Enforcement ef Re~ulations
On November 22nd, 1941, lighting regulations were promulgated
for the county of Suffolk by the Director of Civilian Protection
pursuant to authority vested by the New York state War Emergency Act,
Such regulations were promulgated for the protection and safety
of the civilian population, and unless such regulations are enforced,
the civilian population do not derive the benefit of such protective
measures.
Violations of any regulation promulgated for Suffolk County con~
stitutes either an infraction or misdemeanor and are prosecuted under
Article 10, Sections 101 and 102 of the New York State War Emergency
Act.
It is essential that regulations pertaining to automobile head-
lights be strictly enforced for two reasonsl First, to bring about
compliance with the d1mout program ordered by the U. S. Army; second,
as a safety measure.
Those complying with regulations are many times blinded by on-
coming unshielded or upper-beam headlights which in turn cause near
acciddnts.
You are hereby requested to instruct your personnel to issue
summonses to violators of regulations. You will be contacted shortly
by the Deputy County Director of your area concerning a county-wide
drive on January 12th, 13th, and 14th, and I request that you give him
your utmost cooperation.

FLOYD D. HOUSTON,
Director of Civilian Protection
