Tuthill, Trustee ABSENT: Henry P. Smith, Vice-President WORKSESSION: 6:00 p.m. CALL MEETING TO ORDER PLEDGE OF ALLEGIANCE NEXT TRUSTEE BOARD MEETING: Thursday, January 16, 1992 at 7 P.M. Worksession: 6:00 P.M. NEXT FIELD INSPECTION: Thursday, January 9, 1992 at 8:00 A.M. APPROVE MINUTES: Board to approve minutes of June 6, 1991 regular meeting. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI. ALL AYES. TRUSTEE BEDNOSKI: Here we are on December 12th approving minutes of June. We spoke about this earlier... I think that another memo should be sent to the Town Board to let them know how far behind we are° A motion was made TRUSTEE BEDNOSKI and seconded by TRUSTEE KRUPSKI to direct a letter to the Town Board letting them know how far behind we are and again to request help for the office. ALL AYES. I. MONTHLY REPORT: Trustees monthly report for November 1991: A check for $1,428.76 was forwarded to the Supervisor's Office for the General Fund. II. PUBLIC NOTICES: 'Board of Trustees 2 December 12, 1991 1. En-Consultants on behalf of ROBERT BOGER request amendment to permit ~3786 as per revised plan dated 9/26/91. 2'.6" X 10' fixed walk attached to bulkhead return, 2' X 8' ramp, (2) 5' X 16' floats. Located on Willow Point Road~ Southold. ~As a result of DEC Permit-bulkhead was eliminated and the scope of the project has gone down.) On a motion made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI to approve the amendment to Permit ~3786. ALL AYES. 2. James Volney Righter Architects on behalf of GEORGE E. DF~ENtL request an amendment to permit ~3874 to allow the addition to the existing garage/apartment to be on a conventional poured concrete foundation instead of sonotube piers. Located Oriental Ave., Fishers Island. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE TUT~ILL to approve amendment. ALL AYES. 3. Glenn Just on behalf of SAM GORDON request a waiver to construct a single family dwelling, decking~ san±ta~y system, crushed stone drive and a landscaped berm. The proposed deck shall be located approx. 83' landward of the freshwater wetlands line as flagged by the staff of the Bureau of Environmental protection on June 25, 1991. The proposed sanitary system shall be located approx. 134' landward of said line. A vegetation and topography shall be maintained between the wetlands line and the proposed project. A continuous line of staked hay bales or silt fence shall be installed prior to construction and shall be maintained during all periods of construction activity. Office got a phone call late in the afternoon on the 12th from agent stating a new survey was being done with setbacks 100 feet back from DEC wetland line. A motion was made by TRUSTEE BEDNOSKI and seconded by TRUSTEE KRUPSKI to TABLE any action until new surveys can be reviewed. 4. James Fitzgerald on behalf of RITA CURRY request amendment to permit 83911 as per plan dated July 19, 1991 to add 4' X 12' ramp and two 6' X 10' floats. Located on Town Creek, Southold. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BREDEMEYER. ALL AYES. IV. PUBLIC HEARINGS: A motion was made by TRUSTEE TUTHILL and seconded by TRUSTEE BEDNOSKI to go into public hearings. 7:15 P.M. In the matter of Orr Associates on behalf of EUGENE BECHTLE request permit for the construction of a 3' X 138' catwalk, 3' X 12' ramp and a 4~ X 12' float. Located at 2120 BungalowLane, MattituCk. Is there anyone to speak on behalf of this? Anyone here to speak against it? A motion was made by TRUSTEE KRUPSKI and seConded by TRUSTEE TUTHILL to close the public hearing. ALL AYES. · Board of Trustees 3 December 12, 1991 A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE TUTHILL to approve the above request. ALL AYES. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI to go back onto the regular agenda. ALL AYES. V. ASSESSMENTS/E/~VIRONMENTAL DECLARATIONS: 1. Proper-T Permit Services on behalf of JOSEPH CARNACCHIA to construct a 390 L.F. of bulkhead within 18" of existing functional bulkhead & maintenance dredge 4000 c.y. of material from naturally filled cha~nel to depth of 6' betowMHW. Located Kimberly, Lane, Southold. After discussion on inkind replacement of the bulkhead a motion was made by TRUSTEE TUTHILL and seconded by TRUSTEE KRUPSKI grant a waiver. ALL AYES. 2. Hay Harbor Club request to maintenance dredge the entrance channel into Hay Harbor approximately 1,000Q00 cubic yards to a depth of 4' at MLW. Located at Fishers Island. A motion was made by TRUSTEE TUTHILL and seconded by TRUSTEE KRUPSKI to grant a negative declaration. ALL AYES. 3. Frank DeNicola, Jr. on behalf of ROBERT MCGUIRE request to construct a 24' X 24' attached garage with a pervious gravel driveway. Located at North Parish Drive, Southold. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI to grant a negative declaration. A request for drywells, landscaping, grading to be placedon survey prior to public hearing. ALL AYES. 4. Land Use on behalf of MARIA TRUPIA to construct a single family dwelling, sanitary system, detached garage, decking and swimming pool. Located on Sleepy Hollow Lane, Southold. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE TUTHILL to TABLE this application and request the project be moved as close to the northside (Sleepy Hollow Road) as possible to place it out of jurisdiction as much as possible. ALL AYES. VI. RESOLUTIONS: 1. Board to set public hearings for the January 16, 1992 regular meeting. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI to set public hearings. ALL AYES. 2. Sea Grant program in Hallocks Bay'. A motion was made by TRUSTEE KRUPSKI and seconded byTRUSTEE BEDNOSKI to close the buoyed test plot/transplant area of Monica Bricelj to all scalloping effective immediately thru December 31, 1991 and to close the entirety of Hallocks Bay to sc~Iloping for the period of January t, 1992 thru March 31, 1992 inclusive. ALL AYES. Board of Trustees 4 December 12, 1991 3. LEONARD LANG request an extension OF PAYMENT OF FEES UNTIL A DEC Permit can be obtained. Permit ~3922 was granted June 6, 1991 to install two 6' X 20' floats and a 3? X 12' ramp at an existing docking facility. Located Budd's Pond Road, Southold. A motion was made by TRUSTEE BREDEMEYER and seconded by TRUSTEE TUTHILL to extend payment of fees no later than six months from the conclusion of the DEC Permit. ALL AYES. VII. GRANDFATHER: 1. PATTERSON property request grandfather permit to re-construct dock as noted on application. Located on Bell Hill Ave., Fishers Island. 2. JAMES TAPSCOTT request grandfather permit to repair and replace existing dock as noted on application. Located Equestrian Ave°, Hay Harbor, Fishers Island. 3. PARSONS property request grandfather permit to re-construct dock as noted on application. Located Oriental Ave., Fishers Island. 4. KATHARINE DUPONT request grandfather permit to re-construct dock as noted on application. Located Private Road, Fishers Island. 5. Docko, Inc. on behalf of HAY HARBOR CLUB. request a grandfather application to re-construct two docks as per plan dated September 25, 1991. Located Hay Harbor Fishers Island. 6. KENNETH EDWARDS request a grandfather application to re-construct dock as per application° Located Fishers Island. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI to approve the above six grandfather applications as submitted. ALL AYES. A motion was made by TRUSTEE TUTHILL and seconded by TRUSTEE KRUPSKI to waive the fee for Kenneth Edwards as he donated time to help with all the field inspections on Fishers Island. Plus Board needs to know the width of his dock. ALL AYES. VIII. MOORINGS: 1. BUDD YOUNG request mooring in Corey Creek for a 22' outboard with 190 pound mushroom. Access: Own property. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE BEDNOSKI to approve application for mooring. ALL AYES. SPECIAL RESOLUTION: Proclamation for John Bednoski for his years of service to this Board. "Board of Trustees 5 December 12, 1991 Whereas, the Southold Town Trustees were formed October 31, 1676; Whereas, the Trustees mandate to protect the Towns Commonly held natural resources has persisted over time and continues to the present; Whereas, The Trustees have unceasingly sought to preserve the Towns underwater lands and wetlands as the source of our fish, shellfish and all manner of beneficial plants and animals; Whereas, the Trustees help nurture the ongoing natural record of Southold Town, a place for their children and their children's children to use and enjoy; Whereas, John L. Bednoski, Jr. has been a dedicated member of this Board of Trustees for eight years; Whereas, John L. Bednoski, Jr. has been concerned for our natural resources and has affirmed these principles by his public service; Whereas, as a man of few words John L. Bednoski, Jr. has been to many meetings and helped make many important decisions for the people of Southold Town; Therefore, be it RESOLVED that John L. Bednoski, Jr. be heartily thanked for his many years of public service as a Town Trustee; and be it further RESOLVED that this resolution permanently attest to John L. Bednoski, Jr.'s dedication by being spread upon the permanent record of this Board. ALL AYES.
