Minutes of the regular monthly meeting of the Board of Commissioners of
the Mattituck Park District held on September 13, 2007, in the office of the
Veteran's Park building located at 11280 Peconic Bay Blvd. Mattituck, New York,
with Commissioners Tom McCaffery, Jerome Zuhoski, present together with
John Cushman, Treasurer, Abigail Wickham, Park Attorney, Lauren Standish,
Acting-Secretary, Edward Grohoski, Maintenance, Gail Faircloth, Clerk, Russ
Williamson, a volunteer worker for the Park District, Joe Pfaff and Ed Gato of the
Mattituck Soccer Club, Steve Libretto, Jim Pape, Cynthia Kaminsky, Mr. & Mrs.
McGreevy, Monica Corso Raynor, and other concerned residents from the east
side of Mattituck Inlet.
Meeting called to order at 7:20 PM.
On motion of Tom McCaffery, seconded by Jerome Zuhoski, and carried,
the minutes of the August 9, 2007 meeting of the Commissioners were approved
as presented.
On motion of Jerome Zuhoski, seconded by Tom McCaffery, and carried,
the Treasurer's report approved as presented and the following bills ordered

Tom McCaffery stated that the proposed 2008 budget voted upon in
August was defeated. The Commissioners have decided that rather than shut
down the District on 12/31/2007, that they would like to review the budget for a
revote. Tom McCaffery cited each line of the proposed 2008 budget. The
Commissioners reviewed each item and decided all were proper figures, except
the electric cost line was reduced by $5,000. The Board agreed to put a net
budget totaling $481,229 up for revote. This is $5,000. less than the prior
proposal, representing an increase over 2007 of less than 4%. The 2008 budget
re-vote will take place on Thurs., October 11,2007 between the hours of 6:00
PM - 9:00 PM at Veteran's Park. John Cushman stated that if the budget fails,
the park district still has obligations, such as debts, insurance, and utilities. If it
fails, the Board directed John Cushman to certify a budget, which totals
$113,297.00. It was noted that 63 people showed up to vote for the last budget
and the vote was 23 for 40 against. Joe Pfaff, Ed Gato and Steve Libretto all said
they would help get the word out and remind people to vote. The proposed
budget is annexed on Schedule A.

On a motion of Tom McCaffery, seconded by Jerome Zuhoski, and
carried, to offer the following budget to the resident taxpayers for re-vote on
Thurs., October 11, 2007 between the hours of 6:00 - 9:00 PM at Veteran's Park
Building.
Several questions were raised during the reading of the proposed budget.
Jim Pape questioned whether or not bulkhead work would be bid out. Tom
McCaffery stated that it would be, and many items of equipment purchased
comes from State bid as well. Jim Pape also raised the questioned as to how
many properties the district owns. Tom McCaffery answered 9 parcels total.
A concerned taxpayer questioned the need for garbage cans outside of
the Boy Scout house. Doris McGreevy suggested to the Eagle Scouts that they
consider a beach clean-up/bluff refurbish project at the camp. A question arose
from another concerned taxpayer regarding the use of the camp. They suggested
that the rental agreement include a lecture on safety. Mr. McGreevy added that
the area should be re-vegetated with possibly Rosa Rugosa since the snow
fence doesn't seem to be working anymore. Gail Faircloth suggested wood
steps. Jerry Zuhoski suggested a posted sign. Tom McCaffery agreed with the
signage.
Mr. McGreevy expressed his interest in the proposed budget, however
stated that he has questions concerning Mattituck Inlet and Section 1-11. It's
been a 4 year study and he would like to move forward.
Gail Wickham explained how Tom Pfiffer from the Army Corp. of
Engineers has since retired although still behind the scenes, the project seemed
to have slowed, but has now started to move forward again. There is a scheduled
conference call next week, with a meeting following. There is a concern with
public access vs. private property rights, as well as a concern with the piping
plovers. She also has a concern with how much sand can be removed without
impacting the homes on the west side and that a question has been raised to the
project engineers to discuss that matter.
Several speakers agreed that the inlet needs to be dredged and Tom
McCaffery stated that the park district has never been opposed. Several
speakers said they were nervous because the State didn't take a stand in the
recent lawsuit filed by the property owner to the west and that they heard of a
possible lawsuit against the park. Jerome Zuhoski and Tom McCaffery both said
there was no lawsuit against the park district to their knowledge.
Dan Ross stated that the park district needs to take a leadership position.
Mr. & Mrs. McGreevy and Jim Pape all requested a letter of support from
the park district, and further commented that the jetty is affecting 9,600 ft. of

beach. Cynthia Kaminsky added that boats are running aground in the inlet and
visitors are staying away because of the danger from the shoaling. Mrs.
McGreevy read a letter submitted by Monica Corso Raynor concerning how this
is affecting her business, Matt-A-Mar Marina.
Tom McCaffery stated that there was going to be a conference call with
the Army Corp. on September 24th and that the park district was actively pursuing
the Section 1-11 study, and do realize that it is a problem. He further stated that
he is in favor or putting sand along the east side. Everyone agreed that Bailey
Beach is an asset and must be protected.
Edward Grohoski submitted his report for September 2007, which included
updates on Veteran's Park, Yacht Club, Aldrich, Breakwater Beach, Love Lane,
Bailey Beach, Bay Ave. ball field and Personnel updates. He also is getting
information on a new shed. A copy is attached. He obtained prices on a pre-built
and no building permits will be required.
Tom McCaffery read the recommendations from the insurance company.
Jerome Zuhoski announced that the East End Lioness group donated
$1,000.00 for a chair, and there is going to be a photo session and plaque in May
2008.
Russ Williamson mentioned that the Aldrich Lane field needs a 200 amp
panel for each pole, according to L1PA, and asked whether or not there was a bid
package. Tom McCaffery answered that a bid package was being put together.
John Cushman stated that the computer and software needs to be
updated.
There being no further business to come before the commissioners, on
motion of Tom McCaffery, seconded by Jerome Zuhoski, and carried, the
meeting was adjourned.

Veterans
Beach closed for winter all signage down winter signs up.
Russ Williamson put new wall up and new doors in.
Park grass has been aerated.
Bike rally stop this Sunday 16th ordered two porty pottys for event.
Norce has removed there porty pottys
Yacht Club
Fence paint job is completed.
Cleaned up infield for woman's softball

New green vinyl fence has been installed.
First field from west has been aerated, fertilized and seeded. It's fenced off and keep out
signs have been installed.
Core samples have been taken for lighting.
Called Sound Shore Irrigation. System wasn't working properly. Two zones on at once,
some not on, two heads clogged. They ran new wire, Replaced heads Existing wire was
only 2 inches deep in spots.
Someone is still dropping off bags of grass clipping by basketball courts. Called police
they recommend installing No town dumping sign.
Breakwater Beach
Beach closed for winter all signage down winter signs up. Picnic tables and lifeguard
stand still up.
Volleyball people are still using bathrooms.
Love Lane
Bathrooms closed but not drained floats still in garbage pickup still in place
Working on rotten picket fence made 50 ft Rain job.
Baily beach
Annually water test has been done
Someone pushed tree over in parking lot has to be removed dead.
Bay avenue ball field
Getting info on new shed. Got prices on pre built no building pennits required
