DRAFT AT THE REGULAR MEETING OF THE SOUTH OLD TOWN BOARD ON
JANUARY 15,2008:
RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Scott A. Russell to file an application for funds from the Aquatic Invasive
Species Eradication Grant Prol!ram in an amount not to exceed $30,000.00, and upon
approval of said request to enter into and execute a State Assistance Contract with the New
York Statc Department of Environmental Conservation for such financial assistance to the
Town of South old Jor eradication of3.6 acres of ph rag mites from Pipes Cove, and further, to
carry out and comply with the tcrms of such project agreement.

Schedule 1: Scope of Work
[The scope of work shall consist of 3 parts: Introductmy information (title, ohjectives, project
leader, project duration, etc.), a narrative work plan and a project schedule. Following is a
sample of the components of a Scope of Work.for an Invasive Species Eradication Grant
Project]:
1. Introduction
Title:
Pipes Cove Phragmites Removal
Objective Of Project:
To eradicate 3.6 acres of Common reed (Phragmites australis) by
cutting and herbicide applieation. Conduet follow-up monitoring to
assure that the invasive plants do not return.

2. Project Narrative/Description Of Work Plllll:
The Town of' Southold proposes to remove the invasive plant species Phragmites australis from
3.6 acres of marine wetlands located in the Pipes Cove Watershed. The Phragmites will be
manually cut and wicked over a period of three years. A five year monitoring program will be
cstablished to record the success of the project and identify areas in need of follow up treatment.
The goal ofthc project is to permanently remove the Phragmites ii-om the affected wetland and
encourage the recolonization oFthe areas with native plant species.
The Town will contract out to a pesticide applicator with experienee iu Phragmites eradieation
fell' the spraying and eutting of the plants. The protocol will be reeommended as per site specifle
conditions.
The projeet site will be monitored by Town staff. The areas slated for eradication
will be photographed before and aileI' each phase of the project. Transeets will be
established for monitoring the affect ofthe project on the plants. The area will be
monitored over several years. Maps and layers within the Town's wetland
inventory will be updated as the project progresses. The Town will monitor and
update the GIS information on the Town's wetland maps. Within the transects and
quadrat areas the plants will be measured and counted. The site will also he used as
a test site for other possible projects. Other projects may include the use ofthe site
and the data in education/stewardship projects with area schools and the education
ofthe public on Phragmites australis and other invasive species eradication
throughout Southold Town.
Town Department of Public Works staff will assist with mowing, maintenance,
removal of the plants, and replanting.
