Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Wed., October
10,2007 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 5:30 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder announced that member Joyce Grigonis has resigned from the
Committee. Chairman Wilder directed Lauren send a memo to the Town Board
recommending the appointment of Glen McNab to the council.
Chairman Wilder reported that he and member Jack McGreevy were the only CAC
members present at the meeting held on October 3, 2007. Several members of the

Mattituck Stakeholders attended as well, and presented their plans for Mattituck, such as
traffic circles, development of a plan for acquisition of properties, and possibly a sewage
waste treatment plant.
REPORTS
Member Jim Eckert questioned whether or not there has been any feedback with regard
to the July 1ih meeting with the Town Board. There has been no feedback.
Member Peter Young asked that the CAC members be included in any formalized training
programs that are made available to the land use boards in the Town.
Member Doug Hardy stated that he would like to pursue the history of the Andros Patent
and the other members agreed it would be a project well worth looking into.

September 11 , 2007.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of FRANK SCAVONE for the
existing 3'X 22' beach stairs with a 4'X 4' platform and gate, and existing docking facility
consisting of a 4'X 44' fixed dock, 3'X 12' ramp and 6'X 20' floating dock.

and deck, in-kind, as needed, and electricity provided to the shed.

install a 4' X 100' on-grade walk, 4'X 20" wood chip path, 3'X 60' elevated walk, min. 2.5'
above grade, 4'X 125' wood chip path, leading to a 3'X 53' timber dock with 4'X 8' steps to
grade.

ramp; and a 6'X 20' float secured by (2) 6" dia. pilings.

dia. anchor pilings for float.

platform, and install two 8" dia. anchor pilings.

construct a two-story dwelling, sanitary system, swimming pool, and concrete retaining

removal of trees on the bluff, a landscape plan is submitted depicting the disposition of all

of stairs along the disturbed path on the bluff.

construct a second-story addition to the existing dwelling, renovate the existing first floor,

new sanitary system.

maintaining the existing wetland setback of 75', and to install a new sanitary system and
abandon the existing sanitary system.

EMMANUEL & CATHERINE ZARBIS for the as-built splash pad approx. 6'X 102' with
small stone approx. 2" deep over filter fabric; as-built retaining wall approx. 102'LX 1'D X
15"H dry-staked, constructed of 1 course of 8" concrete pavers set 2" below grade, 1
course of 6" concrete pavers and 1 course 2.5" concrete cap; 8000 beach grass plugs
planted approx. 1'on center in mesh cloth over face of bluff, approx. 100'X 100'; and
inkindlinplace replacement of pre-existing 4'X 72' wood steps and 5'X 12' wood landing
(top), 5'X 8' wood landing (mid) and TX 12' wood landing (bottom) and 6 steps to grade.

RESOLVED to SUPPORT the Wetland Permit application of MICHAEL MITCHELL to re-
sheath 96' of existing wood bulkhead and 11' of return with vinyl sheathing on the
seaward side, leaving existing sheathing in place. Remove only those existing 3"-4" piles
as necessary to accommodate the configuration of the vinyl sheathing. Excavate area
behind existing bulkhead as necessary to place anchoring components. Reconstruct 88'
of existing wood retaining wall landward of bulkhead inkind/inplace. Reconstruct existing
4'X 12' wood stairs and landing landward of the bulkhead inkindlinplace. Place an
estimated 20 cy. maximum of clean soil/sand behind re-sheathed bulkhead and
reconstructed retaining wall to replace material lost to wash-out before proposed
operations.

Amend Permit #701 to reface the existing bulkhead with new approved planking tight to
the water side of the deteriorated existing planking, reinforced with new whalers, not to
extend out past the existing bulkhead pilings.

The next meeting of the Conservation Advisory Council has been set for Wed., November
7,2007 at 5:30 PM at Down's Farm Preserve.
A special worksession has been set for Tues., October 30, 2007 at 5:30 PM at Down's
Farm Preserve to discuss other possible projects.
There being no further business to come before the Council, the meeting was adjourned
at 7:45 PM.
