Enclosed is a copy of the letter I received from Mr.
Salvatore Sparacino, Manager of Customer Service Support of the
Long Island District of the U.S. postal Service (USPS), in
response to the inquiry I made on your behalf.
I am pleased that the USPS will maintain the New Suffolk
postal district thereby helping to preserve its unique identity.
Mr. Sparacino informed me that the USPS is sensitive to the
needs and wishes of the New Suffolk community and is is working
closely with local leaders to relocate the postal facility.
Mr. Sparacino stated that the USPS plans to build a new
post office that is more than double the size of the former
facility to better serve New Suffolk residents. In addition,
the USPS has informed me that it is evaluating the original post
office boxes to determine if they can be used in the new
facility. Mr. Sparacino advised me that, if possible, the USPS
would like to restore and refurbish these boxes to meet the
community's wishes to preserve the history of New Suffolk.
I am glad that the USPS is cooperating with the New Suffolk
community to address these issues. If I can be of further

This responds to your April 6 correspondence on behalf of Southold Town Supervisor Scott L.
Harris, concerning the New Suffolk Post Office.
Long Island District officials advise that a lease has been signed for a new facility to house
the New Suffolk Post Office. The former site of the office was destroyed by fire. I
understand that the new location, which contains twice the space of the former office, was
selected with the assistance and cooperation of local customers, the Southold Town Board, and
the New Suffolk Civic Association. Postal operations, which have been relocated temporarily
to the Cutchogue Post Office, will return to New Suffolk shortly.
No final decision has been made regarding the use of the old facility's post office boxes at
the post office's new location. Nonetheless, I have shared your comments regarding this issue
with District officials.

This is in response to your inquiry as to whether site plan
approval will be required for the relocation of the New Suffolk
Post Office. Three modifications will be made to the site: a
foundation will be installed under the building, a handicapped
access ramp will be constructed and two stone blend parking
spaces will be constructed in the front yard.
A site plan will not be needed.
If any questions should arise in the field about the best
siting of the handicapped and employee parking spaces relative
to the building and the handicapped ramp, please do not hesitate

District Manager of the U.S. Postal Service, on your behalf
and shared your letter with him. I have informed him of
your strong desire to see the New Suffolk postal district
retained, the postal facility restored, and the historic
mailboxes preserved and allowed to remain in the town. I
stressed to Mr. Gamache that these issues are a matter of
community identity and pride.

Please do not tear down, bulldoze or otherwise cause the removal or
further destruction of the remains of the Post Office and General
store building in New Suffolk. This is an historic building, built
in 1872 by Ira Tuthill, founder of New Suffolk in 1836 and Post
Master himself for 45 years; it was rebuilt on the site of the
original which had housed the New Suffolk Post Office since 1845.
The citizens of New Suffolk care deeply about this place; it gives
us our sense of identity as a small, uncommon community. We have
suffered a tragic loss over which we are collective oevin . We
believe strongly in the quality of hamlet living an

We ask that the building not be further afflicted so that we may
have the opportunity to research and make a proposal which would
include its full restoration. We expect to develop a proposal that
would, with your cooperation, provide a satisfactory resolution for
all parties concerned.
The people of New Suffolk will be helpful in any way necessary to
gain the time required to develop a comprehensive proposal, a task
which is already underway. It would not be beyond us, for example,
to post a 'round-the-clock watch to assure the security of the site
for public safety, should the Town require that.

On Thursday, March 18, 1993, the building housing the New
Suffolk Post Office and Fagan's General Store was severely
damaged by fire. This building was located on the northern side
of the easternmost end of Main Street (CR 26). The building was
one of the last two remaining buildings of the New Suffolk
Shipyard complex, which once occupied the 3.5 acre site (SCTM *
1000-117-8-18. The entire property has been the site of the
Marina Bay Club development proposal since January of 1985.
On Saturday, March 20th, the New Suffolk civic Association
held a meeting to discuss the fire. Approximately one hundred
residents of the hamlet met and agreed that preservation of the
postal district was of the utmost importance to them. New
Suffolk's mail is temporarily being routed to the Cutchogue Post
Office. Five sites were suggested for the temporary relocation
of the post office. Each of these buildings is vacant and
available for rent. While a comment was offered about the
possible unsuitability of one of the buildings for lack of
running water, no other Objections were raised.
On Monday, March 22nd, two representatives of the United
States Postal Service: Gordon Seabury, a regional manager, and
Frank A. Barbieri, Sr. Real Estate Specialist met with me. We
reviewed each of the five sites for suitability as a post
office. The following factors were considered: ease of
conversion to a post office, location (of site or first floor
elevation) relative to the flood zone, and location relative to
zoning. After their field inspection of the sites, the two
representatives returned to the Planning office to discuss one
of the sites in more depth.

On Wednesday, March 24th, I spoke separately with Gordon
Seabury and Frank Barbieri, and relayed to each the information
noted above. They were aware of the most of the deficiencies
and had discussed same with the property owner. At this point,
it appears that the property owner will resolve these matters to
the satisfaction of the Building Department and the U.S. Postal
Service.
Subsequently, I notified Curt Horton that he may be
contacted by either the postal representatives or the owners
about correcting the deficiencies.
I have inquired about the name and address of the
appropriate person within the U.S. Postal Service to whom the
Town Board should direct its correspondence in support of
keeping the New Suffolk Post Office. It will be sent to
Supervisor Harris' office as soon as I receive it.
Status reports will be filed with all involved parties as
the situation progresses.
P.S.
By way of interesting background information: Ray Jacobs
noted that the East Marion community owns and maintains
their post office building. They charge the Postal Service
a rental fee that covers their utility and maintainance
expenses. East Marion may be the only community in the
United States with this type of arrangement with the Post
Office.

wood-frame bungalow that is located on a 7,550 square foot lot
on the northwest corner of Jackson and First streets. It shares
the lot with a small single family residence and a shed.
Messeurs Seabury and Barbieri indicated that certain
changes to the building and the site would be needed before the
post office could move in. They asked whether the post office's
needs could be accomodated by the Town; specifically:
1. whether the "No Parking" signs immediately in front of
the bungalow could be removed and replace with "15
minute parking" signs instead;
2. whether there would be objections to the construction
of a small two or three car parking lot for
handicapped access, and employee parking;
3. whether there were any other problems that the Town
might have with the use of the building for a post
office.
The representatives stressed that they preferred to work
with the community and the Town, rather than in opposition.
I presented these questions to the Town Board, the Planning
Board and the Building Department. Their responses are listed
below.
The Planning Board reviewed this matter at its work session
on March 22nd and saw no problems with any of the necessary
modifications to the bungalow or the site.
The Town Board reviewed this matter at its work session on
March 23rd and saw no obstacle to changing the parking
restrictions on First Street provided the Superintendant of
Highways concurred.
Later that afternoon, I met with Ray Jacobs, Highway
Superintendant. He had no problem with the use of this
site for a post office and further, suggested that the
signs be worded to say "Parking for Postal Patrons only".
That afternoon, I also spoke with Victor Lessard, Principal
Building Inspector, who inspected the site later that day
with Curt Horton. The inspectors found deficiencies in the
building which would have to be corrected. The deficiencies
are:

ground do not permit access by wheelchair bound
customers;
the foundation which consists of concrete block piles,
is unstable;
the building is not fastened to the foundation;
a "skirt" around the foundation is needed;
the underneath of the first floor is not insulated
(the cottage was renovated for summer use only);

Fire at the Post Office
A fire gutted the post office in the tiny North Fork community of New Suffolk Thursday after a worker tried
to thaw a frozen pipe with a torch. About 100 firefighters battled the fire for more than nine hours. All first-
class mail was removed, but some packages were damaged. Cutchogue will handle service temporarily.
