HomeMy WebLinkAboutMPD-10/11/2007 Minutes of the October 11, 2007 meeting of the Board of Commissioners of the Mattituck Park District held in the office of the Veteran's Park building at 11280 Peconic Bay Blvd., Mattituck, New York with Gerard Goehringer, Chairman, Jerome Zuhoski and Tom McCaffery Commissioners, present together with John Cushman, Treasurer, Lauren Standish, Acting-Secretary, Gail Wickham, Attorney for the District, Edward Grohoski, Maintenance, Russ Williamson, a volunteer worker for the Park District, Mary Grace Finora, Nick Bacalakis, Chris Rivera, Dennis Yuen, Elaine Volano, Ed McGlone, and other residents of the Mattituck Park District. Gerry Goehringer called the meeting to order at 7:07 PM. The polls for the 2008 budget re-vote had opened at 6:00 PM and were taking place while the regular meeting was in session. On motion of Gerry Goehringer, seconded by Tom McCaffery, and carried, the minutes of the September 13, 2007 meeting of the Commissioners were approved as presented. She suggested possibly a concession stand, vending machines, bathrooms, and showers. Gerry Goehringer answered that the new building, at the present time, is not a residential building and that it's marginally commercial and that there are no plans at this time for the old building. There are no sinks or toilets in the building because of Health Dept. requirements. There was a proposed kitchen however the costs were too high and suggested the next step would be to reinstitute a concession stand in the old building. The Health Dept. made them strip the building of the old cesspools and all contents within the building, leaving just the shell. If the building comes down, it may not be able to be re-built. Tom McCaffery stated that he would look into vending machines. Ed Grohoski felt that turning the building into a concession area would open up a big can of worms with the Health Dept. Russ Williamson investigated vending machines through Coca-Cola, however, the distributor didn't think it would be worth it after seeing all the coolers on the beach this summer. Mr. Williamson thought it might be possible to get a private vendor. He also mentioned that as an engineer, he knows from experience that codes can change after six months and approvals take time. 3 Nick Bacalakis feels that they were sold out short when the building was built. He stated he was concerned with the building having proper ventilation, with the office next to the maintenance area. Gerry Goehringer stated that the building was built to Town Code and approved by the Building Dept, with one shower strictly for employees for a hazmat situation, and did exactly what all agencies required in order to obtain a Certificate of Occupancy. Another concerned resident taxpayer questioned why the porta-potties are still at Veteran's Park when the restrooms are open, and suggested a sign letting the residents know. Gerry Goehringer agreed that signs should be displayed stating the hours of operation. Chris Rivera asked for the status of the sand mining from the jetty to the west. Gail Wickham reported that the park district is waiting for the Army Corp. to send an updated proposal and that the Commissioners are aware of the issued with the Inlet issues and the concerns of the residents along the east and the west of the Inlet. There has been no formal vote of the Commissioners and there won't be until all the problems are addressed. Chris Rivera asked for the disposition of the Commissioners and also mentioned that the piping plover fencing was still in place. Tom McCaffery stated that scientific studies are necessary before making any determinations. Gerry Goehringer made a public comment in response to an article published in the October 11 th edition of the Suffolk Times There was a remark made by Joe Avella, who stated that he was disenchanted with the Park Commissioners failure to take steps to clean up Bailie Beach. Mr. Goehringer stated that the district has very little control on beaches as far as what Army Corp. and DEC allows. They did do some cleaning of the beaches with the help of the South old Town Board of Trustees through permits for this year, and hopes to get them renewed for next year, and further thanked the Board of Trustees. Dennis Yuen and Elaine Villano from the Peconic Community Council requested permission to use the Veteran's Park facility on Sat., February 9, 2008, for their fund raiser, "The Peconic Plunge". The event will benefit the Maureen's haven Homeless Outreach Program. 4 Gerry Goehringer had no objection, however, insurance would need to be addressed and Mr. Yuen stated that he would include a rider on the insurance policy. Jerry Zuhoski questioned whether or not the fire department would be involved and Mr. Yuen answered, yes. Gerry Goehringer mentioned that the Bay may ice over and it may be necessary to adjust the date. Tom McCaffery offered them the application for use of the facility. On a motion made by Tom McCaffery, seconded by Jerry Zuhoski, and carried, to approve the use of the Veteran's Park for the fundraiser, as presented. A resident taxpayer had a concern with the illegal parking some of the beaches and suggested the installation of "no parking" signs. Gerry Goehringer stated that it was an enforcement problem with the Southold Police Dept. Tom McCaffery agreed that it was a problem and that he did recently see a summons on a car. Edward Grohoski presented his report for October 2007, which included updates on Veteran's Park, Aldrich Lane, Breakwater, the Lodge, and Love Lane. A copy is attached. Gerry Goehringer suggested purchasing an industrial floating floor for the maintenance area in the new building at Veteran's Park, which will cost approx. $600.00. Russ Williamson said he would get some samples to look at. Ed McGlone asked what the old shed is being used for at Veteran's Park. Gerry Goehringer stated earlier in the evening that the interior of the shed was stripped as per the Health Dept. requirements. He doesn't want to destroy the shed because it may not be able to be re-built, however the roof was replaced as per insurance requirements. On a motion made by Gerry Goehringer, seconded by Jerry Zuhoski, and carried, to accept with regret the resignation of Madeline Haas, as of September 27,2007, as Secretary for the Mattituck Park District. On a motion made by Gerry Goehringer, seconded by Jerry Zuhoski, and carried, to place an ad in the Suffolk Times to run for two consecutive weeks, to fill the Secretarial position recently vacated. 5 On a motion made by Tom McCaffery, seconded by Jerry Zuhoski, and carried, to place a Legal Notice in Suffolk Times, to hold an election on Thurs., November 8, 2007 from 6:00 PM - 9:00 PM at the Veteran's Park building to vote for a Commissioner for a term of three (3) years to succeed Gerrry Goehringer, whose term expires December 31,2007. John Cushman reported that the Boy Scouts reimbursed the park district for the fire extinguisher discharge. Jerry Zuhoski asked about the status of the signs at the scout's lodge, as discussed at the last meeting. Ed Grohoski said he would look into it and Tom McCaffery suggested the Eagle Scouts make some natural signs. The commissioners agreed to hold off until it was looked into further. John Cushman reported on the insurance issues. He said that flammable cabinets need to be purchased, end caps for the bleachers must be installed, and formal written employment policies must be provided to the insurance company. On a motion made by Jerry Zuhoski, seconded by Gerry Goehringer, and carried, to purchase flammable cabinets. Ed Grohoski said that he would check East End Sporting Goods for the end caps for the bleachers. John Cushman said he would write a letter regarding the status of the employment policies. Russ Williamson stated that he would submit a proposal for central air for the Veteran's Park building. There being no further business to come before the commissioners, on a motion made by Tom McCaffery, seconded by Gerry Goehringer, and carried, to adjourn the meeting at 8:45 PM. Will have same style roof, but better materials and shorter exposure. Replace broken office window. Police report was made on discharge of a 20lb fire extinguisher in main hall. Minimal damage was done, just clean up, and replacement of air filters. Locksmith has been contacted, on installation of crash bar in main hall, south door. He came down Wednesday too see what he needs. Moved light switches due to new door installation. Aldrich Police report was made on illegal dumping of grass clipping. This is the second report. Breakwater Repaired floor in janitor's closet % in plywood, and left over tile. Painted closet, all outside doors, and door trim, touched up bathrooms. Replaced lock jam, and installed antipick plate on door jam, to bathrooms. Unknown people have been trying to force there way into bathrooms by trying too jimmy the door, and kicking door. Unknown people have stolen the cleaning supplies, pine sol, clorox, small garbage bags, sponges, gloves. They left toilet tissue, light bulbs, mop, broom. Door was locked Friday afternoon. Door was locked Monday morning. Supplies were taken during weekend. We did have beach cleanup during weekend. Due to door being relocked, the amount of keys out, ie Vball people, and every lifeguard we ever hired since upgrade of bathhouse has a key, and small money amount est. $25.00 no police report was made. Lifeguard stand and post for end of protected area signs have been removed. Received complaints about Bird fenee being still in place, and birds are long gone. Called DEC wildlife dev. 631-444-0310 left message. They called back' stating even though there signs might be there. The DEC didn't put them up. They where put up by the North Fork Audubon Society. Maureen Kelagreen 323-0103. Lodge Love lane I called her, and left a message. She called back apologized, and told me the fence is now down. Nothing to report, normal wear from Scouts, they could cleanup better. Found broken window in bathhouse, west side Repaired window. Next door neighbor reported to me her son broke it playing baseball. She tried to give me money for repair, I told her that I was unable to receive money, and she would have to talk to Commissioners. I did tell her that they could no longer use the building as a backstop due to the fact we have repaired the windows 3 to 4 times. And it was getting out of hand. No police report was filed.
