EXECUTIVE SESSION. The members entered into Melissa gave overall view of presentation made to Town Board at executive work session on Tuesday, July 31, 2007, and Town Board’s decision to increase purchase offer for preservation project. Tim Caufield presented latest two concept plans that sellers find acceptable at an agreed upon purchase price with a bargain sale component. Sellers and their attorney have requested limited information from appraisal for understanding bargain sale concept and LPC is agreeable to sharing such limited information. MOTION made by Michelle Zaloom, seconded by Chris Baiz, for Town of Southold to purchase 6.5± acres for open space purposes as per Concept Plan 2 of Peconic Land Trust’s plan for property; to purchase 23.5± acres farmland area development rights; to purchase 57± acres farmland development rights; and to purchase 23.4± acres farmland development rights as defined in Concept Plan 2; all subject to a total of no more than 7 lots being created, which would include Marco homestead lot that would be eligible for further subdivision into 2 to 3 buildable lots at some time in the future. Motion carried: 6/0 MOTION made by Lillian Ball, seconded by Michelle Zaloom, to direct Melissa Spiro to commission an appraisal on the Marco property 6± acres waterfront lot. Motion carried: 6/0 ?? MOTION made by Eric Keil, seconded by Michelle Zaloom, that should the Peconic Land Trust be unable to bring together a plan involving private or community sources, thenTown to take an active role in purchasing all or part of this property. MOTION made by Eric Keil, seconded by John Sepenoski, to direct Melissa Spiro to present a purchase offer to the Kauneckas family for the purchase of a development rights easement, limiting significant agricultural structures, as allowed by Town Code, to the northeasterly sector of the property to allow for a scenic view shed. Town may need to consider absorbing unexpected preservation carrying costs if Town/County are not able to close when TNC purchases. ?? Landowner’s request conveyed by electronic mail from Melissa to LPC members. Melissa to send landowner formal letter of approval. MOTION made by John Sepenoski, seconded by Lillian Ball, to recommend approval for Jim Glover to construct a 10x10’ shed to house the existing water pump in the location indicated on the aerial provided for review by the Committee with no screening requirement, provided all is in accordance with applicable Town Code. Motion carried: 6/0 General Land Preservation Items: ?? Ag PDD Legislation Town Board Public Hearing is set for Tuesday, August 28, 2007. Comments needed from LPC before that date. Hand-outs distributed for review of legislation. A meeting of the LPC committee will take place of Tuesday, August 11, 2007, at 3:00 p.m., in Melissa’s office. ?? Draft Greenhouse Guidelines for Existing County Owned PDR Guidelines distributed to LPC members. Comments needed prior to County hearing set for th September 18. An LPC meeting will be schedule to discuss this matter further and to provide County with LPC comments regarding greenhouse guidelines. ?? Stewardship Meeting Update John Sepenoski led Stewarding Working Group Committee held on August 8, 2007. Management Plan and its concept were discussed at meeting and expected to be brought before Town Board soon. Concept for management plan is basically…everything prohibited except what is listed on plan (such as posting of preserved property, picking up trash, etc.) as a starting point for Town Board review. Eric suggested adding archeological, anthological and anthropology reviews. ?? Budget th Land Preservation 2008 budget review was due July 13 and is nearing completing for submission to Supervisor. Using 2% monies, Melissa is requesting a new full-time staff person to be her assistant within the Land Preservation Department and a part-time park person for stewardship. ?? Small Lot Policy Ray Huntington distributed “aqua” hand-out of recommended Small Lot Policy. MOTION made by Lillian Ball, seconded by John Sepenoski, to present this draft of the Small Lot Policy to Town Board for their review. Motion carried 6/0 The Land Preservation Committee complimented Ray Huntington for his dedicated commitment to this project and thanked him for the time he spent completing the policy for presentation. ?? Update from Melissa re: misc. projects Melissa distributed graph of department/committee’s strengths and weaknesses, showing where more time and energy must be spent to strengthen department. ??
