Dear Mr. Tomer,
Pursuant to the June 12,2007 Public Notice for Plum Island Wind Park Project in
Gardiner's Bay, New York, the Town of South old is requesting that a public hearing
be held on the action for the following reasons:
I. The proposed action is located in the Town of Southold .28 miles from Plum Island
and 2.1 miles off-shore of Orient Point and therefore the Town of Southold is the
most affected municipality and the Town must ascertain what level of regulatory
jurisdiction (i.e., zoning, envirorunental review of natural protective areas) the Town
of Southold exercises over the action.
2. Plum Island (and the waters surrounding the island) is one of several Important Bird
Areas in New York and an important breeding site for species at risk, as well as a
concentration site for numerous waterfowl species during the winter and no
evidence has been presented to show the protection of the many species of birds
from the impact of the proposed structures.
3. The proposed location is a heavily traveled area for vessels and the issue of impact
on navigation has not been addressed.
4. The proposed location is the site of important fishery resources, and potential
impacts upon these resources must be analyzed and mitigated, if necessary.
5. The overall cone em for safety of the structures and safety concems regarding the
location proximate to the Plum Island Animal Disease Center must be evaluated.

6. The project must be consistent with the policies of the Town's Local Waterfront
Revitalization Program. The attached is an excerpt from LWRP Policy 13, which
addresses energy facilities. These concerns need to be addressed.
It appears that, at a minimum, a public hearing should be held for the applicant to provide
information regarding the above concerns and to propose mitigative action, if necessary
and appropriate. I request that such a public hearing be held in Suffolk County, New
Yark in order to involve those with concerns about the project.
