police Co-ordinators
SUBJECT: County-wid~ Dri~ Qn Headlight Violation~
This office has received numerous complaints from citizens of
the county to the effect that a considerable number of motor vehicles
do not have headlights properlY obscured and a great many are still
operating with high-beam headlights. The use of such lights is con-
trary to Army and Office of Civilian Protection regulations. Further
than that, many near accidents have been caused by such lights blind-
ing the driver approaching from the opposite direction, whu is com-
plying with regulations.
You are hereby directed to instruct all regular police agencies
and your auxiliary police group to conduct a drive on the evenings of
January 12th, 13th, and 14th during the period dim-out regulations
are in effect.
Summonses will be issued for the following violations:
1 - high-beam headlights
2 _ upper half of the headlights not covered by an
opaque material
3 _ those who originally had the upper half painted but
have allowed their headlights to reach such a condition
that such paint as is left on does not obscure the
upper half
4 _ cars operating with only one headlight
5 _ use of unscreened fog-lights or single mounted spot-
light in lieu of screened headlights
6 - cars operating without tail-light
Automobile headlight regulations have received wide publicity
during the past few months. There are no exceptions to these regula-
tions. Many warnings have been issued. The time is now at hand
when a summons will have a saluto~y effect. Following the drive,
continuous enforcement will be essential.
After the drive is completed this office requests a statement
giving the number of violations reported by all agencies.
