N6::"TOOo:'UO-03-04 Permit # 32350 Dear Sir or Madam: In response to a request from Mr. Ed Harbes, I performed a visual non-destructive inspection of the completed improvements at the above project on July 19, 2007. To the best of my knowledge, information and belief, the construction conforms to the submitted drawings and I could not see any hazardous or deleterious construction. All bedrooms have a smoke detector and there is a carbon monoxide detector in the Dining Area which is central to the home. I also understand that your representative requested two (2) copies of the revised deck drawings showing relationship to the house and conforming to the as-built conditions. All device or safeguards which are required by applicable codes or by the Manufactured Home Standards shall be maintained in conformance with the code or standard under which it was installed. The owner or the owner's designated agent shall be responsible for the maintenance of manufactured homes, accessory buildings, structures and their building service equipment. To determine compliance with this subsection, the building official may cause any manufactured home, accessory building or structure to be reinspected. SRAE102.6 Relocation. SRAE102 APPLICATION TO EXISTING MANUFACTURED HOMES AND BUILDING SERVICE EQUIPMENT SRAEI02.1 General. Manufactured homes and their building service equipment to which additions, alterations or repairs are made shall comply with all the requirements of these provisions for new facilities, except as specifically provided in this section. SRAEI02.2 Additions, alterations or repairs. Additions made to a manufactured home shall conform to one of the following: ? 1. Be certified under the National Manufactured Housing Construction and Safety Standards Act of 1974 (42 U.S.C. 55401, et seq.). ..- 2. Be designed and constructed to conform with the applicable provisions of the National Manufactured Housing Construction and Safety Standards Act of 1974 (42 U.S.C. 55401, et seq.). - 3. Be designed and constructed in conformance with the new construction NY requirements of this code. NY -.> Additions shall be structurally separated from the manufactured home. EXCEPTION: A structural separation need not be provided when structural calculations are provided to justify the omission of such separation. Alterations or repairs may be made to any manufactured home or to its building service equipment without requiring the existing manufactured home or its building service equipment to comply with all the requirements of these provisions, provided the alteration or repair conforms to that required for new construction, and provided further that no hazard to life, health or safety will be created by such additions, alterations or repairs. Alterations or repairs to an existing manufactured home which are nonstructural and do not adversely affect any structural member or any part of the building or structure having required fire protection may be made with materials equivalent to those of which the manufactured home structure is constructed. <- EXCEPTION: The installation or replacement of glass shall be required for new installations. <- ~RAE102.3 Existing insta11ations. Building service equipment lawfully in existence at the time of the adoption of the applicable codes may have their use, maintenance or repair continued if the use, maintenance or repair is in accordance with the original design and no hazard to life, health or property has been created by such building service equipment. ~RAEI02.4 Existing occupancy. Manufactured homes which are in existence at the time of the adoption of these provisions may have their existing use or occupancy continued if such use or occupancy was legal at the time of the adoption of these provisions I provided such continued use is not dangerous to life, health and safety. The use or occupancy of any existing manufactured home shall not be changed unless such change in use or occupancy is made to conform with all NY applicable provisions of this code. Upon any change in use or occupancy, NY the manufactured home shall cease to be classified as such within the intent of these provisions. SRAE102.5 Maintenance. All manufactured homes and their building service ~ APPENDIX RE MANUFACTURED HOUSING USED AS DWELLINGS SRAE~O~ SCOPE SRAE~O~.~ Genera~. These provisions shall be applicable only to a manufactured home used as a single dwelling unit and shall apply to the following: <- 1. Construction, alteration and repair of any foundation system which is necessary to provide for the installation of a manufactured home unit. 2. Construction, installation, addition, alteration, repair or maintenance of the building service equipment which is necessary for connecting manufactured homes to water, fuel, or power supplies and sewage systems. 3. Alterations, additions, repairs or relocation of existing manufactured homes. NY <- These provisions shall not be applicable to the design and construction of manufactured homes and shall not be deemed to authorize either modifications or additions to manufactured homes where otherwise prohibited. EXCEPTION: In addition to these provisions, new and replacement manufactured homes to be located in flood hazard areas as established in Table RR301.2(1) of this code shall meet the applicable requirements of NY ~8g}27 of the Residential Code of New York State. NY . SRAESOl DESIGN SRAESOl.l General. A manufactured home shall be installed on a foundation system which is designed and constructed to sustain, within the stress limitations specified in this code, all loads specified in this code, and NY the installation instructions included within the consumer manual{s) NY provided by the manufacturer. NY EXCEPTION: Where installation instructions are not provided, foundation and anchorage systems which are constructed in accordance with the methods specified in AE600 of these provisions, or applicable provisions NY of the NCSBCS/ANSI A225-l-1994 standards, or which are designed by an NY engineer or architect licensed by the state to practice as such, shall be NY deemed to meet the requirements of this code. NY SRAES01.2 Installation instructions. The installation instructions as NY included in the consumer manual(s) provided by the manufacturer of the NY manufactured home shall be used to determine permissible points of support for vertical loads and points of attachment for anchorage systems used to resist horizontal and uplift forces. Where manufactured homes are relocated, NY and the installation instructions are not available, such points of support NY and attachment shall be determined in accordance with applicable provisions NY of the NCSBCS/ANSI A225-1-l994 standards or by an engineer or architect NY licensed by the state to practice as such. NY " ./ SRAJ202 NY ENERGY EFFICIENCY NY NY ~RAJ202.1 Existing installations. provisions in this code shall not NY require the removal, alteration or abandonment of, or prevent the continued NY use and maintenance of, an existing building envelope, mechanical, service NY water-heating, electrical distribution or illumination system lawfully in NY existence at the time of the adoption of this code. NY NY SRAJ202.2 Additions. Additions shall conform to the provisions of this NY code as they relate to new construction without requiring the unaltered NY portion(s) of the existing system to comply with all of the requirements of NY this code. Additions shall not cause anyone of the existing systems to NY become unsafe, hazardous or overloaded. NY NY SRAJ202.3 Historic buildings. The provisions of this code relating to any NY alteration, repair, enlargement, restoration, relocation or moving of NY buildings or structures shall not be mandatory for existing buildings or NY structures that have been specifically determined as historically NY significant by the State or local governing body or listed in the National NY Register of Historic Places, or that have been determined to be eligible NY for listing in the National Register by the State Preservation Officer. NY NY SRAJ202.4 Substantial alterations to existing buildings. This code shall NY only apply to that portion of a building subsystem that is replaced, NY provided that 50 percent or more of such building subsystem is replaced NY within any consecutive 12-month period. NY NY EXCEPTIONS, NY NY 1. Installation of storm windows over existing glazing. NY NY 2. Replacement of glazing in existing sash and frame provided the NY u-factor and solar heat gain coefficient (SHGC) will be equal to or NY lower than before the glass replacement. NY NY 3. Replacement of a roof membrane where either the roof sheathing or roof NY insulation is below the roof deck. NY NY 4. Replacement of existing fenestration, provided, however, that the NY area of the replacement fenestration does not exceed 50 percent of the NY total fenestration area of an existing building and that the u-factor NY and solar heat gain coefficient (SHGC) will be equal to or lower than NY before the fenestration replacement. NY NY 5. For a subsystem that is being modified or repaired but not replaced, NY provided that such modifications will not result in an increase in NY energy usage. NY NY 6. For the relocation of existing equipment or appliance. NY NY 7. Repairs and/or replacements that are not substantial alterations.
