VARIANCE. Dittmann, Secretary By investigation and pubiic~heaxi~g the Board finds the following facts pertinent to the decision. This application is for two (2) Single face billboards, located on the east side Main Road, Mattituck, New York, on land of Boucher Est. The billboards are twelve feet by twenty-five feet (12' x 25'), each, totaling 600 square feet of advertising area. The maximum size sign permitted anywhere in the Town of Southold is six feet, six inches by twelve feet, six inches (6'6" x 12'6"). The billboards are primarily used for National Advertised Products. This area is partially residential and partially business in character. Eoute 25 is one of the heavily travelled main arteries leading into the Town of Southold. A Cornell University Study Survey published in 1967 indicates 82% of the visitors to Southold Town were attracted by the physical character ~nd rural atmosphere or,the Town. ~n-Apr~l,. i95}, t~e Zoning Ordinance proh'ibited off premises advertising& In our opinion ten yearsis more than sufficient time to ~e~mit the liquidation of a ~on- conforming use; nor is the Board bound by oontracts-madelby the applicant. Ten year~ expe~ience of the Board of Appeals indicates~ the majority of residents appearing before the Board and the Civic AssOciation consider off premises billboards to be a violation of the letter and spirit~f-the Ordinance. Benefit to the ~ubl~c is deemed of greater importance than detriment to the applicant. ~nvestment of the applicant is slight compared to the detrimental effect of the billboard signs on surrounding property values and encouragement of the residential use of property. Route 25 is a two lane highway, heavily travelled, and in our opinion large signs distr&et motorist and increase the traffic hazard. In considering the above the Board determines that the-~ use will prevent the orderly and reasonable use of adjacent properties, or the properties in adjacent use district; that the safety, the health, the welfare, the comfort, or the order of the Town will be adversely affected by the proposed use and its location& the use will not be in harmony with and promote the general purpose and intent of the Ordinance; that the character and probable develop- ment of uses in the district will be adversely affected; and that the conservation of property values will be adversely affected. Therefore, it was RESOLVED Suffolk Outdoor A~vertising Co., Inc., Riverhead, New York, be DENIED permission to retain two (2) single face billboards on the property of ~oucher Est., located on the east side Main Road, Mattituck,New York. Said sign shall be removed from the premises by October 11, 1967.
