SUBJECT: Visual-auditory In~tructional aids
Your attention is invited to the Official Bulletin, published
under date of December 5th, 1942, which contains a bibliography,
showing a list of the films which may be borrowed without charge by
Civilian Protection groups from the office of War Training Programs, .

Requests for loans should be addressed to the Supervisor of
Visual-auditory Instructional aids at the above address.
The loss of personnel among the volunteer workers in Civilian
Protection, due to the demands for labor, to the draft and other
causes make it essential that every effort be made to maintain .:
the interest and complete the training and education of the different
volunteer groups.
During the next two months, much bad weather may be expected,
which may make it difficult to secure attendance at routine drills.
However, it is believed that the use of carefully chosen films will
not only be instructive, but will stimulate the interest of your
volunteer workers.
It is therefore recommended that you select from the list those
subjects in which your volunteers need training or in which they have
a special interest and comolete the necessary arrangements for bor-
rowing them from the office of War Training Programs in Albany.

Section 6, Paragraph 20, of the Regulations Governing the Control
of ~rtificial Lighting in the Coastal Dimout Area within the states of
New York, New Jersey, and Deleware, dated November 14, 1942, as pro-
mulgated by the Co~anding General, Second Service Command, designates
State and local civil authorities within the three States, with their
consent, as the principal agencies to assist in the enforcement of
these regulations.
The Directors of many Offices of Civilian Protection in the dim-
out area have been raising the question as to whether or not they
have any jurisdiction to enforce the dimout regulations in industrial
plants which are upon the Inspection Hespbnsibility List.
Colonel ~. W. Foreman, Director, Internal Security Division,
Second Service Command, has advised this office that County Offices
of Civilian Protection have jurisdiction to observe and e,~orce the
dimout regulations with reference to all industrial plants ~hether
or not they are manufacturing goods for the war effort and are on the
Inspection Responsiblity List, except that ~rmy personnel will assume
the responsibility with reference to military establishments and war
plant installations which are Federally owned and operated.
This ruling should clarify any doubts which have been expressed.
