FORM ZB4 ZONING BOARD OF APPEALS By investigation and public hearing the Board finds the following facts'pertinent' to the decision. This application is for two (2) double face billboards, located on the north side Ma/n Road, Southold, New York, on land of Witherspoon. The bi/~oards are twelve feet by twenty-five feet (12' x 25'), each, totaling 1200 square feet of advertising area. Them~ximum size sign permitted anywhere in the Town of Southold is six feet, six inches by twelve feet, six inches, (6'6" x 12'6"). The bill- boards are primarily used for National Advertised Products. This sign site is located in a business district, area. Route 25 is one of the heavily travelled main arteries leading into the Town of _Southold. A Cornell University Study Survey, published in 1967 indicates 82% of the visitors to S6U~h61d To~ ~ere attracted by the physical character and ~ural atmos~t%er~ 6f the Town.' In April, 1957, th~ Zoning Ordinance, prohibited off pr~mis~s adyertiSing. Benefit to the public is deemed of greater importance that detr/ment to the applicant. Investment of the applicant is slight compared to the detrimental effect of the billboard signs on surrounding property values and encouragement of the residential use of property. Route 25 is a two lane highway, heavily travelled, and in our opinion large signs distract motorist and increase the traffic hazard. In considering the abo~e the Board determines that the use will prevent the orderly and reasonable use of adjacent properties, or the properties in adjacent use districts; that the safety, the health, the welfare, the cDmfort, or the order of the Town will be adversely affected by the proposed use and its location; the use will not be in harmony with and promote the general purpose and ' intent of the Ordinance; that the character and probable development of uses in the district will be adversely affected; and that the con- servation of property values will be adversely affected. Therefore, it was RESOLVED that Suffolk Outdoor Advertising Co., Inc., Riverhea~ New York, be DENI~-D permission to retaintwo (2) double face billboards on the property of Witherspoon, located on the north sideMain Road, Southold, New York.
