GOV'EllNING THE CONTROL OF ARTIFICIAL LIGHTING
IN TEE COASTAL Dn:OUT AlIEP..
WITHIN THE ST~TES OF
NW YORK, l~ JERSEY and DELAWAllE
Regulations for the control of lighting in coastal aroas are
necessary to reduce permanently certain lighting for the protection of
"
American commerce and.that of the United N~tions from damuge or destr~c-
tion by enemy attack, for the prevention of enemy action aga~st our
shores, and to control lighting in critical areas so as to r~uce the
dnngers from hostile air operations.
In furtherance of the ~bove objectives and in compliance with
the order of the Oommanding Gon~al, Eastern Defense Command aud First
Army, dated November 7, 1942, the following revised rules and regulations
arc hereby established for the eoatrol of artificial lighting within
the ncoastal dimout area", hereinafter defined, effective Novembor 20,
1942.
SECTION I
D}1FI1TI TIONS
t
1. HOURS OF DARKNESS. For the duration of the war or until such

time as rescinded or amended, these regulations shall be in full forco
and effect from one-half hour o.fter sundown each night until one-half
hour before sunrise the follo~nng morning between the ~~tes of October
I nnd April 30. inclusive, and from one hour o.fter sundown each night
until on~half hour before cunrise the fell owing morning between the

5. Any light visible from out-of~doors that cannot bo extinguished,

9. !rhe use of high-bean vehicle headlights within the coastal
dineut area is prohibited. Headlights, if used. shall have the upper
one-half of the lens obecured by opaque paint or other opaque nntorial.*
10. All exterior .li~~ts used for eutdoor nonuiacturing, in rail.
road yards, for repair work. shipbuilding, necessary hllndling or storage
of raw or finished nateriuls, or for any type of outdoor cenetruction
work, shall be reduced as in parngraph 8 above. and shall be pornn.nolltly
shielded in such a I.mnller th....t tho sourco of light will not bo visible
at an Mgle less than 45 dObl'ee8 below the horizontal.

12. ~ntorior lighting of buildings used for residential or coo-
nercial purposes, or both, industrial establishnents engaged in production
of war nnterials (whether federally o\~ed or operated or privately o~med
or operated) ~~l be shaded or otherwise controlled either at tho source
of liGht or at the openings of such .buildinGs in such a I.llmner that the
source of light, o.s defined in paragro.pb 4 o.bove, shall not be directly .
visible fron any point outside of.said buildings.
13. Lights orwindowe in ro.ilroad trains, elevated trains, streetcars,
buses, e.n<1 ferries. shall be shielded. or ot~erw1se oOIltrolled in such

angle above the horizontal, and the escape of light therefron shall not
exceed two foot candles at any point throe feet fren the said vehicles.
Lights or windows in subway trains ut such tines as they are oxposed
above ground 'shall be subjeet to this regulation.
14. Bonfires, brush fires, burning fields, and other outdoor fires,
will be conpletely extinguished during the hours tJ~~t these rOb~ations
are applicable.
15. These regulations do not apply to official n~ritine or aerial
navigation lights.

16. All exterior lights used for illunillntion of open areas,
parking lots, gasoline fillinG stations, play Grounds, plo.ces of anuse-
nent orentertainnent, sidewalk cafos, nurquoes, open air gardens,
terraces, for holi~~ deeorations, and all other exterior lii;hts not
specifically covored by other ros~ations herein, ehall be pernanently
shielded in such a rk~lOr that no source of light will be visible at an

For fluorescent tubes - 1/16th watt per square foot of lighted area.
17. All exterior advertising'sirtls, however illuminated, shall be ex-
tinguished.
18. Interior lighting of stores, show windm,s, restaurants, bars,
commercial and industrial establisfll118nts (other than war production
plants) mid all other interior lights, ndt specifically covered by other

regulations herein, shall be extinguishod, OR IN LIE~ OF SUCH EXTINGUlS~~~T,
shall be dimmed, shielded or other"ise cClntroll"d in such a manner as to
prevent the source of light being visible from above the horizontal, and
also so as to prevent the escape of light from such building in excess of
two foot candles, as measured by a photronic cell held at any point three
feet from any window, door or other opening of such building or establish-
ment.*
* (Note - For the ourpose of these regulntions, some suggostions for
accomplishing compliance v.ith the above r,'gulation -, ar'3:

c. v~h~re the intorior of the main portion of stor8s, restaurants
and othG~ physically simil~r establisronents are oxpos0d to 8xt8rior view
by large windows or openings, it has boon fOuIld that the restriction of
wattage to one-eighth watt per square foot of floor spaco is effective.
d. Where it is desired to increase th~'wattage ste,tod in notes
a, b, c above, tho use of fino-mosh fabric curtains at tho wirldows, or
filter; or other mothods or devices may bo employ.od to limit the oscape
of light to that permissible as stated in paragr~ph 18 above.

SECTION VI
ENFORCEM&NT AND PE!iALTIES
19. Any person who violates any regulation contained herein
is subject to the penalties provided by Title 18, Section 97a,
United States Code,. and to immediate exclusion from the Eastern
Military Area. In addition, if two or more persons conspire to
violate said Section 97a, Unitod States Code, and one or more
persons do any act to effect the object of such conspiracy, each
of said partios will' be subject to the ponalties provided by Title
18, Seotion 88, United States' Code. In the caso of an alien enomy,
such person will, in addition, be subjoct to immediato apprehonsion
and intornment.
20. State and local civil authoritios within tho states of New
York, New Jersey and Dolaware, \dth their consent, aro dosignatcd as
the principal agoncies to assist in the enforcement of theso rogula-
tions.
21. Effoctivo Novomber 20, 1942, thoso regulations suporsode
all previous regulations issuod by this hoadquarters concerning tho.
