MINUTES OF FLEETING HELD ON THURSDAY~ FEBRUARY 14, 1991
PRESENT WERE:

THE MEETING WAS CALLED TO ORDER
PLEDGE OF ALLEGIANCE
Next Trustee Board Meeting: Thursday, March 7, 1991 at 7 p.m.
Work Session at 6:30 p.m. A motion was made by TRUSTEE
BREDEMEYER and seconded by TRUSTEE KRUPSKI. ALL AYES.
Approval of the minutes of December 20, 1990 Regular Meeting:
motion was made by TRUSTEE SMITH and seconded by TRUSTEE
BREDEMEYER. ALL AYES..
I. MONTHLY REPORT:
Trustees Monthly report for January 1991: A check for $3,545.64
was forwarded to the Supervisor's Office for the General Fund.
II. PUBLIC NOTICES:
Public notices are posted on the Town Clerk's Bulletin Board for
review.
III. AMENDMENTS/WAIVERS/CHANGES:
1. J.M.O. Consulting on behalf of ROBERT E. PATTERSON
request to amend permit %3868 to rescind the condition of
approval to move the project 10' to the east as this will
require to cut into the existing grade further then anticipated
which will create a greater disturbance to the freshwater
wetlands. Property located on Fishers Island. A motion was
made by TRUSTEE KRUPSKI and seconded by TRUSTEE SMITH to amend
permit ~3868. ALL AYES.

2. JoM.O. Consulting on behalf of RICHARD OLIVERI request to
amend permit 63866 to change the configuration of the house so
the prefabricated house can fit on the ferry to get it over to
Fishers Island. A motion was by TRUSTEE KRUPSKI and seconded by
TRUSTEE BEDNOSKI to accept the amended plan dated December 14,
1991. ALL AYES.
3. J.M.O. Consulting on behalf of JENNIFER RUSSEL request to
construct a single family dwelling, decking, sanitary system,
stone driveway, clear brush and regrade that area depicted as
the "limits of clearing" on enclosed survey as prepared by
Chandler, Palmer & King last dated November 28, 1990. Site is
served by public water, proposed sanitary system shall be
located greater than 100' from any Wetlands (fresh or tidal).
Proposed stone driveway shall be located 75' from freshwater
wetlands line. Entire project is located landward of the top of
bank (topographical crest of bluff or cliff in excess of 10'
elevation, N.G.V. Datum) therefore should be out of NYSDEC
Tidal Wetlands jurisdiction. Property located at Fishers
Island. A motion was made by TRUSTEE TUTHILL and seconded by
TRUSTEE SMITR to grant a waiver for this project. ALL AYES.
V. ASSESSMENTS/ENVIRONMENTAL DECLARATIONS:
1. En-Consultants on behalf of KIMOGENOR POINT COMPANY
request to replace within 18" 135+ 1.f. of existing bulkhead.
Approximately 5 c.y. of clean sand will be trucked in for
backfill. A motion was made by TRUSTEE KRUPS~I~and seconded by
TRUSTEE TUT~ILL to grant a negative declaration. ALL AYES.
2. Costello Marine Contracting Corp. on behalf of ARTHUR VAN
DEWATER request permit to remove existing dilapidated docking
facility and replace in-kind/in-place a 4' X 48' fixed timber
dock, 3' X 16' aluminum ramp, 6' X 20~ float dock and (2) 2-pile
float support dolphins. A motion was made by TRUSTEE TUTHILL
and seconded by TRUSTEE SMITH to grant a negative declaration.
ALL AYES.
VI. RESOLUTIONS:
1. Board to set public hearings for the March 7, 1991 regular
meeting. A motion was made by TRUSTEE KRUPSKI and seconded by
TRUSTEE BEDNOSKI to set public hearings. ALL AYES.
2. Board to make a resolution on the dock application of
CHARLES BLIEFELD. A motion was made by TRUSTEE SMITH and
seconded by TRUSTEE TUTHILL to approve the dock as amended and
staked by John Costello of February 5, 1991. ALL AYES.
3. Harris Parsons request a grandfather application to rebuild
dock in-kind/in-place located on Fishers Island. A motion was
made by TRUSTEE SMIT~ and seconded by TRUSTEE TUT~ILL to grant
approval subject to replacing only what was there and

VII. MOORINGS:
1. Arden Scott request a mooring in

A motion was made by TRUSTEETUTHILL an

channel is a little wider where that prcperty is. We felt that
it might just give more room in general to have the same
configuration.

TRUSTEE BREDEMEYER: An "L" as apposed to "T"?
TRUSTEE KRUPSKI: That was a question of ours is how that
effected the channel. The channel, it seems like it goes out
towards the southeast.
CHUCK BOWMAN: We decided that there would seems to be the best
place regarding the channel and any amount of water that was
there.
· RUSTEE SMITH: This is for a house, isn't it?
TRUSTEE BREDEMEYER: House and a dock.
CHUCK BOWMAN: It was to be an "L" going to the west?
TRUSTEE KRUPSKI: East. The channel is to the west.
TRUSTEE BREDEMEYER: Kieths goes further out then this one does.
TRUSTEE KRUPSKI: Kieth is right in the channel. He is right
on top of it.
JOHN HOLZAPFEL: It is wider there. It is just extending it out
those few extra feet.
TRUSTEE KRUPSKI: I don't think it will be a problem.
CHUCK BOW~L~N: We were trying to give him access to the channel
and if you go further west to his property it is a lot shallower
water and it is beginning to go into tidal wetlands.
TRUSTEE BREDEMEYER: When we looked at that with respect to the
depths of the channel there, we didn't seem to think that there
was a problem with that.
JOHN HOLZAPFEL: It is just one of the guys sails down there and
was...
TRUSTEE BREDEMEYER: Did Bob Kieth discuss this with you at the
meeting?
JOHN HOLZAPFEL: He is in ...(vacation)
TRUSTEE BREDEMEYER: We saw him at field inspections and he said
he didn't have a problem with it when we ran in to him.
JOHN HOLZAPFEL: O.K. Just a comment just to include all the
normal comments in the permit in the sense of haybales etc.., so
that that goes onto the permit so there is no problem.
TRUSTEES SMITH: I don't think the haybales are necessary on that
site~ It is filled land and there is a place up in Mattituck
they got haybales there and it is like who is the dumpy that
told them to put these things around.
TRUSTEE BREDEMEYER: O.K. Is there anyone who wishes to speak
against this application? There being no further comment, I
take a motion to close the hearing with respect to this
application.
TRUSTEE SMITH: I make a motion that we close this hearing.
TRUSTEE BEDNOSKI: Second.
TRUSTEE BREDE~EYER: All in favor?
ALL AYES.
TRUSTEE SMITH: I make a motion that we approve this application.
TRUSTEE KRUPSKI: Second.
TRUSTEE BREDEMEYER: All in favor?
ALL AYES.
At this time I will take a motion to go off the public hearing
agenda back to the regular agenda which we can promptly adjourn.
TRUSTEE KRUPSKI: Second. All AYES.

Before we go off the agenda, is there anyone who wishes to speak
with the Board.
ROY HAJE and Dr. Samuels spoke with the Board with regard to the
application of FRANK CURRAN. After discussion with them, the
Board accepted the revised maps by a motion made by TRUSTEE
TUTHILL and seconded by TRUSTEE KRUPSKI.
Meeting was adjourned at 7:45 p.m.
