Minutes of Meeting held
Tuesday, August 21, 2007 at 7:00 p.m.

made by Ray Huntington, seconded by Monica Harbes, to accept the meetings minutes of
June 12, 2007, June 26, 2007, and July 10, 2007.

Melissa Spiro reviewed appraisal with LPC members.
MOTION
made by Ray Huntington to present a purchase offer to landowners with a 2% ag structure
lot coverage limitation.
Motion failed as not seconded.
MOTION
made by Chris Baiz, seconded by John Sepenoski, to present a purchase offer to
landowners with an Agricultural Structure Area designed within the easement area. Ag Structure Area
to be 7 acres in area and located at southerly end of property with 150 foot setback from Locust
Avenue. Ag Structure Area required to protect the scenic viewshed.
Motion carried: 4/0/1 (Michelle Zaloom abstained)

New PDR application.
Melissa met with landowners who indicated they would like to sell development rights to Town on this
lot. Landowners own two additional farm lots, but not interested in selling easement on these lots at
this time. No reserve area was requested by landowners. This project may be considered for State
grant proposal.

made by Michelle Zaloom, seconded by Monica Harbes, to direct Melissa Spiro to
commission an appraisal on this property.

LOMANGINO PROPERTY

Total Acreage: 47.80 acres (GIS 51.53 acres) Subdividable: Yes
Update re: meeting with landowners.
Melissa met with landowners who offered to eliminate some lots and to put lots within wooded area
only if Town will pay close to appraised value on the rest of the property with additional Reserve Area
around horse barn area and a Reserve Area around existing residential structure. Melissa also heard
from their attorney who claims that County is interested in preserving this property at appraised value
conditional upon Town entering into a 50/50 partnership for development rights easement. County
interest based on preservation without the COS.
MOTION
made by Ray Huntington, seconded by Chris Baiz, to present a range price offer per acre
for a development rights easement if landowners would consider a major reduction to four buildable
lots (including horse barn area, and reserve area around existing residential structure).
Motion carried: 5/0
Al Krupski requested that this matter go before the Town Board prior to presenting offer to
landowners and LPC members agreed.
General Land Preservation Items:

Farmland Bond Proposal: Town Board requested LPC comments for 8/28/07 Town Board
hearing
Round table discussion, comments and opinions given by members.
Consensus of LPC members present was that bond language should restrict use of funds for
farmland – development rights easements or fee title purchase to farmland with or without
improvements. They would like to see a program implemented allowing the Town to purchase fee title
to farmland including homestead or Reserve Area with or without improvements with the ability to
allow the Town to sell the restricted land (and improvements) to a viable farmer. Funds would need to
be available from this bond to allow for management of property during interim of Town ownership
and re-sale of farmland or improved areas. LPC felt that priority should be given to fee title purchase
but that “traditional” PDR should still be allowed with funding.
All agreed that $4 million is probably not enough.

Ag PDD Legislation – LPC comments for 8/28/07 Town Board hearing
Lengthy discussion ensued over proposed legislation and comments made.
Melissa Spiro to prepare a written list of comments as discussed by LPC members and to submit to
Town Board.

Draft Greenhouse Guidelines for Existing County Owned PDR: County requested comments
by 9/7/07
Melissa noted that Town regulations are more restrictive than those proposed in County draft policy.
LPC said Melissa should send County the Town’s regulations.

Reese Management Plan
MOTION
made by John Sepenoski to present proposed Reese Management Plan to Town Board for
approval.
Motion failed as not seconded.
Ray Huntington presented a list of comments to proposed plan. Too lengthy to review at this time due
to time constraints and discussion will continue at next LPC meeting.

Small Lot Policy Status
Ray Huntington presented additional comments and change to small lot policy after having spoken to
Supervisor Russell and Mike Verity, Building Inspector. Members not in agreement with proposed
change. Ray to try again for appointment to review policy with Town Board at their next work session.

not prepared for meeting.
