I have reviewed the June 3, 1976 memorandum from John Wickham re: Eastern
Long Island Katpgrounds, Inc. The recommendations and actions taken are
as follows:
1. "Health Department approval Will be necessary."
Health Department approval was received, and copies of the
approved drawings have been supplied to Mr. Howard Terry and
Mr. John Wickham.
2. "A signed contract from the Village of Greenport to accept the
sewerage will be required."
An agreement was made the 27th of June 1975 between the Village
of Greenport and Eastern Long Island Kampgrounds, Inc. and filed.
The Southold Town Attorney, Mr. Robert Tasker, has indicated this
is a satisfactory contract between the Village of Greenport and
Eastern Lang Island gampgrounds, Inc.
3. "There is a question about the gravity sewer on the north end of
Queen Street. Maybe it should all be pumped since Queen Street
has not enough grade."
Mr. S. C. McLendon P. E. has submitted drawings showing sewer line
profiles which have been given to Mr. John Wickham. These
drawings indicate that there is sufficient pitch in the proposed
line to satisfactorily handle the waste.

4. " In addition to'foot path' map should be lettered 'no vehicular
traffic beyond this point'."
The site development plan has been modified to incorporate this
recommendation and copies submitted to Mr. John Wickham and Mr.
Howard Terry.
5. "There should be a statement on the planting schedule that upper
right hand insert is typical individual site planting schedule.
There is no minimum height shown on the evergreen trees."
This has been added and copies provided to Mr. John Wickham and
Mr. Howard Terry.
6. "The Planning Board recommends tba±Queen Street should be widened
to fifty feet up to the south side of the main entrance to the
camp but not further."
Eastern Long Island Kampgrounds, Inc. will comply.
7. "Suffolk County Department of Public Works will have to give
approval for the deceleration lane."
Suffolk County Department of Public Works has given approval.
A permit has been drafted by the County which is only waiting
bonding which will be posted prior to construction.
We have provideithe required approvals from the Suffolk County Depart-
ment of Health, Suffolk County Department of Public Works, and are
under contract with the Village of Greenpart for water and Sewage,
and have incorporated all the suggestions made by the Town oard,
the Planning Board, and the Building Inspectors office.
We hope that this will satisfy the requirements of the various offices
of the Town of Southold and will permit construction to start upon
approval of the special exception permit from the Board of Appeals.

This permit shall not be assigned or transferred without the written consent of the Commissioner of Public Works.
The work authorized by this permit shall be performed under the supervision and to the satisfaction of the Com-
missioner of Public Works or his representative.
Particular attention is called to the necessity of thoroughly compacting the back All, which will be required
by the Commissioner of Public Works.
The Commissioner of Public Works shall be given one week's notice by said applicant of the date when it in-
tends to begin the work authorized by this permit, and prompt notice of its completion.
The said applicant hereby agrees to hold the State, County and Town harmless on account of damages of any
kind which may arise during the progress of the work authorized by this permit or by reason thereof.
Applicant certifies all persons concerned with actual work under this permit are duly covered by Workmen's Com-
pensation Insurance and the State, County and Town shall be held harmless on account thereof.
The Commissioner of Public Works reserves the right to at any time revoke or annul this permit should the
said applicant fail to comply with the terms and conditions upon which it is granted. r
The applicant agrees to pay all necessary expenses incident to supervision and Inspection by reason of the
granting of such permit as certified by the Commissioner of Public Works, such payment to be made within ten days
from the rendering of the certified account.
Work under this permit to be commenced within thirty days from the date of permit and continued in an
expeditious manner.
The applicant shall submit a detailed plan of structure to be built, with a description of proposed method of
construction.
It Is understood that should future changes in the alignment or grade of the highway require changes in the
work covered by this application and permit, the applicant shall on reasonable notice from the Commissioner of Public
Works make such necessary changes at his own expense within the time so specified in notice.
Traffic shall be maintained by the applicant on this section of the highway while the work is in progress and
until its final completion.
A Certified
in the sum of a.l, 500.00payable to the County Treasurer of Suffolk County Is
deposited as serurity that the highway will be restored to its original condition where disturbed at the expense of the
applicant, as soon as the work has been completed, and the said Commissioner of Public Works is hereby authorized
to expend all or as much of such deposit as may be necessary for that purpose,should the said applicant neglect or refuse
to perform the work. '

Dear Mr. Wickham:
We understand that there has been some question as to
the desirability of the proposed gravity sewer on the
northerly portion of Queen Street. We would have preferred
for all of the sewers to be gravity, but grades did not per-
mit this.
We enclose the profile for the proposed sewers. You
will note we have specified a gravity sewer as far south as
grades permit . This will enable the properties, now and in
the future, within this area to connect without additional
gravity sewers .
For the southerly portion of Queen Street , it will be
necessary, for any future sewer connections, to have a gravity
sewer installed to the KOA lift station.
If you still have questions, please advise.

. projects and finding the total flow will not endanger the plant capacity,

WHEREAS, sewer service exists in the immediate area, and

Village Board of Trustees

NOW THEREFORE, in consideration of the mutual promises and
covenants contr,i.ned herein, the parties agree as follows: .

( I ) The Village grants the right to E.L.I.K. Inc, to
connect to its sewage treatment. system 162 campsite units, with the
I auxiliary facilities as follows: eating stand, rest roams, laundry and

pool - allowing a maximum flow of 15,000 gallons per clay in any calendar
month and an average flow of 8,500 gallons per day. In the event these
j maximums are exceeded the Village of Greenport reserves the right to

require discontinuance of all or part of those facilities of
E.L. 1.K. Inc, as in the Village's opinion are necessary to comply with

the aforementioned maximum flows,

(2) E.L.I.K. Inc. agrees that the water from the swimming
i
pool is not to be released into the sewage system nnloss wheduled with
the Department of Public Utilities. However, normal discharge for beck-
! flush of the swimming pool filter is allowed without prior approval.

(3) No other facilities are allowed unless approved by thb
Village Board of Trustees.`
Inc. will relmbnrse the Village for those
engineering services performed by the Village's Consulting Engineer,
I involving t1w connection of E.L.I.K. Inc. to the Village sewage system;
as well as internal plans, specifications and construction of sewage
i collection and/or treatment systems on the aforementioned land of
F..L.I.K, Inc.
(i) E,L. I.K. Inc. will pay for their use share, so much of
� the capital cost plus interest of the final treatment plant or ,

improvements as mandated by E. P. A. (Environmental Protection Agency)

based upon its flow as related to total flow of plant, or as may be
required by rules and regulations of E. P. A. or its successor.
(6) E.L.I.K. , Inc. will pay a portion of the capital cost
of the eight (3) inch gravity main owned by the Village but installed
by the Eastern Suffolk Nursing Home as per contract between the Village

and the Eastern Suffolk Nursing home dated May 24, 1974.
(7) E.L.I.K. Inc. will pay twice a year the setter
k assessment charge as filed by the Village at the Village Clerk's Office
? in accordance with standard practices by all users.

(A) E.L.I.K, Inc, will install and maintain all sewage
i
facilities uo to the connection point on the Village sewer main as
irequired in the Sewer 11ogulations.

(9) E.L.I.K. Inc. will submit all plans and specifications
to the Department of Utilities prior to construction and no construction I
will start until plans and specifications have been approved by the
Superintendent of Utilities. All grades must accompany plans and

(10) E.L.I.K. Inc. will use all materials in their sewer
ji
construction and maintenance as are approved by the Village of
Greenport - Department of Public Utilities.
(11 ) During the constuction period of this contract the

Village may request or F..L.I.K. Inc, may request a change but the order
to "change" must 6<e ni',rerd to in writing.

(12) The Village agrees to cooperate during the period of
construction through its Department of Public Utilities and make all ,
necessary sketches of work completed and necessary reports.

(13) The Village agrees to have an inspector on the job

from time to time as may be necessary.

( 14) E.L.I .K. Inc. agrees not to use the system until it
has been approved by the Superintendent of Public Utilities.
( i5) E.I.A.K. Inc. agrees to give the Village an casement
to work if conditions require the Village to make necessary repairs

r (16) F.L.I .K. Inc. agrees, to post a performnnce bond in the

amount of thirty thousand dol tars ($30,000.00) to Insure completion of
the installation of the sewage system hook up in form satisfactory to

( 17) If a third party contractor is brought in to do the"
construction work, the Village reserves the right to approve or
disapprove the contractor.
( IR) Final approval must be given to E.L.I.K. Inc. by the

( 19) This agreement is contingent upon E.L.I.K. Inc.
f{ obtaining from the Town of Southold the necessary zone change and
! permits to allow the installation and operation of a transient travel
trailer campground on E.M.K. Ine. 's property.

connections to this sewage main from property owners along Queen Street.

was made by Trustee Lieblein to adopt the following resolution:
WHEREAS Eastern Long Island Kampgrounds, Inc. (Wilton &
Clanton) have reque:,ted sanitary sewer service from the
V i l.)agf• of Grcr,nport , and
WHLRLAS the Village has completed necessary studies to
ensure that the added sewer flows will not endanger the opera-
tion of the treatment plant,
BE 17' 1-10i1 THEREFORE RESOLVED that the Mayor of the Vil-
lage of Greenport be empowered to sign the contract between
the Village and Eastern Long Island 1<ampgrounds, Inc. for
sewer rervi.ce.
