We need to do repair/replacement of our bulkhead. We have just come to know recently that the previous owner,the late Mr. Ralph L. Pannella, had obtained a bulkhead permit before closing. I just called and was told that we needed to transfer the permit to our names. I am writing to request to transfer the exiting bulkhead permit to my name. We don't need to do anything at this moment(just minor repairs), we will need a new bulkhead very soon. A check of$50 was mailed and received by the trustees. In completing this transfer, I hereby authorize the trustees,their agent(s) or representatives to enter my property to inspect the premises in conjunction with this application. Back-fill excavated area and fill void areas with clean trucked-in soil. Approximately 80 cubic yards will be required. Place filter cloth on top of fill and install 20-501bs core stone on top filter cloth to hold fill in-place. Phase II -Remove 121' of existing bulkhead, east and west returns. Construct 75' of new bulkhead, 20' of east return and 26' of west return in-like, in-place using "C-LOC" vinyl sheathing. Remove 20' of existing jetty and replace in-like, in-place. DEVELOPED COAST POUCIES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. This is a waterfront piece of property that is presently bulkheaded. The bulkhead is failing and needs to be reconstructed. There will be no increased development and our proposal is an effort to maintain existing structures. Policy 2 Policy 3 Preserve historic resources of the Town of Southold. This property has no significant historic resources. Enhance visual quality and pi otecl scenic resources throughout the Town of Southold. The bulkhead at this location is existing. The present condition of this bulkhead is showing its age by presenting holes in the sheathing and leaking of backfill. A new bulkhead is just an attempt of the upland property owner to maintain her property. All structures are existing so the visual quality and scenic resources will remain the same. NATURAL COAST POUCIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The existing bulkhead is needed to protect the upland property. This shoreline is mostly reinforced with erosion control structures. The new bulkhead will not increase flooding or erosion in this area.
