~0403.0903 - SAW CUTTING ASPHALT CONCRETE
DESCRIPTION:
This work shall consist of saw cutting existing asphalt concrete pavement
or sidewalk at the locations indicated on the plans or where d~rected by
the Engineer.
MATERIALS:
Ail equfpment proposed for this work shall be approved by the Engineer
prior to actual use.
CONSTRUCTION DETAILS:
Saw cut ting shall be along a neat line as indicated on the plans or where
ordered by the Engineer. Saw cuts shall be made to the depth(s) indfcated
cn the plans.
Any damage to material not indicated for removal, cuased by the
Contractor's operations shall be repaired by the Contractor. Ail repair
shall be done in a manner satisfactory to the Engineer.
METHOD OF MEASUREMENT:
This work shall be measured by the number of linear feet of saw cutting
done. No allowances will he made for saw cuts of different depths.
No saw cutting will be measured for payment under this item which the
Contractor may choose to do for his own convenience.
BASIS OF pAYMENT:
The unit price bid per linear foot of saw cutting shall include the cost
of all labor, materfals, and equipment necesary to complete the work.
Any repairs made necessary by the Contractor's operations shall be done as
ordered by the Engineer at no additional cost to the State.
10202.99 - PAVEMENT EXCAVATION
Description: The Contractor shall remove and dispose of existing pavement as
indicated on the plans or as ordered by the Engineer.
Materials: Not specified.
Construction Details: The Contractor shall remove the pavement in a neat
workmanlike manner by any suitable means that does not damage the adjacent
pavement or existing underground utilities. Sawing to neat lines will be
required before the removal o,f concrete pavement. This work must conform to
the details shown on the pla~s. The removed concrete shall be properly dis-
posed of by the Contractor, off the right-of-way as approved by the Engineer.
Method of Measurement: Pavement Excavation shall be measured by the number
of square yards of pavement removed and disposed of as shown on the plans or
ordered by the Engineer.
Basis of Payment; The unit price bid per square yard for this item shall
include the cost of furnishing all labor, materials, and equipment necessary
to remove and dispose of the pavement, mesh reinforcement, transverse joints,
and longitudinal ties except that saw cutting will be paid for under the
appropriate item.
Payment shall be the same regardless of whether the entire thickness of pave-
ment is removed or simply the top surface of pavement is removed to provide
a transition for resurfacing,.
10608.O103 - CONCP. ETE DRIVEWAYS - CLASS F
Description. The work shall consist of ~he construction of
portland cement concrete driveways shown on the plans or as
specified by the Engineer.
Materials. Section 608-2 of the standard speclficatzons shall
apply, except that the portland cement concrete shall comply
with the specifications for Class "P" concrete xn section 50~-2
under "Portland Cement Concrete-General." Concrete shall be
proportioned in accordance with the aggregate weights specified
for Class "F" concrete in Table 501-3, Concrete Proportions.
Construction Details. Section 608-3.01 of the standard speci-
fications shall apply except the curing period shall be two days
when placement is made between June 1 and September 15 and three
days at all other times.
Method of Measurement. This work shall be measured by the
number of cubic yards of cement concrete computed from payment
lines shown on the plans or as ordered by the Engineer.
Basis of Payment. The unit price bid per cubic yard shall
include all excavation, preparation of subgrade, wire fabric
for reinforcement, and all other materials, equipment, and
labor necessary to complete the work as called for on the
plans or specified by the Engineer.
Payment at the unit hid price will be made after .the concrete
driveways and curing application have been properly placed.

Dear Ms. Steelman:
The ~ollowing resolution was adopted by the Southold Town Planning Board at
a meeting held on Monday, March 27, 1995:
WHEREAS, Herman Blum is the owner of the property known and designated
as Peconic Bay Winery Restaurant, located at.Main Road, Cutchogue, SCTM#
1000-103-1-19.2; and
WHEREAS, a formal application for the approval of this site plan was submitted
on March 3, 1994; and
WHEREAS, the Southold Town Planning Board, pursuant to the State
Environmental Quality Review Act, (Article 8), Part 617, declared itself lead
agency and issued a Negative Declaration on May 23, 1994; and
WHEREAS, this site plan was certified by Thomas Fisher, Senior Building
Inspector on March 5, 1995; and
WHEREAS, all the requirements of the Site Plan Regulations of the Town of
Southold have been met; be it therefore

tentative N.Y.S. road improvement project for this area.
It has been determined that the proposed concrete curb and asphalt shoulder along Route 25 must
be extended along the entire site's frontage. In addition, the entire frontage of your parcel must be
posted "No Stopping" (see attached sketch for appropriate signing scheme). Your site plan must be
amended accordingly to reflect these changes.
We regret that we must ask for these changes at this stage of your application, as we were made
aware of the road improvement proposals only recently.
Upon receipt of the revised plans, you will be apprised of the N.Y.S. Highway Work Permit

As mentioned in the Board's letter to your agent, (Samuels & Steelman),
of September 78, 1994, (copy enclosed) we are conducting a coordinated
SEQRA review with the proposed Brew Pub to the east of your property.
In reviewing all proposed building activity in this area. the Board feels
that the cumulative impacts of the anticipated increase in traffic
activity that will result from the conversion of your rental residence to
a restaurant and the addition of the proposed new brewery must be
addressed by each of the property owners.
Accordingly. at our October 24. 1994. public meeting we are rescinding
the negative declaration granted to you on May 23. 1994. and re-opening
the environmental review in order to. assess this new change in
circumstances. (the addition of the proposed brewery), which was not
previously addressed. It is likely that you will be asked to provide,
additional information about the anticipated traffic impacts from the
converted restaurant on the existing carrying capacity of State Route 25..
In light of the above changed circumstances, the Town Board, as part of
their SEQRA review of Frank Clchanowicz's Change Of Zone Request,
plans to hold a special meeting to which all of the affected property
owners will be invited to review these changed circumstances and give you
an opportunity to comment. You will be informed of the date of this

This project involves the conversion of an existing residential house to a
restaurant on a 121,228 square foot lot. A restaurant is a permitted use in
this General Business zone, thus the proposed action is consistent with zoning.
An Environmental Assessment Form has been submitted and reviewed, and it
was determined that no significant adverse effects to the environment were
likely to occur should the project be implemented as planned.
There has not been any correspondence received from the New York State
Department of Environmental Conservationin thee allotted time. Therefore, it
is assumed that there are no comments or objections from that agency.
The applicant will have to comply with the requirements of the Suffolk County
Sanitary Code (SCSC) and all relevant standards of water supply and sewage
disposal systems. Design and flow specification, subsurface soil conditions,
and site plan details will have to be approved by the Suffolk County
Department of Health Services (SCDHS). This impact is not considered

with a restaurant {instead of residential-use). Special Exception
