Blocker Estate does not want to sell to Town/County directly. Wants to sell to The Nature Conservancy. Therefore, TNC is planning on acquiring property prior to end of 2007. TNC will then sell property to Town/County partnership. County to draft contract for Town/County partnership once TNC and Blocker enter into contract. ?? Application for purchase of open space has enormous potential. County involved in project as County made offer on eastern most lot. Michelle Zaloom mentioned that there is a NYS Boating grant for transient dockage for boats due soon and that this project may fit criteria. MOTION made by Lillian Ball, seconded by Eric Keil, to direct Melissa Spiro to commission an appraisal of the two westerly lots. Motion not voted upon. LPC members decided to bring this project before the Town Board and to recommend its purchase for public access to bay for boating access such as sailing, rowing, canoeing and other maritime recreation. Melissa to schedule an appointment with Town Board at their work session on Tuesday, th October 9 and will notify LPC members to attend. ?? CARUCCI PROPERTY SCTM #: 1000-108-2-5.1 Zoned: A-C Location: 11780 CR 48, Mattituck CPF: Yes Total Acreage: GIS 12.8 acres (10 acres PDR) Subdividable: Yes New application. New application received. Landowner met with both Tim Caufield of Peconic Land Trust and at a separate time with Melissa Spiro. Landowners are currently farming the land and have a farmstand along CR 48. Landowners would like to leave out from any easement an area around the existing residential structure and the retail farmstand. Melissa recommended that LPC members do a site inspection and suggested LPC call ahead to landowners before inspecting property. ?? CASSIDY PROPERTY SCTM #: 1000-52-5-55 Zoned: R-80 Location: 2055 Albertson La, Greenport FWet: 0 Total Acreage: 6.61 acres (6.58 acres) MWet: 1.36 acres Subdividable: Yes CPF: Yes Reviewed inquiry. This project was last discussed in February 2007. Landowner called Melissa to find County contact as he wants to see if County is interested in this project. LPC interested but opinion of members is that this would make a good project for an affordable farmland project if bond is passed in November which would allow for re-sale of farmland. ?? DAMIANOS PROPERTY SCTM #: 1000-108-4-1.1 Zoned: A-C, R-40 Location: 18625 Rt 25, Mattituck CPF: Yes Total Acreage: 23.8 acres (GIS 23.8 acres) Subdividable: Yes Update re: status. As per real estate broker, Andy Stype, this acreage that was submitted in a recent application to LPC is currently up for sale as a fee title purchase. Stype inquired if Town interested in purchasing property. LPC interested, as in their opinion, this parcel would make a good project for an affordable farmland project if bond is passed in November which would allow for re-sale of farmland. ?? Melissa Spiro met with Charles Cuddy (landowners’ attorney), Howie Young (surveyor) and Anthony Trezza (Planning Dept) re: new plan for subdivision. LPC members reviewed new subdivision plan. Feel that the road chops too much of the farmland and would like to see it moved easterly. Recommend that building envelope of Lot #1 be moved north or northeasterly; move house area by barn or building area to wooded fringe area. Lots #5 & #6, no interest in purchasing open space areas as designed. Re-review plan when more formalized. Lot #5 could be reduced if Lot #4 is moved. Cul- de-sac move southwesterly and questions cul-de-sac necessity. Lot #7 of 5 acres, rotate slightly east. Lot #8, appears to be fine. Peconic Land Trust feels that subdivision of preserved land will require change to County easement and approvals. ?? PFEIFLE PROPERTY SCTM #: 1000-97-4-19 Zoned: A-C Location: 825 Leslie Rd, Cutchogue CPF: Yes Total Acreage: 11.5 acres (GIS 11.32 acres) Subdividable: Yes Update re: status. This project is on an awarded federal grant. Still have issues with Town appraisal; however, Feds have accepted most objections except for “yellow-book” certification issue. Melissa recommended that appraisal be sent to appraiser, Pete Hubbell (the closest “yellow-book” certified appraiser in New York State), to review and hopefully approved appraisal to obtain grant funding. LPC members th agreeable. Melissa to proceed to closing on October 19 with or without “yellow-book” certification and federal funding eligibility. DEMCHAK PROPERTY SCTM #: 1000-84-1-13 Zoned: A-C Location: 7810 Cox Lane, Cutchogue CPF: Yes Total Acreage: 12.0 acres (GIS 14.8 acres) Subdividable: Yes Update re: status. Landowner has an appointment to meet with Melissa Spiro as he now would like a reserve area which would make project ineligible for possible grant funding. LPC to present a significant reduction in offered price per acre if landowner wants reserves area. LPC would recommend placing reserved area in either southeast or northeast corners of parcel.
