By investigation and ~ub~ic hearing the Board finds the
following facts pertinent to the decision. This application is
for three (3) single~face billboards, located on the west side
Main Road, south side North Road at the Traffic Circle, Greenport,
New York, land of Witherspoon. The billb~ds are twelve feet by
twenty-five feet, (12s x 25~), each, totaling 900 square feet of
advertising area. The maximum size sign permitted anywhere in the
Town of Southold is six feet, six inches by twelve feet, six inches,
(6~6" x 12s 6"). The billboards are primarily used for National
A~vertised Products. This sign site is at the ju~=tion of Route
27 and Route 25, where the two main arteries of the Town connect
by traffic circle and is a particularly hazardous if~rsection.
Route 25 and Route 27 are both heavily trav~lled main arteries
leading into the TOWn Of Southold2,~A.COr~eli University Study

Town.~ere attracted by the phy~i6al character and rural atmosphere,
of t~ Town. In April, 1957, the Zoning OrdinanCe p~ohibited o~ ~
premises~adve~tising. In our 0~inio~ ten years iS more than
sufficient time to permit the liquidation Of a non~conf6rming Use;
nor is the Board b~uhd by co~tracts mad~ by the ~PPlicant~ Ten
years e~perience of the Board of Ap~eal~ indicates the m~jority
of residents appearing before the Board and the Civic Association
consider off premises billboards to be a violation of the letter
and spirit of the Ordinance. Benefit to the public is deemed of
greater importance than detriment to the applicant. Investment of the
applicant is slight compared to the detrimental effect of the bill-
board signs on surrounding property values and encouragement of the
residential use of the property. Route 25 and Route 27 are both
two lane highways, heavily travelled, and in our opinion large
signs distract motorist and increase the traffic hazard.
In considering the above the Bo~d determines that the use
will pre~ent the orderly and reasonable use of adjacent properties
or the properties in adjacent use districts; that the safety, the
health, the welfare, the comfort, or the order of the Town will be
adversely affected by the proposed use and its location; the use
will not be in harmony with and promote the general purpose and
/ntent of the Ordinance and that the character and probable
development of uses ~ the district will be adversely affected and
that the conservation of property values will be adversely
affec~d.
Therefore, it was RESOLVED that Suffolk Outdoor Advertising
Co., Inc., Riverhead, New York, be DENIED permission to retain three
(3) single face billboards on the property of witherspoon, located
on the west side Main Road, south side North Road, at the traffic
circle, Greenport, New York.
