, 50' timber wave curtin. Dredge existing marina approximately 200' x 200' and entrance channel 80' x'30' to 4' below ~W. Resultant spoil (500 yds.) to be used as backfill for bulkhead or trucked to an approved upland site. Install 140± lin. ft. of gabion reno mat above MHW at the Southern peninsula. Project is located on Budd's Pond, Main Road, Southold, New York. Comments by March 28, 1986. 2. New York State D.E.C. Notice of Complete Application for Edward Jurzenia, 70930 Silvermere Road, Greenport, New York to Install 670' of 6" gravity sewer main, pumping station, 1640' of 2' face main connected to the Village of Greenport sanitary line in and adjacent to the high marsh of Pipes Cove. Project will commence ~t Silver Sands Motel running along east side of Silvermere Road to the:LIRR tracks where it will run south of LIRR R.O.W. to Ninth Street, Greenport. Notice of Complete Application for Douglas Miller, 40 Old Main Road, Quogue, New York to Construct 3 single family homes to within 50 ft. of the Fresh Water Wetlands adjacent to Laurel Lake on lots of at least 2½ acres each. Pro~ect is located between the LILCO right-of-way and Laurel Lake in Mattituck. Comments by April 11, 1986 4. New York State D.E.C. Notice of Complete Application for Greenoort Yacht and Shipbuilding Co., Main Street, Greenport to construct a 50' x 132' open timber piling pier and install a 145' of new bulkheading and backfill with 500 cu. yds. of clean fill. The project is located immediately South of the intersection of East Front Street and Main Street in Greenport fronting Greenport Harbor comments by April 11, 1986. 5. Corps of Engineers notice of application for Dorothy A. Raynor to construct a timber floating pier assembly to consist of a 4' by 100' walkway elevated at least 4' above grade of wetland and a 4' by 24' float to be accessed by ladder. Moved by Trustee Bredemeyer seconded by Trustee Goubeaud it was RESOLVED to WAIVER the need of a Wetland Permit for the installation of a 145' section of bulkheading in front of the gas tanks on property located on Main Road, Southold. Vote of Board: Ayes: Ail This resolution was declared duly adopted. From the Land Use Company a corrected copy of the cross seciton of the project. From Mrs. Louise V. Reebel a letter of accommodation . Frank A. Kujawski, Jr. request for a waiver for Joseph and Madelon Duggan of Snug Harbor Road, East Marion for the ocnstruction of a swimming pool and deck. A letter was submitted by Mr. Frank Kujawski requesting to withdraw this request. Gerald S. Wells, Monsell Lane, Cutchogue, request for a waiver for the construction of a deck to be attached to his existing residence on property located on Monsell Lane, Cutchogue. Moved by Trustee Krupski seconded by Trustee Larsen it was RESOLVED to Approve a Waiver of the Wetland Ordinance to Mr. Gerald S. Wells, on Monsell Lane, Cutchogue for the construction of a deck to his existing residence. Vote of Board: Ayes: All This resolution was declared duly adopted. Carol Roke - 2955 Wells Ave., Southold requesting a waiver of the Wetland Ordinance for the replacement of a floating dock in liew of a fixed dock previously granted under permit no. 30, dated Sept. 1957. Moved by Trustee Goubeaud seconded by trustee Larsen it was RESOLVED to DENY the request for a Waiver of the Wetland Ordinance to Carol Roke for the replacement of a floating dock and she is hereby requested to submit an application for review by the board. Vote of Board: Ayes: Ail This resolution was declared duly adopted. 10. Eh-Consultants, Inc. on behalf of John Dempsey requesting an extension on Wetland Permit 208 and Trustee Permit no. 1952 on Haywaters Drive, Cutchogue. Moved by Trustee Krupski seconded by Trustee Larsen it was RESOLVED to APPROVE an extension on permit No. 208 and 1952 on behalf of John Dempsey for a period of six months. Moved by Trustee Bredemeyer seconded by Trustee Smith it was RESOLVED to APPROVE a WAIVER of the Wetland Ordinance as requested by Ken Schuler for the construction of a single family residence with the provision that the construction is in accordance with the D.E.C. BARBATO - LEAD AGENCY DECLARATION Moved by Trustee Krupski seconded by Trustee Larsen it was RESOLVED that the $outhold Town Trustees declare itself lead agency in regard to the State Environmental QualityReview Act in the matter of the application of Joseph A. Barbato for a Wetland Permit on certain property located on West Lake Drive, Southold. Vote of Board: Ayes: All This resolution was declared duly adopted. 2. EDWARD TASHJIAN - LEAD AGENCY DECLARATION Moved by Trustee Larsen seconded by Trustee Krupski it was RESOLVED that the Southold Town Trustees declare itself lead agency in regard to the State Environmental Quality Review Act in the matter of the application of Edward Tashjian for a Wetland Permit on certain property located on Stillwater Avenue, Cutchogue. 2. MATTITUCK INLET DRYLAND MARINE - LEAD AGENCY DECLARATION Moved by Trustee Bredemeyer seconded by Goubeaud it was RESOLVED that the Southold Town Trustees declare itself lead agency in regard to the State Environmental Quality Review Act in the matter of the application of Mattituck Inlet Dryland Marina submitted by the Land Use Company for a Wetland Permit on certain property located on Naugles Drive, Mattituck. Vote of Board: Ayes: Ail This resolution was declared duly adopted. 5. RICHARD POUPARD - MOORING APPROVAL Moved by Trustee Krupski seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the mooring request for Richard Poupard to place an offshore mooring in East Creek, Cutchogue using access from the foot of Harbor Lane, Cutchogue, with the provision that the boat will not swing into any other boat or impede navigation. 5. This permit is granted with the provision that there will be a 10 ft. buffer zone, between the proposed structure and the drainage ditch, to be suitably vegetated~ roof run off shall be contained, and driveways and parking areas shall be of porous construction. This permit will expire on March 27, 1987 if work is not complete by same. The trustees are to be notified upon completion of the work.
