The meeting began at 7:10 p.m. with five LPC members present. Adoption of Meeting Minutes: ?? Acceptance of meeting minutes from 5/29/07, 7/24/07, 8/7/07, 9/4/07, 9/18/07, 10/2/07 & 10/16/07 MOTION made by John Sepenoski, seconded by Michelle Zaloom, to approve the Land Preservation Committee meeting minutes from 5/29/07, 7/24/07, 8/7/07, 9/4/07, 9/18/07 & 10/16/07 as amended. Motion carried 5/0 (Eric Keil absent from vote) MOTION made by Michelle Zaloom, seconded by Lillian Ball, to approve the Land Preservation Committee meeting minutes from 10/2/07. Melissa was informed that State anticipates making their grant award announcment by end of December 2007. Demchak property was a project on the 2007-2008 NYS Grant. Committee’s increase to offer determined at prior meeting may make project ineligible for grant. Melissa spoke to appraiser and appraisal will support increase to offer as discussed at prior meeting. Committee members decided to proceed as determined at last meeting with offer for easement on entire lot. END OF EXECUTIVE SESSION ?? Stephen Searl presented latest conservation subdivision concept plan for review by committee. New plan acceptable. An amended purchase offer resolution to adjust for minor revision in acreage may be required in the future. EXECUTIVE SESSION. The members re-entered into ?? NEW SUFFOLK PROPERTIES SCTM #: 1000-117-8-18 Zoned: MII Location: 650 First St, New Suffolk CPF: Yes Total Acreage: 3.25 acres (GIS 3.48 acres) Subdividable: Yes Update re: Town Board executive session [executive session]. Tim Caufield present update on plans to purchase properties in order to hold property until plans for future are worked out. Peconic Land Trust is in contract with landowners and have agreed to winter boat storage on premises until Spring 2008. Expected closing date – 12/20/07. Town Board has confirmed that Town will be “fall-back” position if other plans don’t work out. END OF EXECUTIVE SESSION General Land Preservation Items: ?? Small Lot Policy Status (Ray Huntington) Still waiting for inclusion on Town Board Agenda. ?? Appraisals for AgPDD Melissa Spiro directed to contact appraisers, Michael Given and Elinor Brunswick, to prepare an appraisal on a hypothetical property as an “average appraisal set price” is needed in accordance with adopted Local Law regarding AgPDD. ?? Farmstands within PDR easement (Agenda item as per John Sepenoski as outcome of Agricultural Advisory Committee meeting) Two classes of farmstands are being discussed by Agricultural Advisory Committee and Code Committee: 1) those requiring a building permit and 2) an agricultural friendly site plan process. LPC is in favor of permitting farmstands on PDR lands but needs set parameters. Size of farmstand is important factor for allowance on PDR lands. ?? Melissa Spiro’s status report [executive session re: status of offers ] General Information: ?? Bittner Press Conference – County held press conference at Bittner properties on Tuesday, October 30, 2007, that was well attended. Town will hold press conference at site in the future. ?? Stewardship & Management Committee – next meeting to be held on Tuesday, November 13, 2007, from 4:00 p.m. to 6:00 p.m., in the Executive Board Room, Town Hall Annex. Next Regular Meeting: ??
