Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Tues.,
September 11, 2007 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 5:30 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder asked the committee members whether or not they would be
interested in researching and then meeting with the ad hoc groups. A majority of the
council agreed and set a special meeting for Wed., October 3, 2007 at 5:30 PM at Down's
Farm Preserve to discuss it further.
REPORTS
Member Jack McGreevy stated that Down's Creek is never mentioned as a dredging
project. He is concerned it will shoal over and change. Jack will contact Bob Ghosio to
discuss it further.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by Doug Hardy, to Approve the Minutes of August
15,2007.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Chris Kempner, it was
RESOLVED to SUPPORT the Wetland Permit application of CLAUS RADEMACHER to
install 120 linear ft. of new stone revetment with two (2) 4' returns at the termini and a set
of slate steps to access the beach. The proposed revetment will be backfilled with approx.
1041 cy. of clean sand and planted with Cape American Beach Grass plugs installed l' on
center.

The CAC Supports the application with the Condition of a 10' buffer along the east side
and moving to a 20' buffer along the west.

RESOLVED to SUPPORT the application of PAUL LONG to reconstruct 60+/- linear ft. of
existing functional timber bulkhead with vinyl sheathing and new timber and reconstruct
the existing wood deck on bulkhead.

The CAC Supports the application, however asks the Trustees to consider eliminating the
use of CCA on all construction.

RESOLVED to SUPPORT the Wetland Permit application of STEPHEN MATTEINI to
construct a cantilevered platform 5' X 6' extending seaward from top of existing bulkhead;
construct stairs to grade with rise of 9'-10"+/- and run of 14'; install handrails on two sides
of platform and seaward side of stairs.

RESOLVED to SUPPORT the Wetland Permit application of RUTH FALBEL SCHWARTZ
to construct a 4'X 22' timber dock with steps to grade, a min. 3.5' above grade, 2.5' X 18'
ramp and 6'X 20' floating dock.

The CAC Supports the application with the Condition the dock doesn't extend any further
seaward than the neighboring docks. The CAC requests a more definitive plan with regard
to the trimming of the phragmites. In addition, the CAC recommends consideration to
allow for public access below MHW.

RESOLVED to SUPPORT the Wetland Permit application of ROY & LINDA ARGENT to
remove and raise roof, replace windows, repair or replace all rotten wood, repair or
replace foundation, if needed, and for the existing bulkhead.

RESOLVED to SUPPORT the Wetland Permit application of PECONIC LAND TRUST
INC. to reinforce 390' of eroding bank along marina and creek with filter cloth and 50-75
lb. stones, and add four (4) pilings along dock in marina area.

RESOLVED to NOT SUPPORT the Wetland Permit application of WILLIAM &
CHRISTINE EISEN REICH to construct a two-story addition and greenhouse addition to
the existing single-family dwelling, and re-configure the existing driveway.

The CAC does Not Support the application and recommends the project is moved further
landward, with no encroachment toward the water.

RESOLVED to SUPPORT the Wetland Permit application and Coastal Erosion Permit
application of CHENG KAI YU to construct a second-floor addition to the existing dwelling,
alteration of first floor, and new second-story deck; and does NOT SUPPORT the
application construct 35' stone retaining wall; restoration of stone walk/steps over bluff;
and fill and replant vegetation around top of bluff.

bottom of the bluff might obstruct public access.

SCHRAMM for repairs to the existing 3'X 28' fixed timber dock, 3'X 12' seasonal ramp,
and 6'X 10' floating dock, and replace piles with galvanized steel posts.

SANTISI to construct approx. 54 linear ft. of vinyl bulkhead in place of existing, storm-
damaged timber bulkhead; backfill with approx. 25 cy. clean sand to be trucked in from an
upland source and planted with Cape American Beach Grass (1S" on center); construct
4'X 4' platform and 4'X 9' stairs to beach in place of existing platform and temporary
steps; and remove temporary walkway over scoured area landward of bulkhead.

with approx. 15 cy. clean sand to be trucked in from an approved upland source. Backfill
area between new and existing bulkhead to be planted with Spartina Alterniflora (1S" on
center) and backfill area landward of existing bulkhead to be planted with Spartina Patens
(1S" on center) and Baccharis Halimifolia (6' on center).

storm-damaged, timber groin and renourish and revegetate storm-eroded berm in front of
dwelling with approx. 50 cy. of clean sand to be trucked in from and upland source and
planted with Cape American Beach Grass (12" on center).

99' two-story building with two (2) office units on the south side and a garage/storage area

parking area.

RICHARD MCKINNEY to remove fallen Maple and Birch trees from storm-eroded
embankment; emplace generally along toe of embankment, between existing bulkhead
and concrete rip-rap, approx. 84 linear ft. of 1-2 ton quarrystone toe armor over 50-100 lb.
core stone on filter cloth; renourish and revegetate eroded bank face using approx. 50 cy.
clean sand to be trucked in from an upland source and planted with Cape American
Beach Grass (18" on center).

RESOLVED to SUPPORT the application of MICHAEL KENIN to Amend Permit #4984 to
install a 6'X 12' fixed dock on the seaward terminus of the existing catwalk.

9'X 28' wood deck and steps with associated planter on the eastern side of the dwelling;
13'X 24' semi-circular stone patio on eastern side of dwelling; and 12'X 12' pergola with
benches and associated planter on eastern side of the dwelling.

#6578 to authorize the construction of approx. 94 If. of vinyl bulkhead in place of existing
timber bulkhead; in-place replacement of existing 10'X 12' wood deck and 4'X 7' steps;
and backfill with approx. 20 cy. clean sand fill to be trucked in from an upland source and
planted with Cape American Beach Grass (18" on center).

RESOLVED to SUPPORT the application of DENNIS KORD to Amend Permit #6267 to
extend the fixed ramp by 16' seaward, replace the 16' aluminum ramp with a 20' ramp,
and replace the proposed staircase on the landward end of the ramp by an 8' extension of
the fixed ramp.

#6526 to erect a drystone natural stone wall to bring land to grade; place bluestone in
compacted stone dust with y," drainage joints; remove asphalt driveway and replace with
circular drive in compacted stone and dust with gravel surface; install three (3) downspout
drywells and landscape, and install stairway with railings.

The next meeting of the Conservation Advisory Council has been set for Wed., October
