property: north side Main Road, Cutchogue, New York, bounded north by
district line, east by James Cross, south by Main Road, west by
district line.

By investigation and public hearing the Board finds the
following facts pertinent to the decision. This application
is forgo single face billboards, located on the north side
Main Road, Cutchogue, New York, on land of Bogenski. The bill-
boards are twelve feet by twenty-five feet (12' x 25'), each,
totaling 600 square feet of advertising area. The maximum size
sign permitted anlrwhere in the Town of Southold is s/x feet,
six inches, by twelve feet, aix inches, (6'6" x 12'6"). The
billboards are primarily used for National Advertise~ Products.
This sign site is in a residential and agricultural area in
charac%er. Route 25 is one of the heavily travelled main arteries
leading into the Town of Southold. A Cornell~University Survey
published in11967 indicates 82% of the visitors to Southold Town
were attracted by physical character~ ahd'r6r&l~ ~tfaosphere of the
Town. In April,'1957, the Zoning Ordinane~ Prohibited off premises
advertising. In our opinion'ten years is more than Sufficient time-
to permit t~e liquidation of a h0n-conformin~ ~se; nor i~ the
Boardbound by contracts made by) the applicant. Tenyears exp~rience
of the Board of Appeals indicates the majority of resident~
appearing before the Board and the Civic Association consider off
premises billboards to be a violation of the letter a~d Spirit of
the Ordinance. Benefit to the public is deemed of gr6ater importance
than detriment to the applicant. Investment of the applicant is
slight compared to the detrimental effect of the billboard signs
on surrounding property values and encouragement of the residential
use of property. Route 25 is a two lane highway, heavily travelled,
and in our op/~ion large signs distract motorist and increase the
traffic hazard.
In considering the above the Board determines that the
use will prevent the orderly and reasonable use of adjacent
properties, or the properties in adjacent use district; that
the safety, the health, the welfare, t~e comfort or the order
of the Town will be adversely affected by the proposed use and
its location; the use will not be in harmony with and promote
the general p~rpose and intent of the Ordinance; that the character
and probable development of uses in the district will be adversely
affected; and that the conservation of property values will be
adversely affected.
Therefore, it,s RESOLVED that Suffolk Outdoor Advertising
Company, Inc., Riverhead, New York, be DENIED permission to retain
two (2) single face billboards on property of Bogenski, located
on the north side Main Road, Cutchogue, New York. Said signs
shall be removed by October 11, 1567.
