A Special Meeting of the Southold Town Board was held Wednesday, August 8, 2007 at the
Fishers Island, 53095 Main Road, Fishers Island, Ny. Supervisor Russell opened the meeting at
1:30 PM with the Pledge of Allegiance to the Flag.

SUPERVISOR RUSSELL: I would like to call this meeting to order. Would everybody please
rise for the Pledge of Allegiance. Before I get to the regular agenda, I am going to announce a
very long list of people that are here today. I want to thank Fishers Island, always gracious
whenever we come over here. It is a real joy. Dan Ableson representing Legislator Marc Alessi.
Assemblyman Alessi is on my list, did he make it today? Okay. We have Bill Anderson, Plum
Island Fire Chief. Christopher Baiz, Lillian Ball, they are representing the Town’s Land

Ken Edwards up here and read Ken a proclamation on behalf of this Town Board. This is a
proclamation honoring Ken’s 50 years of service to the fire department on Fishers Island.

“WHEREAS the Town Board of the Town of Southold wishes to recognize Kenneth Edwards as
a Fifty year member of the Fishers Island Fire Department;
WHEREAS in 1957 Ken joined the Fire Department and has actively served as a firefighter
since that time, giving selflessly of his time and talent. Serving as both Chief of the Department
and Commissioner of the District; and
WHEREAS Ken is a lifelong resident of the community who has devoted himself to his family
and to the protection of the health and welfare of this community and the properties of Fishers
Island; and
WHEREAS during his many years in the Fishers Island Fire Department Ken has been a willing
source of assistance and information to his co-firefighters; now

This is dated today, signed by myself and it comes at the behalf of the entire Town Board. Just
to put that in proper perspective, fifty years is longer than you have been waiting for a surface on

SUPERVISOR RUSSELL: That completes the resolutions. What I would like to do is now
open up the opportunity for anybody to come up and address the Town Board on any issue. I
actually had e-mailed to me the other day some questions that this community might be
concerned with. I will do my best to answer them and I will certainly do my best to get some of
the people here that should know the answer for you. Some of the questions are: What is the
budget for the Highway Department on Fishers Island? My Highway Superintendent is not here
today. The Highway funds for Fishers Island is actually part of the General Highway funds for
Southold Town. We did set up a capital budget for about $300,000 for roadway work over here
on Fishers Island. Does anybody want to follow up with any questions regarding the specifics
here?
UNIDENTIFIED: One of our problems is drainage out here, right here in front of the service
station, the Mobile station we have….
TOWN CLERK NEVILLE: I am sorry. With the acoustics here, they won’t hear you on the
camera.
JUSTICE EVANS: Could everyone also say their name, too?
BILL RIDGEWAY: My name is Bill Ridgeway. I am concerned about some of the drainage
problems on the roads here, specifically in front of the Mobile station we have what we refer to
as ‘Lake Mobile’ which is about a foot deep every time it rains. It is there for an extended period
of time and it has been there for years. And nothing has been done to solve that problem, so I am
hoping that maybe we can get rid of it.
SUPERVISOR RUSSELL: Okay. I will bring that to the Highway Superintendent’s attention
and to the Town Engineer. I believe we were out there last year looking at it. Just so you know,
the flooding on Fishers Island is the same problems we have in Southold Town. In the old days,
drainage was an easy solution. You put it into the bays, the creeks, the estuaries. That is not a
sound solution anymore. We are literally retro fitting existing communities and flooding and
drainage is a huge issue that is going to take several years and a substantial amount of money to
fix but it is the right thing to do. And certainly, your issue to move to the forefront of Fishers
Island. I have another question that seems to involve the Highway Superintendent. ‘Who is in
charge of cutting back trees and stuff around the sidewalks or how do we get that done better?’
Anybody from Highway here can answer that for me? Or can I ask my DPW to bring that to the
Highway Superintendent’s attention? Jamie?

JAMIE RICHTER: Jamie Richter, Town Engineer. I would say that sometimes (inaudible)
SUPERVISOR RUSSELL: This issue was already addressed. ‘The road conditions are bad, can
we get them better, there is very poor drainage in many areas.’ That is also true. Like I said, we
did develop a capital fund for about $300,000 for resurfacing and roadwork for the Highway
Superintendent. One of the challenges he has is the challenge that everything we try to do here is
logistics. How to get the equipment here? How to get the material here? This is a question I
don’t here in Southold very often. ‘How do we get the DEC to come here more often?’ Funny,
I don’t get that on the other side too much. That is a good question. You have representatives
from the DEC, I strongly recommend that you take the issue up with them. And there are many
complaints about Chuck Hamilton’s lack of visibility here, lack of contact and insistence on
using a certain surveyor. Not sure about that answer, that question. I will leave that to you to
address with the DEC and I will certainly bring it to their attention when I get back. And then
this is an interesting issue. ‘How did the Pequot Inn on top of the stop sign leading to their
business? Did they go through the Town? Is it legal?’ There is a provision in Town code that
allows for directional signs, pre-approved by the Town to go up on fixed structures like our road
signs. I don’t recall getting a permit of any kind from the Pequot but I will certainly look into
that. Also, the directional signs that we offer are very, they have a template, they all look the
same. Same red, white and blue colors.
TOWN ATTORNEY FINNEGAN: They did go through Highway on that.
SUPERVISOR RUSSELL: They did? Is that a Town authorized?
TOWN ATTORNEY FINNEGAN: Highway installed it. Yes.
SUPERVISOR RUSSELL: Okay. I stand corrected. They did go through the Highway
Department directly and the Town authorized that. Is that one of the red, white and blue ones?
TOWN ATTORNEY FINNEGAN: It is a different color.
SUPERVISOR RUSSELL: Okay. So we have a color infraction but that is about it. Okay.
Would anybody like to address the Town Board on any issue?
PETER BURR: My name is Peter Burr and I want to thank the Town Board and the Town for
recognizing Ken Edwards for his achievement in the Fire Department and I was hoping that we
might, next year, also be able to thank the Town for Ken’s remaining on the Planning Board.
And I was wondering if, because his term is up this year; we have lost our Zoning Board
representation and we are very concerned about losing our Planning Board representation. So I
was wondering, we probably couldn’t poll the Board today and have them say yes or no for Ken
right now but we would like to if we could. But I just think that it is really important that we
don’t let this slip by at this meeting because Ken has done a heck of a job. I think that anybody
that has been on that Board or is on it now will tell you that has put in his time, he has done his
job, he knows his job and with a lot of turnover I think that somebody that knows the job as well
as he does is important not only to the Town but we also feel that it is very significant to us that

we have this representation. So I thank you for that.
SUPERVISOR RUSSELL: Thank you for commenting. I will tell you that I am well aware of
the history and it was an agreement reached several years ago, back in the days when Bob
Tasker was still the attorney for Southold Town, that Fishers Island maintains some
representation on our Boards and I think it is critical and I can tell you right now if you are
asking that I would certainly vote for Ken if I remain as Supervisor for Southold Town. I will
guarantee that.
JUSTICE EVANS: I will also go on the record that I will vote for Ken to be on the Planning
Board again come January.
SUPERVISOR RUSSELL: Does anyone else want to speak? To address this?
COUNCILMAN KRUPSKI: I think it is appropriate to have someone from Fishers Island on the
Planning Board. I think it is a good idea, it has worked in the past, I don’t see any reason to
change it.
KEN EDWARDS: I have a couple of questions that didn’t come up from your e-mail and I was
hoping that someone would ask them. I was wondering about the status of getting our constables
armed? There was an incident here last fall that could have been very dangerous. They don’t
have the authority to arm themselves and I think that if I was a constable and got called out on an
alarm at 2:00 in the morning, an intruder alarm, that I would not want to go without some
protection. And I notice that it has been talked about it before but can you fill me in on the
status?
COUNCILMAN KRUPSKI: I thought everyone on Fishers Island was armed?
MR. EDWARDS: They probably are.
TOWN ATTORNEY FINNEGAN: The Board talked about it two weeks ago and we sent a
letter to Senator LaValle’s office. It has to come through the state. It is under the state. So a
letter was sent to Senator LaValle and he will make the request through the legislature. So the
wheels are….
MR. EDWARDS: The wheels are turning. That is good. I know how long it takes to get
through. The other thing I was hoping that would come up and it didn’t and it can go (inaudible)
was the Highway Department again. We have a tremendous amount of used tires in front of the
Town barn and they are one of the biggest mosquito breeders I think there is. There is probably
over one hundred. They used to get taken off the Island by the Highway Department. I don’t
know what has happened, they haven’t gone in a long time. So if you could carry that on to the
Highway Department, I would appreciate it. And the other thing is, I will put my other hat on.
(Inaudible) I would like to thank the Assessor’s Department. Bob Scott and company did a lot of
good work for Walsh Park in reassessing the houses we have. We have some rentals and some
homeownership houses and helping us keep the taxes down. It is greatly appreciated and I thank
Bob and the Assessor’s Department for that.

SUPERVISOR RUSSELL: Hey, Ken you just got three votes to stay on the Planning Board.
You had better not tell me in December that you want to retire. Would anybody else like to
address the Town Board?
MR. RIDGEWAY: Bill Ridgeway again. I would like to follow up on the logistics of getting
work done over here on Fishers Island. I can understand the value of buying materials in bulk
over in Southold side but have you done an analysis of whether it really makes sense to bring
them over on the Cross Sound ferry and then the Fishers Island ferry to here as opposed to
bidding and buying in Connecticut?
SUPERVISOR RUSSELL: Can I have my Engineer or DPW comment on that? Talking about
just possibly just buying materials in Connecticut to get it on to Fishers Island, rather than
buying it in Southold and bringing it the long way.
JAMIE RICHTER: Well, usually it is done through the bidding process, that it is up to the
contractor; whether he wants to buy it on the main land (inaudible)
MR. RIDGEWAY: I recognize that but it seems to me that I have often seen Suffolk trucks that
have come over on the Cross Sound ferry and then over on the Fishers Island ferry and they tie a
truck up and a driver up for a whole day and I just wondered if that is economical?
MR. RICHTER: I tend to agree with you. It is just a matter of once you hire a contractor, it is
really that the logistics is up to that contractor.
JUSTICE EVANS: Jamie, do bids go out so Connecticut contractors see it? Or just New York?
MR. RICHTER: Yes.
TOWN CLERK NEVILLE: Yes, it gets in the New London Day.
SUPERVISOR RUSSELL: Would anybody else like to come up and address the Town Board?
UNIDENTIFIED: This Fishers Island attendees list of all of you who have come from Long
Island is great but next year could you put on your phone numbers and e-mail addresses? Some
people have got cards, some have run out and it would be really helpful to have that all on one
list.
SUPERVISOR RUSSELL: That is an excellent idea. Excellent idea. Would anybody else like
to address the Town Board? (No response) I just, I want to do a couple of things real quick.
Okay. First the Department of Transportation from the State of New York couldn’t make it
today. They asked me to outline three or four projects they are working on. One is a bridge
repair on the Island side of, on the Long Island side of Southold Town, it is a bridge repair over
the Long Island Rail Road. The other one is cracking, sealing paving projects, all on the main
land side. And then drainage projects that they are identifying but they said that the list is too
early to release. So as soon as I hear from them, if anything involves Fishers Island I will bring

that to your attention as soon as I hear from them and they fill in the blanks of their
correspondence. Secondly, I want to just thank an awful lot of people. I want to thank the
Fishers Island Ferry District for transportation today. I want to thank Plum Island for use of the
dock. Obviously I want to thank Fishers Island school, they are always graciously opening their
doors for us. I want to especially thank my DPW guys. John Jerome, Eric, Sean, the entire
custodial department for all the work they did today. I want to thank Lloyd, Zac, obviously
Betty Neville, I want to thank Al Krupski for the corn that was provided today. I want to thank
Tom Wickham for the peaches that were provided. I want to thank the entire Highway
Department for their efforts today. Also, Lydia Tortora and Ruthanne Woodhull, two of my
assistants. I want to thank you for the amount of hard work that you have put in over the last
several days. You talk about logistics, they got all those materials on the ferry and over here in
very hot weather and I want to thank them for that. And also again, I want to thank Fishers
Island for being so gracious and every year it is a real pleasure. And Mike Imbriglio, I want to
thank you for the sound system here today as well. Mike Imbrigilio, he is on my Emergency
Management team which is doing good things, we just got you guys a new generator. Is that it?

JUSTICE EVANS: Can I just bring up, while we have a bit of a Fishers Island audience here?
There is an ICB meeting Friday, where we are going to be presenting a draft of the strategic plan
that the hamlet stakeholders have put together and I know it is available in the library. Certain
chapters, it would be great if people would read and come to the meeting and hear what has been
done and put your suggestions in because we, I think nine or ten stakeholders have been working
really hard on this and they really need other people’s input so that they can finally have
something that they can put together and present to the Town Board. So try to be there at the
Friday meeting. Union chapel. Thank you. And I think it is at 5:00.
