Articla ~, section 1002, fo= permission to retain two (2) billboards on the property of .Zabriski, described as i~em numbe= six in the application. Location of property: east side Main Road,. Cutchogue,~ New York, bounded north by Zabriski, east by Ahlers, south by Eugene Road, west by Main Road. 2. VARIA~NCE. F ORIVI Z]~4 ZONING BOA~D OF APPEALS Barbara C. Dittmann, Secretary By investigation and public hearing the Board finds the following facts pert, inent to ~the decision. This application is for two (2) double face billboards, located on the east side Main Road, Cutchogue, New York, on land of Zabriski. The billboards are twelve feet by twenty-five feet (12' x 25'), each totaling 1200 square feet of advertising area. The maximum size sign permitted anywhere in the Town of Southold is six feet, six inches by twelve feet, six inches, (6'6" x 12'6"). The billboards are primarily used for National Advertised Products. This sign site is in a residential area and near the entra~e to Nassau Point, a residential summer community. Route 25 is one of the heavily travelled main arteries~ leading into the Town of Southold. A Cornell University Study. In .April, 1~57, the Zo~in~ Ordinance p~ohibited off ~0remises ~adv, ertising~ In our opinion ten years is more£than sufficient time. %o' permita · the licluidation of a non-conforming usei nor is ~the Board bound- by contracts made by tha applicant., Ten years experience of the · Board Df Appeals indicated the majority ,o~ residents appearin~ before the Board and the Civic Association consider off premises billboards to be a violation of the letter and ~irit of the Ordinance. Benefit to the public is deemed of grea~er importance than detriment to the applic ant. Investment of the applicant is slight compared to the detrimental effect of the billboard signs on surrounding property values and encouragement of the residential use of property. Route 25 is a two lane highway, heavily travel~d, and in our opinion large signs distract motorist and increase the traffic hazard. In considering the above the Board determines that the 'use will prevent the orderly and reasonable use of adjacent properties or the properties in adjacent use district; that the safety, the health, the welfare, the comfort, or the order of the Town will be adversely affected by the proposed use and its location; the use will not be in harmony with and promote the general purpose and intent of the Ordinance; that the character and probable development of uses in the district will be adversely affected; and that the conservation of property values will be adversely affected. Therefore, it was RESOLVE~ that Suffolk Outdoor Advertising Co., Inc., Riverhead, New York, be DEN~ED permission to retain two (2) double face billboards on property of Zabriski, located on the east side Main Road, Cutchogue, New York. Said signs shall be removed from the premises by October 11, 1967.
