Re: Winergy Power LLC Plum Island Wind Turbine (Park) Demonstration Project
Please be advised that the Town and Planning Boards will be expected to submit comments to
the New York Department of State Coastal Consistency Program review of the proposed
installation of three 444' monopole wind turbines south of Plum Island in State Waters (see
attached information).
The applicant has submitted an application for informal review to the Department of State.
However, the application was withdrawn due to incompleteness. Once a complete application is
resubmitted, the Department of State will review the application under State and Federal
jurisdictions. Correspondingly, the applicant has submitted a response to the Town of
Southold's Local Waterfront Revitalization Program to this Department in anticipation of
comments.
As you are aware, underwater lands are not zoned within the Town. The Town of South old Town
Code also lacks upland zoning designations and code language for wind turbines. Therefore the
Town's review on this application will be limited to comments made to the Department of State,
DEC and State Office of General Services.
I recommend that the Town Board consider zoning underwater lands, re-evaluate the code and
develop code language that directs commercial wind turbines into appropriate areas and sets
guidelines for both commercial and small private wind turbine systems.

Plum Island Wind Park Demonstration Project
The Plum Island Wind Park, a research, development and
demonstration project (RD&D), will be the first in the US to
study wind power, one of the largest sources of renewable energy.
This project will provide the necessary proving ground for a new
technology that will enable Winergy Power LLC to locate offshore
wind energy parks at far greater distances from shore than is
currently possible.
The proposed project will provide a model to test an innovative
technology that will make it possible to locate wind farms 12-20
miles offshore. This will eliminate the primary objection raised
by those concerned that wind turbines will diminish ocean views.
The company is proposing to erect three wind turbines: two on
traditional monopile bases, and one using a new "lift-boat"
technology that will allow wind turbines to be located in water
depths of 150 feet. Current monopile technology only allows wind
turbines to be built in 60 feet of water or less.
The Wind Park will be located about two and a half miles east of
Orient Point, just south of Plum Island within a 200-acre leased
area that is currently being used for a commercial fish farming
operation. The site was selected because of its remoteness from
population and marine traffic. The area has wind speeds of class 6,
which are economically viable for wind development. Transmission
Hnes of a nearby substation are available within close proximity
onshore. The site also has the benefit of a completed Final
Environmental Impact Statement (FEIS) and is within an exclusive
use zone set aside by the State of New York

Who We Are
Since 1999, the group has been developing methodologies for site identification
and permitting of offshore wind farms along the Eastern U.S. coastline. After
several years of extensive research and analysis of state and Federal regulations,
and meetings and discussions with regulators, the company was incorporated in
2002 as Winergy LLC. In 2005, a relationship was established with JP Morgan
Partners and the company became Winergy Power LLC.
The initial project Winergy Power is focusing on is a small research and
demonstration wind park to be located in an exclusive use zone that is leased from
the State of New York for fish farming. The site is located south of Plum Island, NY,
just beyond the northeastern tip of the North Fork of Long Island.
The company is refining its plans for deployment of additional offshore wind farms
further out to sea. The wind farms will be installed using a patented deepwater ocean
platform technology developed by Atlantis Power LLC, which Winergy Power acquired
in January 2006.
Additional sites are constantly being evaluated to enhance future development of
one of America's largest untapped energy resources. The company intends to permit,
build and operate offshore wind farms.
